The entie staff of Local 399 woked diligently along with ou patnes in the Entetainment Union Coalition to extend ou Tax Incentive pogam fo anothe five yeas. We ae cuently beginning yea fou of ou fist incentive, giving us a total of seven moe yeas of tax incentives! That s geat news fo evey one of ou Membes as we wee almost at full employment fo the entie yea. This yea we have been on an oganizing dive to oganize moe of the vendos in ou industy. We ae poud of ou new Membes at uixote Gip & Lighting in Pacoima. We successfully negotiated and atified the uixote ageement with a fist-eve, thee-yea contact. We e also cuently in negotiations to cove Dives at PRG. We also filed a petition at the NLRB to cove DOT dministatos at Univesal Studios and Wane Bothes. Both goups unanimously voted to have 399 epesent them. The Companies have appealed the decision to the Boad in Washington D.C., and we ll be bagaining with both Studios while we await the NLRB decision. We have also undetaken a campaign to cove the Dives of Cateing suppot vehicles and have othe tagets that we ll be focusing on in ll of ou majo contacts wee negotiated in 2018 except fo the Commecial Contact, which expies on Januay 22, In total, we successfully negotiated ove 18 contacts fo ou Membes this yea! Most impotantly, Local 399 did it all without taking any oll-backs o take-aways to ou contacts. The Employes wanted to take away many of the gains we ve achieved ove the yeas, such as the elimination of Gouping and the Chef Dive classification but we held stong. None of these negotiations wee easy. They aely ae. So we ae poud to say that evey ageement that we negotiated included gains in wages, woking conditions, pension and health impovements. Evey contact was ovewhelmingly atified by the Membeship, ensuing stability and cetainty fo all of ou Membes. We also chose to atify ou Black Book and Location Manage geements with an online atification pocess fo the vey fist time. By doing so, we inceased vote tunout significantly fo both atifications. We wee also able to update ou Membes pesonal infomation to bette communicate with all of ou Membes going fowad. We have impoved vote paticipation and will continue to wok diligently to impove vote paticipation going fowad. In Decembe, we concluded negotiations fo ou Casting Diecto geement. I d like to thank the staffs of Teamstes Local 817 in New Yok and Local 399 in Hollywood, as well as both the Los ngeles and New Yok based Casting Committees fo thei diligence and had wok! We had a majo mid-tem election in Novembe of We inteviewed evey majo and mino candidate fo office in Califonia and achieved many gains fo woking families. What wee the media and political paties talking about? Vote paticipation. We all had an oppotunity in this election cycle to vote fo candidates who will fight fo oganized labo and, thanks to all of you who took the time to vote in this impotant election cycle, we won! We couldn t have made these gains without you paticipation. The stength and powe of this Local comes fom each and evey one of you. We also got the news of the Supeme Cout s decision on Janus, affecting evey public secto woke in this county. In spite of that decision, Union membeship in Califonia and acoss the county has emained intact, with fewe Membes choosing to opt out of Membeship. This could also happen to the pivate secto, so we must continue to be vigilant. We ae honoing Leo T. Reed with an aticle in this Newseel to celebate Leo s 80th bithday and his ich histoy in the labo movement as the head of Local 399 fo 25 yeas, the longest seving Secetay-Teasue in the histoy of 399. Congatulations to Leo on the occasion of his bithday. We wish him and his family a vey healthy and pospeous New Yea! Scholaship applications ae now open fo the James R. Hoffa Scholaship Fund and will be open shotly fo the Leo T. Reed Scholaship Fund and the JC42 Scholaship fund. If you have kids going off to college o tade school, make sue to check them out. We hosted many events fo ou Membes this yea, including ou 4th nnual Ca Show, which was well attended and a etiee eunion in Las Vegas. Thanks to all of you who attended these events. We will also continue to put on classes fo ou Membes - Classes that suppot ou Dives, Location Manages and Casting Diectos, including a Coodinato Class that we hope to put on in late sping. Sadly, we also eceived news that Omega Cinema Pops may be closing its doos afte decades seving ou industy. We ae saddened to hea the news but ae hopeful Omega may find someone to buy the company. We have appoximately 32 Membes at Omega, many of whom have woked thee fo 30 yeas o moe. We will do eveything we can to place those Membes in othe jobs so they may continue unde MPI. I told them what I tell all of ou Membes: We ae a family and we suppot ou Membes to the best of ou ability in ode to povide a secue futue fo themselves and thei families. We have much moe wok to do in 2019! We ll be olling out ou 399 Mobile pp at the Januay Membeship meeting. We e also eseaching a softwae solution in ode to digitize ou