1 Duplin/Sampson/Bladen/Columbus UCC September 21, 2015 Host: NC Department of Transportation 220 North Blvd. Clinton, NC Members Present: Joseph Andrews Johnny Eason Don Frazier Dustin Futrell Aundria Grady Haywood Johnson Kenneth Melvin Star Communications Star Communications NCDOT United Rentals Pump Star Communications Town of Garland Star Communications The UCC Quarterly Meeting was held on September 21, 2015 at NC Department of Transportation in Clinton, North Carolina. There were 7 members present. The meeting was called to order by Joe Andrews at approximately 10:00 am. Joe welcomed everyone to the meeting. The minutes of the June meeting were read and approved. Discussion NCDOT Don Frazier with the NCDOT in Sampson County stated they had a widening project coming up in the spring of next year. NCDOT will also be doing some re-surfacing on several secondary roads in the coming months. United Rentals Pump Dustin Futrell stated they had nothing pressing in our counties. Star Communications Star Communications personnel stated they were laying fiber to home in several areas including Piney Green, Herring School, Church Rd and Vann s Crossroads. Kenneth Melvin also stated they were over building existing IPTV Plant. Town of Garland The town of Garland representative Mr. Johnson stated they were re-doing the sidewalks in Garland. The locators have already been locating drain tiles and manholes. NC811 Howard Corey presented a short video on NC Dig It and also presented the 811 report. Mr. Corey also reminded everyone that there were three upcoming Pipes Plus meetings coming up. The meeting places are Lexington, Salisbury and Wilmington. Joseph thanked everyone for their attendance and support of the UCC. The next meeting will be held December 16, 2015 at Century Link located in Clinton, NC.

14 FAQ this month Does a destroyed marks ticket get immediate response from locators? No; Member facility owners have three full working days (excluding the day of notice) to provide a response and to mark any affected underground facilities. These types of locates may be given a higher priority by the member facility owner, but that is not known by NC811. State law does not address a locate by time frame for re-marks. It is the responsibility of the excavator to maintain and preserve any marked/staked areas.

The Common Ground Alliance (CGA), manages call811.com as well as the development of 811 educational tools for industry and public use. The 811 materials are free for educators, troop or 4-H leaders or parents to download and use in teaching children about 811.

17 Check out those stickers! NC811, Ingles and Van Wingerden Nurseries have partnered in a sticker program to help educate homeowners and landscapers about 811 and calling before you dig. The stickers will be put on Mums this fall and sent to 150 stores in 6 states, hoping to reach 100,000 people. They will also be on hanging baskets in the spring.

20 Three Hour Notice/Ticket How the law reads: If an operator fails to respond to the positive response system, the excavator may proceed if there are no visible indications of a facility at the proposed excavation or demolition area, such as a pole, marker, pedestal, meter, or valve. However, if the excavator is aware of or observes indications of an unmarked facility at the proposed excavation or demolition area, the excavator shall not begin excavation or demolition until an additional call is made to the Notification Center detailing the facility and an arrangement is made for the facility to be marked by the operator within three hours from the time the additional call is received by the Notification Center.

21 Three Hour Notice/Ticket This means that if the excavator has waited the three full working days and is aware of or observes indications of an unmarked facility then NC 811 will create a three hour notice/ticket when they receive the call from the excavator. A three hour notice/ticket can be issued regardless if there is a Positive Response 999 code on the locate request The three full working days for the initial locate must be complete or ALL members must have supplied positive response The excavator is aware of or observes indications of an unmarked facility
