OCTOBER 28, 2011 LAS CRUCES CONVENTION CENTER ANNUAL REPORT It s already been almost a full year since the Las Cruces Convention Center opened its doors. During the first year of operations, the center has hosted a multitude of community events as well as several conferences and gatherings. The facility s general manager, Mr. David Hicks of Global Spectrum, has prepared the attached annual report. In this report, he has recapped the year from opening ceremonies through community partnership development and major accomplishments. As can be seen, the center fared well and has exceeded the financial benchmarks established for the first year. We are optimistic and hopeful that the center s performance and focus on out-of-town guests will continue to succeed and grow, making this community investment all that we hoped it would be. (#1 Las Cruces Convention Center Annual Report) MVEDA QUARTERLY REPORT Mesilla Valley Economic Development Alliance (MVEDA) President and CEO Davin Lopez has provided the first quarter report for FY 2011/12. In an effort to keep the mayor and city council, as well as City administration current on efforts, strategies and successes, Mr. Lopez has been asked to summarize and report on a quarterly basis. He is reporting a summary of activities and progress in a variety of areas including leads, prospects, completed projects, square footage additions, employment gains, and capital investments in our community. The report further elaborates on MVEDA board directives and efforts moving forward with many potential opportunities and market strategies. Overall, the outlook and progress is very positive. 2 City of Las Cruces. ROBERT GARZA. CITY MANAGER. OCTOBER 28, 2011 LCPD EMPLOYMENT FIGURES City administration has received inquiries from the public regarding police department staffing levels. As part of our effort to be transparent and provide factual information, a complete summary of staffing levels dating back to 1998 has been compiled. As can be seen on the attached data chart, the number of regular full-time police officers has increased annually over the past ten-years at an average annualized rate of about 3%. For comparison and context purposes, the City s population, based on census data, has grown at a rate of about 2.6% annually over this same period. Therefore, the growth in public safety staffing has exceeded our population growth over the last ten-years. While we aren t fully staffed at this time, the addition of 19 officers from the 2011 police academy and pending lateral transfers of officers from other entities, we could be fully staffed to the optimal 191 budgeted positions in the near future. (#3 LCPD Employment Figures) CITY RECEIVES $111,800 BURN LAKE GRANT FROM WATER TRUST BOARD By Auguie Henry III, Grants Administrator The City of Las Cruces was awarded $111,800 through the New Mexico Finance Authority s Water Trust Board program, with an $11,800 required match. The funds are to be used for plan and design efforts with regards to the Burn Lake s Water Storage, Conveyance and Delivery Long-Term Plan. Once the plan and design phase is complete, the City of Las Cruces may apply for additional funds from the Water Trust Board to assist in completing the project. The entire project includes the City s collaboration with the El Paso Water Board and the Elephant Butte Irrigation District (EBID) to improve the quality of water and the quality of recreational opportunities surrounding Burn Lake. Pumps will be installed so that Burn Lake can better be utilized as a regulating reservoir, making it easier for the City and EBID to regulate storm water runoff, operational spills, and irrigation water. Per the city council-approved Conceptual Master Plan for Burn Lake, a multi-use trail will be constructed surrounding the entire lake. The trail will be constructed so that users will have a safe, measured route on which to walk, run or bicycle. Also, an ADA accessible route from the top of the banks of Burn Lake to the water level will be designed and constructed. ( 2 )

The Las Cruces Convention Center is dedicated to developing a partnership between government and private enterprise, to generate new dollars and new opportunities within the Las Cruces community. The Las Cruces Convention Center provides a venue for the City of Las Cruces and its citizens to bring a variety of events to the marketplace.

