ELECT A NEW CHAIR AND VICE-CHAIR FOR FISCAL YEAR 2019 (FOR POSSIBLE ACTION) Comments: Mr. Shital Patel, Freeway and Arterial System of Transportation (FAST), explained that the Regional Transportation Commission of Southern Nevada Policies and Procedures outlined the protocol regarding the election of a new chair and vice-chair for the FAST Operations Management Committee (FAST OMC). The guiding principles set forth that the chair and vice-chair are to be elected on an annual basis and these offices are rotated alphabetically by voting entity. In accordance with the RTC Policies and Procedures, RTC staff recommended that the Nevada Department of Transportation hold the office of Chair and the City of North Las Vegas serve as Vice-Chair for fiscal year Motion: Ms. Alyssa Rodriguez, City of Henderson, made a motion to follow staff recommendation to the effect that the Nevada Department of Transportation be elected as Chair and the City of North Las Vegas be elected as Vice-Chair for the Freeway and Arterial System of Transportation Operations Management Committee. Vote/Summary: 5 Ayes. 0 Nays. The motion carried. RECEIVE THE FAST STATUS, ACTIVITY, AND CALL STATUS/COMPLAINT REPORTS (FOR POSSIBLE ACTION) Comments: Mr. Jesus Marmolejo, Manager of Traffic Systems Maintenance, Freeway and Arterial System of Transportation (FAST), reported on maintenance activities. MAINTENANCE ACTIVITIES City of Henderson (Henderson) Installation of Conduit System Mr. Marmolejo stated that a Teraspan conduit system had been installed on Mountain Vista Street between Ramrod Avenue and Olympic Avenue. He informed the FAST Operations Management Committee (FAST OMC or Committee) that fiber is exposed and the deployment of another wireless solution may be the best option. Inoperable Cisco Wireless System The FAST Manager of Traffic System Maintenance shared that FAST personnel had notified the Henderson Information Technology Department about an inoperable Cisco wireless system located at Eastern Avenue and Grand Hills Drive on July 19, FAST staff members had not yet received response from the department. Damaged Fiber Optic Conduit Mr. Marmolejo noted that FAST and Henderson staff members and a project contractor were collaborating to complete repairs on damaged fiber optic conduit at Lake Mead Parkway and Victory Road. City of Las Vegas (Las Vegas) Next, the FAST Manager of Traffic Systems Maintenance talked about maintenance activities related to Las Vegas. Internet Protocol (IP) Information Requests Mr. Marmolejo said that FAST personnel had been handling IP information requests from Las Vegas staff for new equipment at intersections. Restoration of Fiber Connection The FAST Manager mentioned that FAST staff had restored a fiber connection between the Development Services Center, Downtown Las Vegas, and the Las Vegas Northwest Services Center. Mr. Marmolejo went on to say that FAST personnel had worked with Las Vegas staff members to reinstate a redundant path. The functioning path indicated that the fiber was intact on both ends. Damaged Traffic Cabinet Mr. Marmolejo reported that a traffic cabinet situated at Durango Drive and Tropical Parkway had been struck. FAST personnel had to restore connectivity for the cabinet s circuits and the municipality s staff members were continuing to undertake repairs to the equipment.