gievances, contacts and histoical documents in ode to bette assist futue administations in easily looking up gievance and abitation awads, and ou contact histoy. If you wok in the Entetainment Industy, specifically as a Set Desse, Set Decoato o Buye, you pobably know the name Omega/Cinema Pops well. The only Teamste pop houses in Los ngeles, Omega/Cinema Pops has been poviding excellent custome sevice since it s oigin back in E. Jay Kause, a pominent television and stage Poduction Designe, founded Omega Studio Rentals in 1968 and in 1982 he had gown the business to acquie the inventoy of Cinema Pops ceating what we know today as Omega/Cinema Pops. Jay s vision of putting togethe a small well-staffed pop house specializing in Euopean antiques, fine paintings, lamps, dapey, linens, etc. continued to gow fo the next 23 yeas while he was unning the business. Jay would continue to puchase smalle pop houses as a means to gow the inventoy of Omega/Cinema Pops to continually meet the needs of the booming Motion Pictue Industy. He also included an in-house dapey depatment to allow fo customization and special odes. Jay s son-in-law Bay Pitchad, who has woked fo Omega since 1994, would eventually take ove the family business. Bay, a fome Fie Captain of 25 yeas fo the city of Santa Monica, has been with Omega/Cinema Pops though a myiad of changes due to new technologies and the evolution of the Entetainment Industy. Outside of the constant changes to the demand of new styles and deco epesented within film and television, unde Bay s management, Omega/Cinema Pops would also have to develop easie methods fo enting and viewing thei stock. That s the excellent sevice we povide as a Company. Which no othe Pop House povides, fom what I hea. t has been with Omega/Cinema Pops fo 30 yeas, stating at the Company when he was 19 yeas old. Since t s time at Omega, he has seen the popety gow as new stock was acquied. When I fist got hee, we only had Omega & CP2. Then the company puchased 1st Steet and that became CP3 fo us. It was all patio stuff. Befoe that they opened anothe pop house called CP4. That s whee we moved the office opeations to fom the 1990 s into the 2000s until they got id of it. That s how the Company got big ove the yeas, and the pesonnel got bigge too. But then the business faded. Filming stated moving out of Califonia. Thee was a huge dop off. Pop Houses like Omega took a huge hit due to unaway poduction. Though Bay noted that the Company in some cases will ent and ship poducts acoss the county o even to Canada, it is typically only the vey expeienced and well-egaded Poduction Designes o Set decoatos that could get appoval fo such a feat. With filming leaving the state at a apid ate, pop houses also had to compete against changes to etail and how easily it had become to acquie goods and poducts. Bay woked had to keep the business gowing thoughout some of the uncetain yeas. Local 399 Membes and thei had wok and custome sevice ensued Omega/ Cinema Pops could keep thei doos open with Customes pefeing to wok with the staff at Omega. Bay, having had a long caee as a Fie Captain as well as owning Omega, is now eady fo etiement. I will miss it. It s bittesweet. I hope to say that I will be visiting the next geneation of Omega, not see it go, said Bay. My boss is a geat man, but he wants to etie. t commented about Bay. I think he wants to enjoy some of his life. Spend time with his family and call it a day. It s his time. s Bay tansitions to etiement, he has been meeting with potential buyes that would take Omega/Cinema Pops to the next level and goom it fo the futue. It s time fo the next geneation to make the company wok in a new eality. Howeve the uncetainty as to whethe o not they will find a buye befoe Omega/Cinema Pops needs to move out of it s cuent location has been cause fo concen fo ou Local 399 Membes woking thee. I see people come in and out with ou assistant Geneal Manage llen. He shows them aound. We don t know much of what is going on and nothing is set in stone ight now. Thee ae a lot of uncetainties, a lot of questions being asked. I ve been getting bombaded because I am the Shop Stewad and I keep telling them that I know as much as the Union knows. Said t. Outside of t woking with management egading contact issues and/o wokplace issues the uncetainty of the futue fo ou Membes at Omega has changed the dynamic of his day-to-day Shop Stewad esponsibilities. t jokes, Well I have just been getting cused at since the minute I became Shop Stewad. Omega is closing geat thanks, t. The tough pat is I ve had to hea fom a lot of people. I have to tell them I know as much as you know. Waiting fo infomation fom Bay. Just have to wait it out and pay. lot of people ae scaed because of the uncetainty and I completely undestand. Steve and Enie also visited Omega/ Cinema Pops the week befoe Chistmas to hand out Holiday gift cads that the 399 Executive Boad appoved as well as answe any and all questions fom the Membes about thei futue. We ae going to do eveything we can to suppot ou Bothes & Sistes at