7 4 Las Cruces Convention Center Annual Report Words from the General Manager 680 East University Avenue Las Cruces, New Mexico Phone: Fax: It is with great pleasure that I am able to write about the successes that the Las Cruces Convention Center has felt in the past year. I have seen my team grow from 2 to over 30 consisting of management staff and part time employees. The team that has been assembled by Global Spectrum for the Las Cruces Convention Center is made up of the most dedicated and passionate employees I have ever worked with. The management team currently in place saw the Convention Center built from the ground up and all speculated about the success while working in their prior positions. Our success could not be as good as it is without our partners at the Las Cruces Convention and Visitors Bureau. With their support we were able to host 14 conventions that generated 4,281 hotel room nights for the community. This translates into over $700,000 in direct spending by attendees in local hotels, restaurants, entertainment and stores. The building was scheduled to open at the beginning of January 2011, but we were able to open our doors on December 1, 2010 to host two events on our first evening. Just hours before the first events were set to begin, our entire management team pitched in to ensure that equipment was put away, product arrived, and we were prepped and ready for our clients to arrive that afternoon. It is no small feat opening a new building and the team at the Las Cruces Convention Center set the building up for success and will continue along this path for years to come. I have been personally humbled by the experience of opening the Las Cruces Convention Center and look forward to many years of success for this great community. 8 Las Cruces Convention Center Annual Report 5 Internship Program In conjunction with the Hotel, Restaurant and Tourism Management Degree offered at New Mexico State University, all students are required to complete 400 hours of practical work experience and complete a 400 hour internship. Over 80% of our part time staff is going through or has gone through the HRTM program at New Mexico State University. Also, through our partnership with the City of Las Cruces and the School of HRTM. Global Spectrum will utilize HRTM students to fulfill the internship positions. Our internship program highlights all of the critical points of being a manager at the Las Cruces Convention Center. Each intern spends; 80 hours with the operations, 100 hours working food and beverage, 80 hours working in events, 100 hours working with the Sales and Marketing team, and finally 40 hours doing administrative work with the Accounting Manager and the General Manager. A message from Dr. Janet Green, Director of the School of Hotel, Restaurant and Tourism Management The experience our HRTM Interns garner while working at the new Las Cruces Convention Center is invaluable. This new venue has allowed them to be exposed to facets of management in the realm of convention centers which Las Cruces didn't offer in previous years. We are excited about the partnership between NMSU-HRTM, the City of Las Cruces, and Global Spectrum.

11 8 Las Cruces Convention Center Annual Report Grand Opening The Las Cruces Convention Center opened the doors to begin operations a month earlier than expected on December 1, The month of January 2011 the City of Las Cruces, Las Cruces Convention and Visitor's Bureau and Global Spectrum hosted events over three days celebrating the completion and opening of the convention center. A ribbon cutting and open house were hosted on the afternoon of Thursday, January 13, The ceremony included speeches by Mayor Ken Miyagishima, Robert Garza, City Manager; Ken Mompellier, Executive Director LCCVB and Dean Dennis, Vice President of Business Development Global Spectrum. The Mayor unveiled plaques commemorating the opening and celebrating the accomplishments of many community leaders that sought after the dream of building a convention center. The Greater Las Cruces Chamber of Commerce, Hispano Chamber of Commerce de Las Cruces, and the Las Cruces Green Chamber of Commerce presented proclamations. The ribbon was cut by Mayor Miyagishima, Robert Garza, City Manager, and Councilors Miguel Silva, Dolores Connor, Sharon Thomas, and Nathan Small. The event was completed with an open house to showcase the Las Cruces Convention Center to the area business leaders. Friday, January 14, 2011 a gala dinner was hosted for 250 community leaders emceed by Joe Martinez. The evening began with hors d ouevres and live entertainment. When the doors opened to the beautifully appointed ballroom the guests were greeted by the welcoming staff of the convention center. Executive Chef Tom Agius developed a customized dinner with an appetizer of pan seared sea scallops, prickly pear sorbet, and cucumber wrapped fresh field greens. The main entree of fresh crab cakes with a chardonnay cream sauce, filet topped with a mushroom bordelaise, fresh asparagus tied together with ribbons of carrots, and an assortment of herb roasted fingerling potatoes. The dinner was completed with white chocolate mousse topped with a raspberry coulis served in a malted wafer hippenbasket for dessert. Dinner entertainment was provided by NMSU Footprints Jazz Quartet and La Cella Bella. Speeches were presented by past Mayor Ruben Smith, Mayor Miyagishima, and Ken Mompellier. The evening was completed as Mr. Mompellier proposed a toast to the opening and future success of the Las Cruces Convention Center. A public open house was hosted on Saturday, January 15, 2011 to allow for the general public to see and experience the Las Cruces Convention Center. The ballroom and meeting rooms were set in multiple configurations to assist the public in visualizing the flexibility of the spaces. The 14,500 square foot exhibit hall was set-up as a non-profit tradeshow. Over 35 local non-profits came into the center to showcase their services. Also displayed was the SWAT Teams Bearcat vehicle, police cars, and an ambulance. The open house drew out over 500 local residents to see the new facility.