9 Minutes FAST-Operations Management Committee Meeting of August 2, 2018 Page 4 of 12 Clark County Damaged Traffic Cabinets The FAST Manager of Traffic System Maintenance noted that a traffic cabinet located at Russell Road and Cameron Street had been damaged. This incident had resulted in circuits that temporarily failed to operate in the area, but functionality was restored. Mr. Marmolejo stated that a vehicle had hit a traffic cabinet in the area of Las Vegas Boulevard and 215 Beltway. The impact damaged the equipment with the result of a temporary loss of communications to intersections south of the 215 Beltway. The FAST Manager shared that operations later resumed. Damaged Fiber Cable Mr. Marmolejo reported that FAST staff members were working with a contractor to repair damaged fiber cable on Nellis Boulevard between Cheyenne Avenue and Carey Avenue. City of North Las Vegas (North Las Vegas) Completion of Identified North Las Vegas Fiber Projects Mr. Marmolejo reported that both FAST and North Las Vegas staff members had discussed handling work that involved checking the fiber connectivity to signals not on the system, examining fiber on North 5 th Street, and planning closed circuit television (CCTV) installations for several intersections. The parties thought these matters should be resolved in the near term. Nevada Department of Transportation (NDOT) The FAST Manager of Traffic Systems went on to discuss maintenance activities related to NDOT. Fiber Trunk Line Installation at Interstate-11 (I-11) Mr. Marmolejo mentioned that a fiber trunk line had been installed at the I-11 Phase 2 area, which is adjacent to the Railroad Pass Hotel and Casino. Fiber Splicing from Interstate-515 (I-515) to Paradise Hills The FAST Manager reported that the agency s personnel had worked with a contractor on splicing fiber at Paradise Hills Drive to the existing fiber trunk line on I-515. Temporary Outages of Intelligent Transportation Systems (ITS) Devices Mr. Marmolejo reported that there had been temporary outages of ITS devices on US 95 north of the 215 Beltway due to construction activities. FAST staff, along with the contractor, were working to maintain ITS functionality. Line Locates The FAST Manager of Traffic Systems Maintenance stated that personnel had undertaken line locations from the site of NDOT s Project Neon, 215 Beltway, and Interstate 15 (I-15). Outages Around Las Vegas Valley (Valley) Mr. Marmolejo informed the Committee that a major power outage at Boulder Highway in Henderson, Nevada had caused a loss of connectivity to equipment. He reported that functionality was reestablished. The FAST Manager reported that another power outage had occurred on Green Valley Parkway between Warm Springs and the 215 Beltway. He expressed that FAST staff was currently working on restoring services in the area.

10 Minutes FAST-Operations Management Committee Meeting of August 2, 2018 Page 5 of 12 OPERATIONS REPORT Next, Mr. Shital Patel, FAST Projects and Operations Manager, provided the operations report. Controller Migration Mr. Patel stated that FAST staff continued to migrate controllers to the ATMS software system. He reported that approximately 50 controllers were still operating on the i2 system. Mr. Patel went on to say that the agency s personnel had been collaborating with representatives of Clark County and Las Vegas on various controller change-out projects and upcoming Dedicated Short Range Communication (DSRC) controller work. Special Events The FAST Projects and Operations Manager informed the Committee that FAST staff had handled several special events at the Las Vegas Convention Center and sporting events, including the Stanley Cup Finals games. Construction Projects Mr. Patel mentioned that FAST staff had also assisted with various construction projects around the Valley including Project Neon and 215 Beltway. Citizens Complaints The FAST Projects and Operations Manager noted that FAST had also responded to various complaints from citizens. Mr. Patel also reported that, in association with citizens complaints, FAST staff and a consultant had handled various timing projects including work on Eastern Avenue, Buffalo Drive, and Cheyenne Avenue among other roadways. Questions and Answers Vice-Chair Jeff Freels, City of North Las Vegas, asked Mr. Patel for an update on the timeline for the controller change-out projects. Mr. Patel shared that FAST staff had encountered an issue and were working to resolve the matter. Taking into account delivery time and agreements, Mr. Patel estimated the completion of the projects by early Additionally, he noted that the pending list of controllers had not changed. RECEIVE THE NEVADA DEPARTMENT OF TRANSPORTATION (NDOT)-FAST INTELLIGENT TRANSPORTATION SYSTEM OPERATIONS REPORT PERFORMED AS PART OF NDOT S CONTRACTS (FOR POSSIBLE ACTION) Comments: Following a detailed handout [attached], Chair Denise Inda, Nevada Department of Transportation (NDOT or Transportation Department), highlighted certain entries, noting that the document provided more in-depth information about the relevant projects. ***NOTE: Chair Inda initially read from the NDOT June 7, 2018 report. Realizing this was in error, she turned to the NDOT August 2, 2018 report. ***