Omega/Cinema Pops, said Secetay-Teasue Steve Dayan. The uncetainty of the futue of the Company makes it difficult. Simila to othe negotiations this past yea with the MPTP, the Casting Negotiations got pushed back to late in the yea and a Contact Extension was filed to ensue thee was enough time to addess all of the issues bought foth by ou Membes woking unde this ageement. In ode to best undestand the issues suounding this contact cycle, the Local put out two suveys to the Membeship which wee then eviewed by ou Casting Steeing Committee, Secetay-Teasue Steve Dayan and Business gent and Vice- Pesident Ed Duffy. The Casting Diectos geement is a unique contact in which Local 399 negotiates with ou Sistes and Bothes fom Teamstes Local 817 in New Yok. Secetay-Teasue Steve Dayan woked closely with Pesident of Local 817 Tommy O Donnell to ensue that both Locals and thei espective Membes issues wee addessed thoughout these negotiations. fte fou days of negotiations, ou Casting Diectos and Casting ssociates wee able to make significant gains to thei ageement. majo issue fo ou Casting Diectos was the issue of stetching of pay that can happen within Episodic seies-when the poduction schedule uns weeks longe than initially anticipated. The MPTP ageed to include a newly dafted Sidelette to help addess this issue moving fowad. The issues suounding ou Casting ssociates mostly had to do with thei houly ates and the guaantee of thei 60-hou wok-week. s Shop Stewad and Executive Boad Tustee Gay Zuckebod pointed out at ou Octobe Geneal Membeship Meeting, ou Casting ssociates ae one of the lowest paid goups in ou Industy. Though they LOCL 399 CONTRCT UPDTES s 2018 comes to a close, we want to take a moment to congatulate ou Local 399 Membes that stood stong ove the couse of this past yea to secue gains thoughout vaious contact negotiations. By using thei collective voices and shaing concens and unique ideas egading how to tackle difficult issues, many of ou Membes begin the New Yea with a new contact in place that accounts fo highe wages and bette woking conditions. Outside of some of ou majo contacts that we have highlighted thoughout the yea, we close 2018 with a few moe wins fo ou Local 399 Membes woking at: Tiscenic, Scenic, Westen, Univesal City Walk and Hec. I d like to thank all of the Local 399 negotiating committees duing negotiations. We simply couldn t get ou jobs done without thei suppot and had wok. Steve Dayan, Secetay Teasue. TRISCENIC, SCENIC & WESTERN Ou hadwoking Membes woking at Tiscenic, Scenic and Westen have each ovewhelmingly atified thei 3 ½ Yea ageements. fte a tough fight, the newly atified ageements effective dates ae Febuay 1, 2018 though July 31st, These unique goups of Dives and Mechanics ae the ones esponsible fo moving set pieces to location as well as fo the safe and secue stoage of sets until they ae to be used again. Tiscenic, Scenic and Westen also have waehousemen and highly-skilled mechanics coveed unde thei ageements, as this contact is negotiated in conjunction with ou I Local 80 Bothes and Sistes. We ae poud of Local 399 Business gent Enie Baaza fo woking closely with ou Membes unde these ageements to help identify the most ugent issues, in ode to secue gains that positively impact ou Membes and thei families. PGE 2 PGE 3 have expeienced significant houly inceases ove the yeas, they ae still behind compaed to cafts that have been epesented by Local 399 fo a longe peiod of time. In this ound, howeve, Local 399 and 817 wee able to secue a 20% incease in the fist yea with a 3% incease in the second and thid yeas. This will bing ou ssociates up to $19.00 an hou in the final yea of the geement. Thee wee also inceases to the ssociate s IP contibutions secued in this ound of negotiations. In ode to follow the same patten as Local 817, who held thei Ratification meeting in New Yok on Januay 9th, we voted this contact at a Ratification Meeting on Januay 9th as well, at Pickwick Gadens. fte a lengthy meeting to help ou Membes undestand the gains made in this contact cycle as well as how cetain issues should be handled moving fowad, the Membeship voted and ovewhelmingly atified thei contact in both New Yok and Califonia. We ae vey poud of each and eveyone of ou Casting Steeing Committee Membes fom both Teamstes Local 399 and Teamstes Local 817. Without thei suppot, insight and guidance on thei pessing issues, we would not have been able to secue a fai and impotant ageement with the MPTP. This goup poved to wok togethe well to get the best possible deal fo all. Thei fight extended outside of thei own pesonal issues and tuly captued the essence of issues that have plagued all of ou had-woking Casting Pofessionals. - Secetay-Teasue Steve Dayan s we look to the next 3 yeas we want to congatulate ou Casting Pofessionals fo thei ecent Contact Ratification and we look fowad to developing a cuiculum of education classes that will help to educate this goup on thei contact and how best to negotiate thei own deals. UNIVERSL CITY WLK / HILLTOP Ealie this yea we highlighted the unique wok of