The involvement of our staff is critical to helping support our growing community. 14 Las Cruces Convention Center Annual Report 11 Partners Our Partners Global Spectrum specializes in running public assembly facilities and do so with the support of many local organizations. In Las Cruces the success of the Convention Center could not be possible without the efforts of the Las Cruces Convention and Visitors Bureau. Every event is enhanced by audio and visual presentations and this is supported by the in-house services of Alliance Audio Visual. Our food and beverage department is supported by the local Pepsi distributor. Las Cruces Sun News came on as the wireless internet sponsor and Citizens Bank of Las Cruces is our banking partner providing banking services for the facility along with ATM services for our attendees. Our partners help to sell Las Cruces and provide services to the attendees of events which is certainly a vital part of ensuring the success of each event.

15 12 Las Cruces Convention Center Annual Report Accomplishments Grand Opening Global Spectrum worked very closely with the Las Cruces Convention and Visitors Bureau to plan and execute three days of events for the Grand Opening Celebration. The events included a ribbon cutting followed by an open house, a gala dinner, and a community open house complete with a consumer show focused on non-profits within the Las Cruces community. Opening Day Global Spectrum was allowed access to the building during the last couple of weeks of November to begin receiving the furnishings and equipment for the new convention center. The management team worked diligently to ensure that all of the equipment was received and put into its proper place for the first events scheduled for the evening of December 1, Financial The management team of the Las Cruces Convention Center worked diligently to ensure financial success for the facility. During the past year we realigned goals and objectives within each department to ensure Global Spectrum was able to provide a positive variance of $81,785 as compared to budget. This takes into account cutting expenses, adjusting start dates of new employees, and working diligently to book as much business as possible. Convention and Room Nights As a facility, the main objective is to generate hotel room nights and economic impact for the community of Las Cruces. During this past year, Global Spectrum and the Las Cruces Convention and Visitors Bureau was able to book and host 14 conventions. These conventions brought attendees from not only New Mexico, the Southwest Region, but nationally. The 14 conventions generated 4,281 room nights with the local hotels. This converts into over $700,000 in direct spending with the local restaurants, entertainment venues, shops, and hotels. For an opening year, this success was tremendous and we look forward to building on this in future years. Food and Beverage With Executive Chef Tom Agius at the helm of our kitchen we have received an outpouring of compliments on the food at the Las Cruces Convention Center. Chef Agius prides himself on creating fresh, high quality, customized menus to ensure the guests and clients are pleased. The customer satisfaction is shown by the high rating of our food and beverage at 4.53 on a scale of 5. This figure also includes our service which we strive to ensure each and every attendee is treated special through following the principles outlined in Global Spectrum s How You Doin? Customer Service Initiative.

18 Las Cruces Convention Center Annual Report 15 Overview Overview of Facility of Facility About the Convention Center: The LEED Gold Convention Center is 55,000 square feet with just over 30,000 square feet of meeting space. The facility features a 14,500 square foot exhibition hall as well as a 8,950 square foot ballroom. There are 6 break-out rooms with nearly 2,850 square feet of space. Additionally, the building boasts over 5,000 square feet outdoor space and 8,500 square feet of indoor pre-function space. Location: The Convention Center is located at 680 University Avenue, at the corner of University Avenue and Union Avenue. The Center is within close proximity of restaurants, entertainment, shopping and boasts over 2,500 hotel rooms within a 6 mile radius. Exhibit Hall: 14,500 square feet of column-free contiguous space. The Exhibit Hall features carpeted floors and access to utilities for ease of logistics and exhibitor satisfaction. The 20 clearance height of the space offers the flexibility for bringing in large exhibits and rigging from the ceiling for full production events. Meeting Rooms: 2,850 square feet of breakout space in six 18' x 27' meeting rooms, which can also be combined to form two 36' x 54' meeting rooms; 1,425 square feet each. Food and Beverage Service: In-house, onsite food and beverage services will be provided exclusively by the Las Cruces Convention Center. The team at the Convention Center will work to create customized options that fit the taste and budget of any group. The food and beverage department can create menus to suit your group whether it s a meeting for 20 or a gala for 800. Equipment and Services: The Las Cruces Convention Center boasts both onsite exhibitor services and Audio Visual. These services will enhance our customers and their exhibitor s experience by having the equipment and staff on hand throughout events. Comprehensive, state-ofthe-art Audio Visual equipment and services are available from a single microphone to a full stage production complete with recording capabilities. Ballroom: 8,950 square feet of column-free carpeted space and the 24 ceilings will show the exposed wood beams to add to the ambiance of the well appointed space. The Ballroom boasts an outdoor covered event area with views of the Organ Mountains. Parking: Complimentary onsite parking offers 350 paved spaces and over 100 spaces of overflow parking with easy access to the building. Additional overflow parking is located a short walk from the building.