11 Minutes FAST-Operations Management Committee Meeting of August 2, 2018 Page 6 of 12 Intelligent Transportation Systems (ITS) Programs & Projects Dynamic Message Sign (DMS) Policy Chair Inda informed the group that the DMS Committee had reviewed and developed messaging based upon a request from the State of Nevada Department of Public Safety (DPS) concerning left lane loitering. The NDOT representative stated that the DMS Committee had approved the following message for use: SLOWER TRAFFIC KEEP RIGHT 511 Traveler Information Next, Chair Inda reported that NDOT s public information office had focused on outreach efforts for the My511NV feature. She described the My511NV feature as a customized system that the public can access to receive texts or notifications based on commute or trip information individuals provide. Traffic Incident Management (TIM) Coalition The NDOT representative shared that the next TIM coalition meeting would take place on August 30, 2018 at the FAST Traffic Management Center. Freeway Service Patrol (FSP)/Hazmat/Waycare Technologies, Ltd. (Waycare) Chair Inda noted that the next FSP/Hazmat/Waycare coordination meeting would take place on August 30, She went on to mention that the new FSP contract had been executed and a Notice-to-Proceed had been issued. She assured the members that the day-to-day operations would not be affected since the same contractors would provide the service. The NDOT representative further stated that the Hazmat contract would expire on June 30, NDOT planned to issue a request for proposal in the approximate timeframe of either December 2018 or January 2019 to facilitate uninterrupted service. She further stated that NDOT District 1 personnel had executed a six-month contract with Waycare from June 2018 to December 2018 to allow time for the RTC to amend the agency s Waycare contract to include NDOT. NDOT/Freeway and Arterial System of Transportation (FAST) Interlocal Agreement Chair Inda noted that NDOT and FAST personnel were finalizing the Fiscal Year 2020/2021 Interlocal Agreement. The NDOT representative pointed out that one of the items addressed in the agreement involved asset management and tracking. Interstate 11 (I-11) Signage Chair Inda went on to discuss I-11 signage matters that were not delineated in the handout. She shared that the project agreement had been approved at the August 13, 2018 State of Nevada Transportation Board of Directors meeting. This agreement recognized the designation for I-11 on the portion of road on US 95 from the Wagon Wheel Drive exit to the junction of Interstate 15 (I-15) at Lake Mead Parkway. Chair Inda reported that the project would replace all Interstate 515 (I-515) shields on the sign panels with new I-11 shields. The project would also involve the replacement of the exit number sign panels and milepost panels. NDOT expected the work to be completed in September Chair Inda related that NDOT personnel hoped that this effort would serve to clear up confusion about the roadway designation.

12 Minutes FAST-Operations Management Committee Meeting of August 2, 2018 Page 7 of 12 Questions and Answers Referring to the I-11 signage project, Mr. David Crisler, FAST Manager of Traffic Operations, asked if the change would affect ramp numbers. Mr. Jesus Marmolejo, FAST Manager of Traffic System Maintenance, followed by inquiring as to whether the project included existing travel time signs with the I-515 designations. Chair Inda responded that she would have to check on these matters. Mr. Marmolejo remarked that FAST staff would determine the number of road signs that would require updated signage. Mr. Joseph Norby, City of Las Vegas, inquired if the I-515 designation would no longer exist and would be completely replaced by the I-11 designation. Ms. Alyssa Rodriguez, City of Henderson (Henderson), explained that the I-15 designation would be eliminated to the US 95/93 and 215 Beltway interchange but as the roadway continues north from the interchange, the corridor remains as I-515. Chair Inda added that the I-515 section mentioned by Ms. Rodriguez was the only portion of the roadway to be officially designated as I-11 by the Federal Highway Administration of the United States Department of