This is a etter very much in 247 favor of this, and she ives over behind there over in Westwood. I'm ony going to read 248 one part of it, and suggest this to Mr. Kay. She says, "Demoition cannot come too 249 soon." Lee Pam bid said that he beieves he's had more cas on tearing down the 250 buiding than he has about anything ese. So, this ady says, "It cannot come too soon. 251 Can we a come and watch?" I was teing Bruce this morning that when the Suburban 252 Apartments were torn down, they invited Mr. Gover and me to come and watch it. There's a difference between a car deaership and the property next door. About 18 feet of asphat and some major utiities are in there, so they have kindy aowed us to take that andscaping and basicay use it in the back. So we're moving it a itte bit in recognition of the physica characteristics. We beieve this current fence, which is not attractive aong here, actuay beongs to our neighbor. We're going to go and negotiate with that person to try to take that fence down so we don't have a doube fence situation there. We've committed to staff to do that. That od fence is probaby under contro of our neighbor, not us. We're hopefu that wi be resoved. Then, I think, as Mr. Garrison indicated, when the Budget Rent-A-Car goes away and that buiding is demoished, we woud hope to be abe to expand our faciities, and then we'd continue that buffer aong the edge. This is 518 where the remaining issue on this project ies. Both the vacuum structure and the shade 519 structure show fat roofs, essentiay a stee-frame structure with no roof profie to it. 520 Zoning case C-8C-09 had proffers that deat extensivey with architectura design on the 521 property. In particuar, there were two portions-proffer #14- that are pertinent to this 522 site. First, "Any carwash deveoped on the property sha be in genera conformance 523 with the architectura appearance shown on the eevations on the north, south, and 524 west eevations of the proposed buiding entited Short Pump Car Poo, Henrico County, 525 Virginia, prepared by Freeman Morgan Architects, and attached hereto-see case fie 526 uness otherwise requested and specificay approved at the time of pan of 527 deveopment." There was aso another provision in proffer #14 that says, "Any shade structures 530 associated with any carwash deveoped on the property sha have a roof treatment 531 generay consistent with the main buiding, which wi consist of green standing seam 532 meta." The rendering that you see on the screen is what was provided at the time of rezoning 535 and was approved by the Board of Supervisors. We go to the north eevation, and you 536 wi see a canopy structure shown just to the eft-hand side of the rendering. This is the 537 proposed shade structure, which is actuay on the east side of the buiding. The 538 vacuum structure is on the west side of the buiding, and it does not even appear in the 539 north eevation Is it staff's position that with the way the proffer is worded, these additiona structures 542 do have to provide standing meta seam roofs. The origina provision about the 543 renderings does aow the Panning Commission to ater the design of the buiding, but 544 the intent of the ast provision of proffer 14 does require that a standing meta seam 545 roof be provided. Staff, therefore, recommends that this additiona vacuum structure 546 aso have a roof that mirrors the design of the structure just to the east. I wi aso point 547 out that within the West Broad Street Overay District, even without any type of zoning 548 proffers addressing architecture, staff has consistenty recommended that canopy 549 structures, such as at gas stations, not be fat roof structures but woud provide some 550 type of additiona enhancement of aesthetics, which incudes a arger profie on roof 551 designs Therefore, the staff recommendation is that the revised pan be approved and the 554 additiona architectura pans deaing with the canopy structures aso provide a standing 555 meta seam roof with a profie that is visibe. im Theobad and Aaron Breed are here 556 representing the appicant. If you a remember when we had this come 560 through, we had discussion, especiay Madam Chair and I, in regards to the roofs. 561 When we discussed that, we had decided that fat woud be good, woud be acceptabe. 562 Where I made the mistake was not having the proffer changed by the appicant and it 563 foowed through. So athough it was discussed among the Commission members 564 paperwork-wise, it didn't go thro~gh. With that going forward, the design came through 565 with fat roofs. Today, Mr. Emerson tod me when meeting with Mr. Kaechee, the 566 discussion was one pitched and one fat, which I can't beieve we're arguing about 567 pitched versus fat, but we're there. So now another phase has come in for possiby 568 one pitched, one fat. We moved with a fat roof on these canopies, and the proffer 569 says pitched roof. So, that's where we are with this case. With that, can I ca the 570 appicant Mrs. ones - I do have one question for-i'm sorry, Mr. Theobad, if you 573 can wait a moment here. Mr. Wihite, just refresh my memory. When this went through, 574 the renderings were never changed to refect fat roofs as it moved forward? Mr. Wihite - No. The renderings weren't changed. The wording in those 577 particuar provisions of proffer #14 weren't changed Mrs. ones - I understand the words weren't changed; I just wondered 580 about the architectura Mr. Wihite - No, nothing was changed in the architectura rendering. In 583 fact, you don't see the roof on the west side of the buiding, but there actuay is no 584 structure shown on the renderings. So, the vacuum structure doesn't appear on these Mrs. ones - In this north eevation, the remaining roof in question actuay 587 is there, but because of the topography, it's not visibe. Is that correct? Mr. Wihite - No. The rendering does not refect any type of structure on 590 the west side. The vacuum structure does not show up. If you were to ook at the west 591 eevation on the bottom, if a structure was appearing on these renderings, it woud 592 actuay be in front of this expanse of brick fa9ade there Mrs. ones - One more question. The pantings and the-this is a 595 about visibiity. We're taking about visibiity and aesthetics here, and we just want to 596 make sure it's right. The pantings, if you' go back one to the other eevation, the coor 597 rendering one. Yes. The suggested pantings, wi they be taer than an eevated 598 roofine, a pitched roofine? Mr. Wihite - That woud depend on what was approved at the time of 601 andscape approva. 18 603 the site as we, so there are sort of competing perspectives that have to be addressed. 604 The rendering that you see Mrs. ones- Is conceptua, I understand Mr. Wihite- Conceptua, yes Mrs. ones - I just didn't know what kind of discussion had been had 611 about the height, the mature height of the trees that woud be there Mr. Wihite - We have not advanced that far yet Mrs. ones- Okay. Thank you Mr. Theobad - Good morning, Madam Chair and members of the 618 Commission. I'm im Theobad on behaf of Car Poo. I'm going to try to hep us a 619 through this with a itte more background and a suggestion These are the eevations that were proffered with the zoning case. At that Commission 622 meeting, there was expression of interest that the roof treatments be fat in order to 623 ower the profie. It is correct, and I have checked my notes, Mr. Emerson, that in a 624 meeting with Mr. Kaechee, we did discuss the canopy in the rear, specificay, as 625 having a roof, "the same as the buidings." So, what I think is ikey appropriate and meets everybody's expectations is this is a 628 screening wa here that covers the cars that are stacked. The vacuum area is behind 629 that wa. This is the area where we think a fat roof is appropriate, and I think it is the 630 one that perhaps got your attention initiay, Mrs. ones. So, it won't interfere with a 631 these other roofines and the top of this buiding. What I'm going to suggest to you is 632 that this one is appropriate to be fat, and I woud argue consistent with even my 633 discussions with Mr. Kaechee. This one we shoud eave buit up the way it is. It has 634 the most visibiity, the most exposure to the hote. It was discussed that way with Mr. 635 Kaechee, notwithstanding our discussions at the Panning Commission hearing. I do 636 beieve that the way the proffer is drafted, you do have ega abiity to deviate from the 637 eevations. Keep in mind that the eevation doesn't show the canopy over here 638 whatsoever so I don't think this is much of a stretch So, to try to get us through a of this in a way that I think is arguaby consistent and 641 probaby in the best interest of the aesthetics of the site, I propose we continue with the 642 pitched buit up roof in the back, the detai area, and make this one, which is behind the 643 wa covering the vacuum area, fat. Even a fat roof, if it has to be meta seam, can be 644 a fat section of meta seam roof consistent with the proffer, if that bothers anybody Mr. Emerson - Mr. Theobad, I beieve your recoection is consistent with 647 what I reca in our discussions. What I don't want to 678 happen is for us to sit here and make the same mistake, and say it's not going to be 679 visibe, because it is going to be visibe. The wa is 8 to 10 feet high, and I know the 680 canopy structure is going to higher than that. I don't want to start buiding it and 681 somebody come out and go, "Wait a minute, we can see it." The idea from the Panning Commission meeting was that we saw it. It ooked ike that. 684 You started the discussion by saying you iked it by it not being as busy and having a 685 ower profie to the entire faciity. Whie we're here, I woud argue that the same is the 686 case on the back as we. There are going to be 8- to 10-foot cedar trees back there, 687 and you're just not going to be abe to see it. I think the pitched roof makes the pace 688 ook busier. I think it ooks ike more of a compound than what you guys had envisioned 689 from the beginning. I woud sti argue that a fat roof is going to be consistent with the 690 canopy structures right here around the buiding. It's not going to ook odd; it's going to 691 match the rest of the quote-unquote shade structures of the buiding, which are aready 692 fat. The meeting that was stated by Mr. Secretary and confirmed by your counse- Mr. Carractuay, but- Mr. Emerson - Which I think was before the Panning Commission meeting, Actuay it was after. Mr. Branin - It was after, and because of that, the man that I serve at the peasure of stated his wishes, and it went through the Board with that.
