The current situa-on of e- books in academic and public libraries in Sweden Elena Maceviciute and Mar/n Borg Interna-onal Conference Publishing trends and contexts, 6-7 December, 2013, Pula, Croa-a
Libraries in Sweden Na/onal Library 38 university libraries 290 public libraries 1187 with branches (490 integrated with school libraries) 35 special libraries 73 hospital libraries 3350 school libraries (490 integrated with public libraries)
The aims of the presenta/on: To introduce the situa/on of the delivery of e- books to the users in Swedish university and public libraries (as it looked at the end of 2012) To compare the situa/on with e- books provision through university and public libraries in Sweden and iden/fy their similari/es and differences.
Methods and sources Analysis of sta/s/cal data provided by Sta/s/cs Sweden and the Na/onal Library of Sweden. Analysis of the situa/on in the University of Borås Library and Learning Resources based on the experience of its e- book usage models. A survey of all public libraries in Sweden carried out in October, 2012.
Books in university libraries
Lending of printed materials at the university libraries in
Usage of e- books in university libraries in
Total usage of books in university libraries
Models of access to e- books in university libraries Subscrip/on model Pick- and- choose Patron Driven Acquisi/on (PDA) Direct purchasing Elib model
Difficul/es with the models The condi/ons are dictated by publishers and vendors Significant barriers to cataloguing e- books and marke/ng them efficiently Discovery tools have to be specifically fi\ed to be able to access e- book collec/ons Library has to train a number of librarians Librarians have to organize training for the users of e- books There is never enough content in the Swedish language.
Growth of e- book collec/on and loans in public libraries
Growth of e- book loans through public libraries in Loan of e- books
Total book borrowing in public libraries in Loan of books Loan of e- books Total loans
Survey of public libraries 95% or responding libraries offered e- book service to their readers, others consider star/ng the service No policy or long- term plans for the service development One Elib model; unpredictable budge/ng, limita/ons on the library side Weak marke/ng, no user sa/sfac/on studies, limited user educa/on on e- books
Barriers to service improvement We cannot decide what we want to buy, what literature we want to promote and offer to borrowers. It feels awful to be dependent on the vendor. The publishers keep certain books in quaran>ne and remove the >tles willy- nilly. The >tle choice is very small for adults and virtually non- existent for children and young people. Lack of bibliographic control Too expensive

Controversy of Elib model
Elib e- books on public library website Skelledeå City Library h\p:// Borås City Library: h\p://edit- borasstadsbibliotek/borasstadsbibliotek/lanaboka/datorertjanster/ digitalabiblioteket/emedier.4.63gc1fa126f45b1ad html
Controversy of Elib model Started in 2002 Praised as a new mode of access to e- books through libraries Created tension among publishers who started withholding new /tles Created outcry from librarians, started debate and hos/le campaign against Elib Led to the search of new models and methods of lending e- books

E- books in university and public libraries Similari-es Grounds for e- book provision: equal access, democracy, best service Backed by parent ins/tu/ons Common problems of collec/on management, bibliographic control, and effec/ve promo/on Differences Different markets: Scholarly media and communica/on vs culture, leisure, and entertainment Interna/onal vs local Many providers in compe//on with each other vs scarcity of providers Percep/on of nature: main consumers vs threat to retail market
New events and changes New library law accepted on 24 October, 2013 Role of the Na/onal Library as a supporter of e- book provision for public libraries Swedish Associa/on of Local Authori/es and Regions took over the nego/a/ons with e- book producers Stockholm City Library, Ordfront and Publit started A/ngo with a different model Libraries try out new models and develop new ini/a/ves (e.g. Kaliber by Malmö City Library)