Transportation US DOT. She further explained that as I-11 continues to be developed to the north, nomenclature was subject to change in the future. Chair Inda went on to relate that US DOT personnel thought it important that accurate signage be put in place in a timely manner since this could facilitate the funding appropriation process. The NDOT representative further stated that the FAST Operations Management Committee should keep in mind that the Nevada Highway Patrol (NHP) would need time to become accustomed to the changes to the mileposts. Mr. Walter Vodrazka, Jr., FAST Project Engineer, commented that crash data reporting would also be affected by the changes. In response, Chair Inda said she would start making arrangements for NDOT staff to provide milepost summaries and possibly other information and share it with FAST and NHP personnel Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 6. RECEIVE A PRESENTATION ON THE ON BOARD YOUR FUTURE TRANSIT PLAN INITIATIVE Comments: Following a detailed PowerPoint presentation [attached], Mr. David Swallow, Senior Director of Engineering and Technology, Regional Transportation Commission of Southern Nevada (RTC), discussed the On Board transit plan initiative (On Board). On Board Overview Mr. Swallow informed the Freeway and Arterial System of Transportation Operations Management Committee (FAST OMC) that the On Board transit plan involved a collaborative effort to comprehensively examine the current transit system and determine what might be required to serve the future transportation needs of the Southern Nevada region. On Board Transit Plan Components The RTC Senior Director of Engineering and Technology stated that the On Board transit plan was comprised of three components: traditional transit improvements, high-capacity transit (HCT) options,

On Board Stakeholders Mr. Swallow noted that a number of stakeholders are providing input and feedback for this initiative. Among those stakeholders are the community-at-large, local jurisdictions, the RTC Transportation Resource Advisory Committee and Community Collaboration (TRAC), and other RTC public bodies. Regarding the RTC s TRAC, he detailed that the public body was comprised of representatives from the local community including, but not limited to, chambers of commerce, unions, and private developers. High-Capacity Transit Mr. Swallow continued, saying that On Board stakeholders were working to identify and determine key corridors throughout the Las Vegas Valley (Valley) that might be suitable for HCT investment. He noted that Las Vegas Boulevard and Maryland Parkway had been identified as two critically important roadways and they are the subject of two studies, respectively, the Resort Corridor Feasibility Study and the Maryland Parkway Study. These studies, along with examinations of additional HCT corridors, would play significant roles in the evaluation of the feasibility of HCT in the Valley. Universe of Corridors The RTC Senior Director went on to display a map graphic outlining 50 corridors. These roadways had been considered as potential HCT sites in the Valley. Mr. Swallow shared with the FAST OMC that HCT for such a high number of roads was not feasible and the number had to be reduced. Phase 2 Corridors The RTC Senior Director of Engineering and Technology Services mentioned that the paring down process had involved collaborations of the RTC, On Board consultants, and representatives of Southern Nevada local government public works and planning departments and other stakeholders, as well as the general public. This constituted the Phase 2 evaluation. Mr. Swallow stated that approximately 22 corridors with HCT potential had been identified in the evaluation. He noted that this number of corridors would have to be further reduced though. Transit-Oriented Development (TOD) Next, Mr. Swallow discussed another part of the On Board initiative, TOD. He described TODs as various land use forms that might be put in place along HCT corridors. TOD Typologies Mr. Swallow listed the different types of TOD typologies that might be suitable for Southern Nevada including, but not limited to, urban neighborhood, town center, employment district, medical district, entertainment district, downtowns, and educational districts. He noted that a typology unique to Southern Nevada, Las Vegas Strip TOD, could be put in place. Town Center TOD Typology Example The Senior Director followed by displaying a slide entitled TOD Typologies: Town Center and pointed out how this category combined land use involving retail, commercial, residential, and public gathering activities. Mr. Swallow shared that this typology could entail varying densities including number of jobs and residents per acre.