ou Local 399 Membes that wok at Univesal City Walk. They ae highly skilled pofessionals that take cae of issues petaining to: lighting, powe, painting, fie equipment, unning wate though City Walk and the paking stuctue, helping to change decoations fo the seasons, keeping the facility unning smoothly and moe. This small and talented cew is the backbone of Univesal City Walk and they ensue it both looks and opeates at its best. Embaking on negotiations back in ealy Octobe, this goup had a lot of issues to addess suounding wages, classifications, pension contibutions, holiday pay and scheduling as well as geneal language cleanup fom the pevious ageement. This goup stood stong and was able to secue a deal that in the end, was unanimously atified by the Membes woking unde the ageement. Business gent/ Oganize Enie Baaza ensued that all issues wee addessed in negotiations and Secetay-Teasue Steve Dayan fought had to make cetain these Membes voices wee head acoss the table duing those negotiations. In the end, ou Membes at Citywalk can be poud of thei fight and thei new ageement that will take them though to Octobe 31st, 2023! HERC Hec is the only Teamste-epesented heavy equipment ental company in Los ngeles. Ou Local 399 Membes that wok fo Hec wee able to secue a new 3-yea Tem geement taking them though ugust 31st, Suppoting ou Membes that wok fo Hec doesn t stop at fighting fo them acoss the table. We must also advocate fo them as Union Membes and suppot a Union Company that benefits evey Membe eceiving Motion Pictue Benefits though MPI. When ou Membes ent fom Hec, they ae diectly impacting ou Motion Pictue Pension and Health Benefits. Outside of coveing ou Hec Membes, those benefits extend to a majoity of ou Local 399 Membeship. s we celebate the successful contact atification fo this had-woking goup, we ask that ou Membes continue to Rent Union and Suppot Union companies wheneve they ae able.

The Califonia Film Commission and the Film Liaisons in Califonia Statewide oganized the event this yea as a time to eflect on the geat impact of ou Califonia TV and Film Tax Incentive. We head fom Mayo Gacetti, Majoity Leade of the Califonia State ssembly and epesentative of the 57th ssembly Distict Ian Caldeon, and Executive Diecto of the Califonia Film Commission, my Lemisch, all of whom touted the accomplishments of the ecently extended and expanded pogam. 4 Leo T. Reed, Secetay-Teasue Emeitus Leo T. Reed was the longest seving Secetay-Teasue at Teamstes Local 399. Ove his 25 yeas of leadeship the Local gew fom nea bankuptcy, into the gold standad it is today. Leo ecently celebated his 80th bithday at the beginning of the New Yea. In hono of his legacy and geat contibution to Local 399, we sat down with Leo to lean moe about his fascinating past, shae about his distinguished accomplishments and highlight his dedicated sevice to the Membeship of Teamstes Local 399. By: Matthew Klekne T he yea is 2004 and the location is the Spotsmen s Lodge on Ventua Blvd. It s been a popula Hollywood destination since the 1920 s, but on this day it s a allying point fo a standing amy of Teamstes as they pepae to go on stike. Thei allying cies can be head fom a distance. We ve got 1,700 Local 399 Membes and 300 ITSE Membes thee, says Leo T. Reed. Thee ae so many people you can t see the back of the oom. The eason fo the meeting was that in 2004, the ITSE ageed to take a 23 pecent cut in pay on episodic television. That s six to seven hunded bucks a week, says Leo. It was povided in the Memoandum of geement, that if the I ageed to it, the Teamstes would too. So, we wee geaing up to stike. Fist, I call a Come to Jesus meeting in Vegas. I summon all the Motion Pictue Teamste Union leades fom acoss the county. I said, You know, I ve helped all of you guys, all though the yeas, as the Diecto of the Motion Pictue Division of the Teamstes, now I need you help. What happens to me, will happen to you and you Locals next. They want us to take a 23 pecent cut in pay and I m not doing it. We e stiking. Fank Pekins fom Local 657, San ntonio, gets up and says, Leo has helped us, and 399 has helped us. I make a motion that if 399 goes on stike, God fobid if they do, then we all suppot 399 one hunded pecent. The vote was unanimous, this included ou Canadian Bothes. So with his house in ode, Leo goes to see the Geneal Pesident, Jim Hoffa, the next day. Hoffa seemed iitated because he aleady made a commitment fo us to go along with the I. Don t woy about it Leo, he said. Do you eally want to extend you picket lines, fo example, fom hee to Local 17 in Denve Coloado? Leo esponds, The whole nation. I had a meeting yesteday and I ve got poof. 100 pecent. Hoffa looks at his counsel compounded wage inceases. I want 10% on the pension and full maintenance of benefits. Counte esponds, Well you know, I ve got bosses to answe to, also, Leo? What ae you giving me? Leo ends the convesation with, I m giving you Labo Peace. Counte calls back ten minutes late. You ve got a deal. So Leo hangs up and tuns to the IBT Vice Pesidents, Jim Santangelo