Global Spectrum, management company of the Las Cruces Convention Center, has a company wide Customer Service Program called How You Doin?. Our catch phrase encourages all of our employees to engage in conversation with customers to not only assist them and make their experience more enjoyable, but for the Las Cruces Convention Center to gauge its performance. We truly believe in providing the best possible experience for our patrons that attend our events as well as to the promoter and planners who produce them. Our How You Doin? program has proven to be a valuable part of our success. Our approach begins with a simple question, How You Doin?, but it s more than that. It is going beyond and treating our customers the way they want to be treated. It is all about giving our customers the ultimate experience. 23 20 Las Cruces Convention Center Annual Report Signature Events The events shown below, hosted at the Las Cruces Convention Center were particularly special to us. These events showcased what the Las Cruces Convention Center and the Global Spectrum Staff could offer the citizens of our great community. La Casa Holiday Bazaar The La Casa Holiday Bazaar was the very first consumer show that the Las Cruces Convention Center hosted. The show started on Friday December 3, 2010 and concluded on Sunday December 5, During the time of the show, the staff of La Casa reported a staggering record numbers in attendance. Las Cruces Annual Arts Fair This event was the inaugural event of the Las Cruces Arts Fair. The arts fair is sponsored by the Dona Ana Arts Council. This is the premier art show in Southern New Mexico. Attendance and sales exceeded expectations. All of the proceeds from this event go to fund the Dona Ana Arts Council. Las Cruces Chamber of Commerce Annual Banquet We had the opportunity to host the Las Cruces Chamber of Commerce Dinner in January of At this event, there were over 500 attendees. At this event we had business owners, leaders in the community, and all of the members of the Chamber of Commerce. The key note speaker at this event was Sam Donaldson from ABC News.

24 Las Cruces Convention Center Annual Report 21 Future Outlook The outlook of the Las Cruces Convention Center for 2011 and beyond is bright. The sales teams of the Las Cruces Convention Center and the Las Cruces Convention and Visitors Bureau continue to work diligently at booking events that bring in our of town guests that contribute to the overall economy of the area. At this point we are working with clients four to five years into the future. From an operational standpoint we continue to hear great compliments and receive accolades from our customers and attendees. In the future we will continue to strive for excellence in customer service through the utilization of Global Spectrum's "How You Doin'?" principles. A key component of our success lies in our teams commitment to be professional, innovative, and well trained.

26 To: City of Las Cruces Mayor and Councilors City Manager From: Davin Lopez, President/CEO Date: October 24, 2011 Re: Quarterly Report The following report summarizes the activities and results of the Mesilla Valley Economic Development Alliance (MVEDA) for the 1 st Quarter of the Fiscal Year COMPLETED PROJECTS AND SUMMARY OF ACTIVITY MVEDA continues the momentum of the last fiscal year and has started off FY extremely strong. As of September 31, 2011 and as reported to the MVEDA Board on October 19 th, 2011, MVEDA has assisted in the creation of two new locates representing 279 new jobs to Las Cruces. These locates include: Vangent, a back office support center based in Arlington, VA. The company announced the decision in early July of this year and have currently hired over 90 employees to date. Earlier in the year, MVEDA met with the company in Arlington to discuss the opportunities and advantages of the Las Cruces region. MVEDA further assisted the company with site selection, state incentive analysis, and in promoting their job fair. L&M Radiator, a manufacturer of industrial radiators who recently relocated out of El Paso to Las Cruces. MVEDA assisted L&M on site selection and incentive analysis and, furthermore, has assisted the company in working with City officials on permitting. MVEDA also hosted a soft landing seminar whereby their El Paso employees were introduced to the region and the benefits of living in Las Cruces. As illustrated in the graph, with these two locates, we are far ahead of production levels compared to the same time last fiscal year in terms of project completion, square footage absorption, employment numbers, and capital investment.