The RTC Senior Director expressed that this initial planning could assist with identifying areas for transit investments. On Board Stakeholders and Community Engagement Mr. Swallow reiterated that the development of the On Board plan is intended to be a collaborative, interactive effort with the community. As such, extensive public outreach has been undertaken and continues in the present. In that regard, he noted that the RTC had received more than 15,000 responses to the first On Board survey, agency personnel had refurbished a retired coach and transformed it into a mobile On Board workshop for standalone and community events, and RTC staff provided On Board presentations at speaking engagements. The RTC Senior Director continued, noting the meetings of the On Board Technical Advisory Groups. The members of the groups included representatives of the public works and planning departments of the Southern Nevada local jurisdictions. He further stated that the On Board plan had been addressed in public forums, including general public information meetings and the meetings of TRAC. He added that TRAC is an advisory body to the RTC Board of Commissioners. Mr. Swallow shared that additional public meetings were scheduled for fall 2018 in order to present updated plan information and solicit feedback. Resort Corridor Feasibility Study Overview Mr. Swallow set forth that the objective of the Resort Corridor Feasibility Study was to determine possible methods of enhancing mobility for visitors and residents traveling to, within, and out of the Resort Corridor (NOTE: The Resort Corridor is the section of Las Vegas Boulevard with a high concentration of hotels, casinos, and entertainment venues. The colloquial term for this area is The Las Vegas Strip or Strip. ) Critical Links Mr. Swallow listed three critical links associated with the Resort Corridor: McCarran International Airport (McCarran Airport) to the Las Vegas Strip Movement along the Las Vegas Strip itself Las Vegas Strip to Downtown Las Vegas Key Inputs Mr. Swallow talked about how current transportation technology had assisted with data collection for the study. He detailed that GPS data and other data sets gathered from mobile devices and connected vehicles had facilitated the understanding of movement to, from, and within the Resort Corridor. He added that the respondents who took the Stated Preference Survey contributed to the information as well. The Senior Director detailed that this in-person survey primarily focused on transit, but it also addressed Transportation Network Companies. Resort Corridor Feasibility Study Timeline Mr. Swallow informed meeting attendees that the study had commenced in December 2017 and was scheduled to conclude in November The Senior Director shared that the study partners were currently developing different scenarios based on various transit technologies and the perceived customer experience. He explained that the scenarios would feature pedestrian access, touchpoints

The findings from the scenario-building efforts would be incorporated into the overall On Board plan. Maryland Parkway Study The RTC Senior Director first provided some background on Maryland Parkway, noting that this roadway had been identified in 2002 as a priority corridor. The RTC and other community stakeholders thought it was important to study whether upgrades to transit service would improve mobility along the roadway. The Importance of Maryland Parkway Mr. Swallow described Maryland Parkway as follows: a high-productive route in terms of the number of passengers per hour, number of passengers per mile, and farebox recovery; a connector to 25 of 39 transit routes in the current transit system; intersection point with nine of the Valley s highest volume routes; linkage to key destinations in the Valley; site of more than 85,000 jobs; and home to more than 90,000 residents Proposed Route Mr. Swallow addressed the proposed Maryland Parkway route. He noted that it would operate north-tosouth and link to several significant activity centers in the area, including the Las Vegas Medical District, the Bonneville Transit Center and other key downtown Las Vegas facilities, the University of Nevada, Las Vegas (UNLV), and McCarran International Airport. He mentioned that this line would run along an 8.7-mile route and 25 station locations were proposed. The stations would be placed at sites approximately every 0.35 miles along the corridor. Employment Associated with Maryland Parkway The RTC Senior Director of Engineering and Technology detailed the current employment figures associated with Maryland Parkway as follows: Las Vegas Medical District - 12,000 jobs Downtown Las Vegas - More than 30,000 jobs Sunrise Hospital - 4,600 jobs Boulevard Mall - 1,000 jobs UNLV - 3,500 jobs and 30,000 students McCarran Airport -16,000 jobs Mr. Swallow pointed out that Maryland Parkway affords an opportunity to link these employment sites with the Valley s populace. He informed the FAST OMC that approximately percent of households living along the Maryland Parkway corridor do not own a car and this factor usually indicates a strong correlation to a highly transit-dependent population. Additionally, he mentioned that 46 percent of households in the Maryland Parkway are individuals with low income. Possible Transit Options for Maryland Parkway From there, Mr. Swallow reviewed the transit options being considered for Maryland Parkway. Enhanced Route 109: The RTC Senior Director noted that this option would entail a reduction in the number of transit stops along the current route and an upgrade the shelters at the stops, and might include traffic signal prioritization. This arrangement might result in an approximated 10 percent increase in ridership. He noted that the current ridership is approximately 9,000 passengers. An enhanced route would require the least amount of capital and annual investment, but would also provide minimal opportunity for transit-oriented development.