and Randy Cammack, Change of speech. The speech about going on stike is ove. We need a feel-good-speech. When Leo finally addesses the cowd at the Spotsman s Lodge he says, I m fom the Old School, so I said, The fist peson I want to thank is Geneal Pesident Hoffa. Without his help we wouldn t be successful. Thee will be no stike. We ve got a contact! nd the cowd eupts in chees! RISING TIDE LIFTS LL BOTS and says, Wite the memoandum. We ae going to back a esolution. We e going to back 399. Back at the Spotsmen s Lodge, thee ae only thee speakes: the two Vice Pesidents and Leo T. Reed. s they wait thei tun, Leo gets a phone call fom Nick Counte, the chief negotiato fo the MPTP. I said, Nick what s going on? We e eady to ock and oll man. Fom sea to shining sea. Nick says, Leo, wait a minute, the deal s off. The 23 pecent eduction is taken off the table. Leo eplies, It doesn t end thee. I want 3%, 3% and 3% The theat of a stike is moe dangeous than the stike itself, but you must have clout. You cannot bluff them, because they know. They ll find out. says Leo. We got ou butts kicked when the Studios locked us out in 1988 (unde Eal Bush), evey Local Union woke did ou wok. They did shows in San Diego, New Yok, Hawaii eveywhee. Even The Pink Cadillac, a Clint Eastwood show, shooting in Reno Nevada, was woking while 399 was locked out of the studios. We wee losing out eveywhee. nd I saw that, because the movie industy is a taveling cicus, they can take thei movies out of town and you ll be stuck stiking a half empty studio. stike can be vey ineffective if 399 stikes by themselves. We needed the whole county behind us. When Leo became the Diecto of the Motion Pictue Theatical Tade Division in 1994, he made a point to help out all the othe Teamste Locals, in all othe pats of the county. He went to Floida and anywhee else he was needed, and he helped those Locals establish aea standads, almost doubling thei pay ovenight. Thee was a Local in the deep south, whee all these guys wee woking fo about $14-$15 bucks an hou. I went down thee to talk to the poduces. I said This contact is null and void. nd I ewote the contact. Leo s new fiend in the south said, Leo, I don t know how to thank you. I said, we e all fiends. We help each othe. But tell you Membes that you, the Union, did it because I have a plane to catch. One day I m going to need you help. Good luck Bothe. I ll see you. nd I did that all ove the place. Some people fom 399 say, How come you helped them out so much? I told them because if I get thei standad up close to ous, we wouldn t lose as many jobs, unning away to cheape places. I was talking about the I and eveybody. This was befoe subsidies wee initiated by the othe states. THE ERLY YERS Leo came fom a little village called La ie, on the Noth Shoe of Oahu, Hawaii. I came fom a stong Momon community. It was geat being aised in Hawaii because we had to wok on the tao patches and banana fields on the weekends. We didn t know we wee poo. I came fom a ough family. Still, majoity of them ae vey eligious. Fo example, today my son is a Momon Bishop at Bigham Young Univesity Hawaii. I have a stong Momon backgound. So thee ae two sides to the family. My gandfathe had a big tao patch and all-day Satuday I would be woking in it. We had banana fields and papaya fields too. We wee woking evey Satuday, all day, and at the end of the day, befoe the sun went down, we would go down to the beach and swim and get all the mud off us and then take a showe at home and get eady fo chuch the next day. My fathe was Scottish and Iish, his name was also Leo Reed. My dad aised 4 boys and 1 gil. But I was the oldest, so I was aised by my Samoan gandpaents (This is an old tadition amongst Samoans). They hadly spoke in English; I didn t even know my name was Leo Reed until my fist day at school because eveyone called me Sonny up until the fist gade. To this day my family and close fiends still call me Sonny. My high school, Kahuku High School class had 53 senios (19 boys), and I was fotunate enough to get a football scholaship to Coloado State Univesity oom, boad, tuition, fees - the woks. I was lucky. I wanted to get off the island and the entie community saw me off because in 1958, going to Coloado was like going to Mas today. It was a long distance. We used to call it the mainland o meica, You going to meica? lthough, we wee all US Citizens by bith, Hawaii was still a teitoy by the United States. They all sent me off. Back then eveyone had to tavel in coat and tie. It was a pop jet and it took 9 hous to get to Califonia and then 4 o 5 hous to Stapleton ipot in Denve, Coloado. nd the coaches met me at the aipot. I was a young kid, lbs. I was big fo those days. It was cultue shock fo me to go to a big school like Coloado State Univesity fom a small community. nd people couldn t undestand me because I spoke pigeon, like eal pigeon. But I could wite, so they told me to wite instead. Going to Coloado State Univesity, academically, I had no poblems, because I went to high school and was taught by a bunch of Jewish teaches