27 MARKETING & BUSINESS DEVELOPMENT As a result of the several locates that have taken place over the last nine months, the MVEDA staff had spent considerable time and energy in project management functions. Entering the new fiscal year, we have now returned our focus to the marketing efforts of the organization and the re-building of our project pipeline. Although lead and prospect generation is slower year-to-date compared to this same time last fiscal year, we are once again beginning to see new opportunities. Currently, we are down to 14 newly created leads compared to 22 leads at this same time last year. However, the 14 leads created represent over 1,600 new jobs whereas our 22 leads from last year represented approximately 900, thereby representing larger companies that we are working with. Leads are defined as companies that have specific project parameters that may fit well in our community, but have not yet made a site visit. Of our lead generation, the greatest impact observed is in the manufacturing sector representing 65% of all new leads, followed by renewable energy projects representing 14% of all new leads. Please see pie-chart below for full analysis. MVEDA currently has 72 active prospects representing over 4,300 jobs.

28 We have been quite aggressive in our marketing efforts and reaching out to target markets where we believe there is potential for near term growth opportunities. At MVEDA s Board Strategic Planning Retreat back in June, the staff outlined the following primary targets: Unmanned Aerial Vehicles/Systems (UAV/UAS): The Las Cruces Airport is the only municipal airport in the US where UAV s can be tested in the public airspace. Along with the expertise in systems operations provided by the Physical Science Laboratory, the Las Cruces region becomes a unique opportunity for UAV companies seeking to not only test but to conduct R&D and assembly operations. To target this industry, and in the first quarter of the Fiscal Year, MVEDA has accomplished the following: o Attended the AUVSI trade show in Washington D.C. This is the premier annual event where UAV and UAS come together. MVEDA, through private sector sponsorship, hosted an offsite dinner whereby 11 companies and 20 representatives from those companies attended. This consisted of five Israeli-based companies and six U.S. companies. o We are working with the State EDD and the NM Partnership to make this a priority target industry for the State of New Mexico. o We will be conducting a prospect visit to the Southern California region in November where we project more than half the companies we will meet with are UAV related. o During this quarter we ve had two UAV related site visits to the region. o MVEDA will also be attending the TAAC conference in December. Renewable Energy: Over the past 12 months, MVEDA and the region have experienced tremendous success in the development of solar projects. We continue to aggressively seek out opportunities in this area. However, we are seeing a shift in new interest from bio-mass companies, exhibited by their growth in research in new fuel related agricultural crops. El Paso Market: Over the last 18 months, Las Cruces and Doña Ana County have benefited greatly from growth pressures in El Paso that are squeezing the industrial base. Therefore, MVEDA is spending more time, and with City economic development staff to meet with more companies from the El Paso industrial base. Early results of these efforts have included Alaska Structures and L&M Radiator expanding into Las Cruces, as well as Tyco Electronic Connectivity s announcement recently of their consolidation into Santa Teresa. Logistics & Warehousing: The announcement of Union Pacific this past fiscal year affords us incredible future growth opportunities and we are taking steps to position ourselves for success in this area. Earlier in the fiscal year, a regional team traveled with Secretary Barela to Chicago to learn about the effects of two significant UP projects in that area; one in Joliet, IL and the other in Rochelle, IL. On the trip we met with our economic development counterparts in those areas to learn best practices. In November, MVEDA will travel to Atlanta to attend the 29 th Intermodal Expo and begin networking with companies involved in this industry.

29 This quarter, we have also participated in prospect trips to Chicago, Boston, Washington DC and San Francisco. More recently MVEDA also participated in Virgin Galactic s Industry Day at Spaceport America and the ISPCS conference. MVEDA continues to work with a number of high priority projects. High priority projects are defined as projects that have the ability to close within the current fiscal year. A few of these projects include: Project Merge (TE Connectivity): The announcement has already been made that TE Connectivity has decided to consolidate its operations in Santa Teresa thereby creating over 100 net new jobs. Project Special K: A scrap metal bailing operation that has already closed on land in the Santa Teresa area and will be creating over 60 jobs. Project Weld: A local machine shop in Las Cruces that is expanding their operations to support their growing business. Project Guard: A polyurethane facility looking to expand and are considering the Las Cruces industrial park. Project SpaceCraft: A company that builds rocket propellants, is doing some work with UAV s and has visited the Las Cruces Airport and industrial park as a potential location. As evident from the above, we are experiencing renewed growth and interest in Las Cruces, primarily in the manufacturing sector. In our West Mesa Industrial Park, there is now 300,000sf of space that is occupied, whereas 18 months ago those facilities sat empty. The former Frontier Airlines reservations center is now occupied by Vangent and the former MultiPlastics building on Valley now has a new occupant with L&M Radiator. Our biggest challenge moving forward will be the lack of available facility and spec space on the market. However, MVEDA has started the year very strong and we expect this only to continue.