16 Minutes FAST-Operations Management Committee Meeting of August 2, 2018 Page 11 of 12 Bus Rapid Transit (BRT): This transit option would require major reconstruction of the corridor for side-running transit lanes and redevelopment of sidewalks to include separated bike lanes. This arrangement could potentially attract TOD investment. Mr. Swallow stated that BRT would likely bring about increased ridership with a projection of 13,200 people riding daily on the corridor. Furthermore, study partners had noted that BRT would result in increased service frequency and transit speeds. Mr. Swallow stated that this arrangement could potentially attract TOD investment. Urban Light Rail: Mr. Swallow defined urban light rail as the modern streetcar or a single car train. This form of transit would require the most significant corridor reconstruction and has the highest capital and annual operating costs of any of the options. The RTC Senior Director of Engineering and Technology informed the FAST OMC that this transit option could serve to substantially increase ridership, transit speeds, and ride frequency. He added that the time for wheelchair boarding could be substantially reduced because persons in these mobility devices would be able to board directly onto the train car due to level platforms. Mr. Swallow stated that light rail could be a substantial generator of TOD-related investments. Mr. David Crisler, FAST Traffic Operations Supervisor, asked if the operations schedule for an urban light rail system would entail headway-based transport. Mr. Swallow replied that a published schedule would be provided to the public. This schedule would include different time points along the proposed route. Maryland Parkway: Next Steps Mr. Swallow continued the presentation, sharing the Maryland Parkway Study was in the environmental assessment phase. This evaluation was scheduled to be published during fall 2018 and made available for public comment. He stated that the RTC was not advocating for a particular option, but was seeking input and feedback on the preferred option from the local jurisdictions and RTC public bodies such as FAST OMC. Mr. Swallow expressed that the locally preferred option for Maryland Parkway would likely be presented in fall 2018 to the RTC Board of Commissioners for its review. The RTC Senior Director concluded his presentation by setting forth that the preferred Maryland Parkway option would be incorporated into the On Board plan. Motion: No motion was necessary. 18 NDOT FAST ITS OPERATIONS REPORT August 2, 2018 OMC Meeting Submitted by Denise Inda Projects Under Construction Boulder City Bypass, Phase 1 (NDOT Contract 3580) Construction is substantially complete, and we are working on closeout items. Boulder City Bypass, Phase 2 (RTC) We are gathering details and will provide direction on installation of a planned HAR site. Project Neon (Contract 3624) Testing continues for DMS installations. The last results were documented in early July and we are waiting for the detailed report. SLI project staff continues to review and provide comment on all submittals. US95 Package 2B/5, Durango Drive to Kyle Canyon Road (Contract 3692) Construction is progressing well, SLI project staff has had minimal involvement. FAST Project H2, I15 from Apex to N of the Logandale-Overton interchange (Contract 3703) We are continuing to review materials submittals and providing construction support as needed. FAST Project K1, US95 from CA/NV Stateline to Boulder City Bypass (I11) (Contract 3736) The project has advertised, the bid opening is on 8/23/18. Projects Under Design Fast Project K2, SR163 from US95 to AZ State Line The project has been pushed to Federal FY19, the contract will now advertise on 11/21/18. FAST Project H3, I 15 from north of the Logandale-Overton interchange to the AZ state line A Scope/Budget Change request for project additions is pending approval. The project is currently scheduled to advertise this month. I 580, Washoe County, from 0.45 miles north of Damonte Ranch Parkway to Moana Lane A Scope/Budget Change request for project additions is pending approval. This project is scheduled to advertise on September 5, ITS Programs & Projects I-15 Coalition The agreement has been extended at no cost through the end of Freight Operators are currently reviewing the software. A refence layer of established freight routes is to be added for possible alternate route planning. Efforts to mitigate data integration bugs and other punch list items are ongoing. DMS Policy The 2018 DMS Safety Message policy is complete. It addresses public safety messages and message prioritization on the DMS as well as guidelines for their use. The full DMS policy