that had escaped the Hitle egime. They wee in Hawaii in the 30 s and when I went to school in the 50 s they wee aleady close to etiement. I had the best teaches in the wold. GOING PRO Today thee is a healthy Samoan/Polynesian population in the NFL but that wasn t always the case. Leo epesented the fist wave of Polynesians to play the game pofessionally. In 1961 Leo played fo the Houston Oiles, and late taded to the Denve Boncos. Leo played fo thee yeas at Coloado State, so the Boncos wee a natual landing spot fo Leo. While playing football duing the 60 s, Leo was exposed to the acism of the time as he taveled the south. Occasionally, he was foced to stay in segegated hotels and was teated as an outside. He welcomed the tade to the Boncos. Even though I was fom Hawaii, they teated me like a local in Coloado because of my collegiate ties to the state. Leo was honoed in Novembe of 2011 by his fo- me FL fanchise, now called the Tennessee Titans, duing thei 50th annivesay celebation. They awaded him a tophy fo being a pat of the 1961 FL championship-winning team. Unlike today s playes, the linemen of the NFL didn t make millions of dollas a yea. The aveage salay was aound $10,000 to $12,000 a yea. None of us wee playing to become millionaies. We just loved the game. THE ORIGNIL HWII 5-0 With the inceasing ease of ai tavel, Honolulu in the 1960s was booming, a sot of Las Vegas of the Pacific. Don Ho was cooning on stage and the city was bustling with touism. By some accounts it was becoming too popula, and cime was becoming a poblem thee too. Right afte playing football, I left football fo pesonal easons, I joined the Honolulu Police Foce and I walked the beat fo just a few weeks. Because of my PGE 7 size and because I was good at Judo, they assigned me to the Meto Squad, a special task foce. I guess you can call the Meto Squad the oiginal Hawaii 5-0. I was the state Judo Champion fo 8 yeas when I was a cop and afte. Eveybody on the Meto squad was a black belt in judo, says Leo. Thee is a pictue of me and the chief of Police in font of all the Judo Tophy s. It s in the police museum today. The Meto Division was given the wost of the wost to deal with. They wee the squad that took cae of all the poblems and woked the beat when bad guys wee bad to the bone and the cops did what they had to, in ode to maintain the peace. The division was late disbanded fo being too good at thei jobs. Leo joined the Labo Movement in 1973 as a Supevisoy Business gent fo the Hawaii Govenment Employees ssociation, the lagest public employee Union in Hawaii. In 1975, longtime Hawaii Labo leade, t Rutledge asked Reed to come wok fo the Hawaii Teamstes, Local 996. In Hawaii, the Business gents oganized all the people in the aea and they negotiated the contact against the lawyes and the company owne. You sink o swim. nd you got to study had because you can get vey embaassed in abitation, if you know what I mean. HOLLYWOOD ( ) In 1980, Reed was ecuited to the mainland, and he joined Local 399 in Hollywood. He became a Dive in Local 399 and soon became a Business gent, putting his negotiating skills to wok. Fom 1981 to 1983, he woked unde Pete Diskin, the Secetay-Teasue at that time. When I came to L.., Pete s guys wee fesh off the Tucks. They wee Tuck Dives coming in to be Business gents, and I knew that they needed help and I told Pete, Hey, ae thee any contacts you want me to negotiate? nd he says, Oh, we don t do that hee. The lawyes do that. So I say, Oh, well, how about abitation? and Pete says, Oh we don t do that, eithe. So I say, Ok. How about Oganizing? nd finally, Pete says, We do that. When Pete Diskin lost the Election (in 1983) I thought I was done. I thought I was going to go back to Hawaii. But the guy that won the election (Nate Paks) made a campaign pomise that he was going to keep me if he won, because the Membes said they would vote fo Nate, only if he kept Leo. So Nate Paks calls me up, because the Membes came to see him. It was Januay 2nd, They said, Whee s Leo? Leo still wasn t sue what he was going to do. So, Leo called up Joint Council 42 and spoke to a Rep. named Paul Blinko. Blinko said, You don t wok fo Nate. You wok fo the Membes, so keep you job and stay put. But eventually the Intenational ended up pushing out Paks. They got id of him with one yea left to go on his tem, which thew the leadeship of Local 399 into a tailspin and the Geneal Executive Boad mandated a tusteeship to ovesee things. They had Membes testify on how bad he was, things like that. It wasn t fai, but it s all in the minutes. THE ERL BUSH YERS ( ) When Eal Bush came in as a Tustee, my name was popping up all ove by the Membes, so he decided to keep me. He was a Tustee, and the Membes seemed to like him, so I was numbe two unde him. I was like the acting Pesident. He was a good guy the fist yea. I went with him eveywhee he went and that s when Local 399 left tusteeship, afte one yea. Eal Bush was not a Membe of 399 so he needed the blessing of the IBT to un fo Secetay-Teasue. fte his fist yea fulfilling the ole of Tustee, Eal was given pemission to un and he chose Leo as his ight-hand man. Leo ecounts Eal saying, Don t woy, I ll be the same guy as I was duing the Tusteeship. So we got elected. On the night of the election, he won. He beat Jey Knight decisively and I won the Pesidency, but with ove 350 moe votes than him in my position. I didn t know he would ty to get id of me next. CONTINUED ON PGE 11

I d have to say that extending the Califonia Film & Television Tax Incentive anothe five yeas was a big win fo ou Membes. nd of couse, bagaining most of ou contacts successfully this yea. What do you feel have been the biggest challenge(s) in the past yea? Contact Negotiations wee the biggest challenge. Bagaining with the employes is neve easy, and ou Membes have expectations that can be difficult to meet. We did the vey best we could in each negotiation and I feel vey good about all of the outcomes. I can honestly say that we didn t leave any money on the table in any of the contacts we bagained this yea. Honoing Membes like Leo is impotant to me because I believe we should show espect fo those who came befoe us. lso, many of ou newe Membes may not be awae of ou histoy and that s impotant to me as well. REED - CELEBRTING LEGCY When Eal got elected, he ostacized me. I wasn t involved in any of his impotant meetings. He made all the decisions, and most of his decisions wee contay to what I wanted. He was anti-senioity. We just didn t get along and we ended up with a stike, a badly timed stike, as a esult of his leadeship. Thee was a Wite s stike fo 10 months and then Eal called a Teamste stike ight afte that, because I assume, he wanted us to lose that stike. Pat of the stike issues wee getting id of Senioity at all the majo studios, because all Senioity guys didn t like Eal, and I mean all of them. Fo example, Univesal Studios had ove 625 Senioity Dives, Fox had ove 200, Disney had 180. They made a vey stong voting block, and they all didn t like Eal. The stike was pooly timed and pooly oganized. They had, two Intenational Vice Pesidents at the atification meeting, in Octobe They said, The Intenational is not going to back you (in this stike). Eal did all of the talking and he said to the Local 399 Membeship, You have got to fulfill this contact. If not, you stike will be futile. It would be a waste of time. nd sadly, the Membes voted fo the contact and afte that, the Membes wanted to hang him. Eal felt the heat and he didn t show up to the next special meeting, leaving Leo to clean up his mess. They called a second special meeting and this time Eal showed up. It was in the old movie theate on Ventua, next to Lauel Canyon. It s still thee. The place was packed with people, some standing in the aisles. nd Big John Tuell got up, all 6 5, pounds, and says, You all know me. I m Big John Tuell, EX-SENIORITY MN at Univesal. I lost my Senioity because of that peson (pointing to Eal). ll of you who want to get id of him, please stand. nd eveybody stood up, except fo one Membe. Eal was waned this would happen, so he had a tape ecode. I saw it and sensed it. So when Eal said, Leo, the mic is yous, I was eady. I stood up and said, You guys can t do this. The man has one moe yea to go. But if you want me to un against him, I will un against him and we will win. The house came down in applause. But not this way. We can t do this. This is illegal and what you e doing is wong the man has a yea to go on his tem. So, Leo made a motion to close the meeting. Then he went out to see all the boys and all the leades of this coup. He said, What the hell is wong with you guys? We e sick and tied. We want his ass out of hee! they yelled. You can t do that. Leo said. He has a yea to go, you do that, and we will be unde Tusteeship again and all of you guys, including me, will get expelled, pemanently, out of the Union. nd that guy (Eal Bush) will pobably be the next Tustee again. You can t do this, okay? I ll un against him next yea. Leo came to wok Monday expecting to be fied. He was called into Eal s office on Tuesday. I went in thee and Eal said, I think we need a change. I think you would be good fo the Local. I want to change positions. The Membes seem to want you, but I want to keep my pay. Leo didn t want to take the bait. I m going to wait, I want to un fo e-election a yea fom now, Leo says. But Eal challenged my fotitude and pissed me off. So, I said Okay. Let s change this. Eal had the Secetay type up the papewok. ll we needed was the E-Boad to sign the papewok which they did. When Leo went to wok the next day, he an into Eal, who said, Good moning, Boss. I said, Yes, indeed, it is a good moning. good moning to fie you soy ass. Get out of my office. Eal left and all hell boke loose. The Intenational came to his escue. They said Intenational Vice Pesident Mike Riley would investigate the case. They said, What you did is illegal, you can t fie him. You owe him wages. I said we e checking the books ight now and thee seems to be some impopieties. To make a long stoy shot, it was what we call a wash. He leaves, and we