19 inclusive of all messaging is under development. The DMS Committee actively reviewed and developed messaging based upon a request from DPS concerning left lane loitering. The limitations of the NRS were reviewed, and the following message was approved for use: SLOWER TRAFFIC KEEP RIGHT 511 Traveler Information Over 520 thousand users have visited the website this fiscal year bringing the total number of unique users over the lifetime of the current system to 2.38 million. The system is undergoing changes to make it more user friendly. These changes include modifying route segments to make them point of interest based and improving social media notifications. The public information office is spreading awareness of the MY511NV feature to achieve increased participation. An in-person coordination meeting will take place during the second week of November in District III headquarters. Representatives from each of the district's road operations centers, the consultants, and Traffic Operations will be present to discuss site operation. Traffic Incident Management (TIM) Coalitions The next coalition meeting will take place at FAST/NHP on August 30 th and include discussion of when emergency management becomes part of TIM, construction updates and more. NDOT has selected a consultant to work with the Southern Nevada TIM Coalition to update the Project Neon ConOps portions related to the ATM System and related stakeholder roles and responsibilities. Freeway Service Patrol/Hazmat/Waycare The next FSP/Hazmat/Waycare coordination meeting is scheduled for Thursday, August 30 th. The new FSP contract has been executed and the notice to proceed has been issued (start date is 11/1/18). The Hazmat contract expires on 6/30/19 and we re expecting to issue an RFP in Dec, 2018 or Jan of A six-month (July-Dec) WayCare contract between Waycare and District 1 has been executed to allow time for RTC to amend their Waycare contract to bring NDOT onboard (Juan H. will be working with Brian H. to execute the Waycare amendment). NDOT FAST Operations Agreement NDOT Operations has received direction to track all ITS device maintenance and work orders through the Asset Management Program (AMP). This requirement will be included in the FY20/FY21 Interlocal agreement currently being finalized. Eventually all assets will be included in Enterprise Asset Management System (EAMS). Traffic Operations will be required to have all assets tracked within EAMS by 2020.

Adjusted splits for the Maryland Parkway because the light never west to south left in two morning lets me through. So I would usually go patterns straight and then turn left on Claymont. Every time I get into the turn lane and try to turn left on Maryland Pkwy it only lets about "4 cars" go through and then the next 2-4 cars in each lane run the red light just to get thru. I have started turning left on Escondido then right to get to Maryland Pkwy. Much faster, less stressful and easier. Because of the amount of traffic on Flamingo the left lane is "usually" backed up just past the turn lane entrance. And the turn lane will only have 2 cars in it. So by the time the cars start moving in the left lane and you get the chance to enter the turn lane, the light is still green but getting ready to turn red. Most cars gun it, still trying to turn left at the light and ALWAYS end up running the red light. I have never seen anyone make the green light. It seems like the left turn arrow for WB Charleston to SB U.S. 95 was green There was construction timing at the interchange since the WB lanes were down to one lane. This has been removed for a solid 2.5 to 3 minutes. The long timing resulted in a massive backup for EB Charleston, and seemed to have increased traffic congestion for EB Charleston all the way down to Treeline. Las Vegas Shadow & Alta 09/18/18 16:34:08 08/09/18 The light at Shadow and Alta needs adjustment. With no traffic on Alta, there is a very long wait on Shadow for the light to change. The intersection of Alta and Shadow runs a cycle that matches up with the adjacent signals on Alta. We run a shorter signal cycle during the AM peak but cannot at other times of the day. Once Project Neon is completed we will be evaluating the area to see if traffic patterns change and adjustments are needed for the timing plans. This causes a lot of cutting over last minute to caress heading straight on Rancho. Is it Forwarded this to Las Vegas and NDOT. Is there a way to program the arrow to flash yellow as many intersections have? Many lights along Rancho are set up with flashing yellow arrows. The Rancho/Mesquite intersection has flashing yellow arrows (FYA) now, but they run Protected-Only Time of Day (TOD) which means that during certain times of day the FYA is disabled so that only the green arrow comes up. This is a safety precaution set by CLV. We will check with CLV to see if the times for the Protected Only TOD can be reduced. We did work on the schedule to remove the "Protected-Only TOD" patterns from the non-peak hours Las Vegas Bonneville & 4th 09/18/18 16:03:38 N/A Please investigate the stoplight at 4th Street and Bonneville. The red light's duration for northbound travel on this one way street (4th Street, not Bonneville) is three times the length of surrounding lights. I cannot believe this is intentional. We have a longer cycle length on Bonneville that most of the rest of the downtown area in order to help buses get to and leave the Bonneville Transit Center. We have tried to coordinate the north-south streets as best we can with the different cycle lengths. We tried running the entire area at the longer cycle lengths but that introduced more delays throughout the area. The left turn arrow only allows about 4 busses at a time to go through. Thus it takes at least 2-3 rounds for all 18 busses to go through. Is it possible to extend the length of the green arrow so all busses can go through? We would only need this M-F from 3:10-3:25pm. I really appreciate any help you could provide. We put in the school pattern to run from 3:10 to 3:30 that increases the left turn split for this intersection. We ran it to 3:30 since we have a pattern change at that time. I tend to disagree; I firmly believe a uniform duration of either red or green of no more than 30 or 40 seconds, would make traffic flow more efficient on long stretches with light controls at cross streets which feeds minimal traffic. (that's how lights are timed in New York City). Surely, vehicles moving as light turns green, only to come to a stop at the next, is quite frustrating/annoying. So, with uniform timing, that makes traffic flow smoother. On another situation: The recently-installed traffic lights at the St. Rose Pkwy and Gillespie intersection is now functioning. Traffic volume on Gillespie hardly warrant, I think, the installation of such traffic control. I would say, the 4-way stop at the intersection of Bermuda and Cactus is in dire need of one; is that in the plans? Thank you. The length of green (or cycle length) is determined by several factors including traffic volumes, number of traffic movements, pedestrian clearance times, and cycle lengths of nearby signals. The one factor that impacts the length of the green the most is the pedestrian crossing times. If crosswalks are present at an intersection than we have to provide enough time for a pedestrian to cross the street whether or not there is a pedestrian there. Some of the roadways are quite wide (three lanes in each direction plus left and right turn lanes) which means that the walk plus pedestrian clearance times can be 40 to 50 seconds. If a pedestrian has not pushed the pedestrian button to cross the street and the vehicle detection is working, then the length of the 39 P age

61 green can be shortened for just the vehicles making that movement. I do not think the Henderson would have installed the signal at St Rose and Gillespie if it did not meet warrants. I am not sure about if the intersection of Cactus and Bermuda is on the list to be signalized by Clark County. Henderson Valle Verde & Sunset 09/18/18 15:42:25 08/21/18 Road Warrior Question The city needs to take a look at the signal timing for the light turning left from northbound Valle Verde Drive onto westbound Sunset Road. In the past, this light had an adequate green arrow, and then a flashing yellow arrow. Recently, the green arrow has been extremely short, allowing for only one car to pass. When it switched to the flashing yellow arrow, only two cars could make the turn. This is a busy intersection from 6:30 to 8:30 am, and it usually takes three signal Henderson staff recently fixed the pedestrian issue at this intersection and was able to remove the phase 8 ped recall so phase 8 only comes up when called. This has eliminated the FYA for phase 7. Checking the split history shows that phase 7 gaps out most of the time.