got to un ou Local. FROM THE SHES t the time I officially took ove Local 399, we wee $41 thousand dollas in the ed. That s $41 thousand a month. nd I had to get id of most of my Business gents tempoaily because they wee the biggest cost. Ou building was dilapidated. Whee Steve Dayan s cuent office is, it was boaded up. Homeless people wee staying in thee. Pat of the building was flooded out. I used to meet up with management at estauants, to settle things ove a cup of coffee because I was too embaassed to bing them to ou office. fte 7 tems of changing leadeship things wee in a sad state of affais. guably 399 had hit ock bottom, but at least the Local was being un by its own Membes again and had its own self-inteests in mind. Leo, tue to his Samoan heitage, a waio who neve backed down fom a fight, olled up his sleeves and shapened his pencils and picket signs. So, I stated an oganizing dive. Cable fist, Tune, TNT, Showtime. We went afte the commecials, and thee wee 325 commecial companies I believe. We got them all. We oganized all the low budget poductions that wee unning amok all ove Hollywood. I bought two pages in the Daily Vaiety and the Hollywood Repote. It ead, To all non-union poduces, ou office hous ae fom 5 a.m. to 11 p.m. Come see us o we ll come see you, signed Leo Reed, Secetay-Teasue of Teamstes Local 399, and then we stated oganizing stikes. It woked, and money stated olling in and moe Membes stated joining. I think we had 2,800 membes and we got up to ove 4,000 membes. Things wee looking good and we wee able to hie moe people and fix up the building. nd, at the end of the day, ou Black Book geement is still the best contact in the land. NEW ER FOR NEW MEDI Outside of Leo s ability to lead the Membes of Local 399 to success though his oganizing effots, he also helped potect the Membeship fom dastic changes to the Black Book geement as new technologies and fomats fo film and television wee in thei infancy. When the MPTP asked me about New Media, I said, I ll see you on the steets. You want New Media? I ll see all of you on the steets. I got up and walked out, again. Now, today, they (the I) ae woking fo peanuts un- PGE 11 de some of the povisions of thei New Media geement. But not, us. I ve got to be honest, at the time, I thought Leo was making a mistake with New Media, says cuent Secetay-Teasue Steve Dayan. We talked about that and I said to Leo, e you sue? This is the next wave. nd he said, No, I don t want my Membes to wok fo less. Without a New Media deal in place, Local 399 is able to negotiate one-off deals that often secue bette wages and woking conditions then thei I countepats. Leo s efusal to sign onto a New Media deal when fist intoduced has poven to be bette fo the Local 399 Membes to this day. I m vey gateful that I had the yeas I had unde Leo, because I leaned so much fom him, says Dayan. He had me epesent ou Dives and lean the Black Book and he also had me become the Oganize fo the Local. I didn t want to be an Oganize, but he said, You e doing a good job at this. I want you to do it, and I m gateful fo the expeience because whateve Leo asked me to do, I did. He was the boss. When a lot of people stated going to tlanta and othe states to wok fom Hollywood the I went to the plans and said, We d like to cove these people unde the Motion Pictue Plan. The studios said, ll ight. If you give up you esiduals on those people, we will cove them. When they said they wee going to give up the esiduals Leo said, Scew you guys we e not doing that. nd as it tuned out, the way Plan didn t wok as expected and the Studios stopped it. When I talk about Leo s instincts, this is an example, Dayan says. He knew. I don t know how - but he knew that was a bad idea and he wasn t willing to give up any esiduals, even though it was only fo a small goup of people. Pat of the poblem I think, in Hollywood, is that the Labo Unions wee only looking out fo themselves. nd they ween t looking out fo the labo movement as a whole, say's Dayan. That s it! says Leo, who nods his head in ageement. I ead a book yeas ago in Hawaii, How to keep the Unions way. Leo says. I wanted to know how the enemy thought. nd the autho said, Evey company that is oganized by a Union deseves to be. Because they scew thei employees. You don t want a Union? Then take cae of you employees. Teat them faily and pay them coectly. So, thee will always be a need fo Unions, because a lot of companies don t do that. But, Leo continues, this isn t my poblem now, I m etied. I come fom a diffeent ea, says Leo. The Union is in good hands. I suppoted Steve. When I lost the election, in my faewell speech, I said: The Membes have spoken. Steve won the election and I ask you to suppot Steve because what is impotant, moe than Steve o Leo Reed, is the state of the Union. We ve all got to back Steve up. He was vey gacious, says Dayan. I have to say, Leo was a eal gentleman about the whole thing and I appeciated that. nd the most impotant thing Leo taught me was to put the Membes fist. Take cae of the Membes. If you do that, you ll be fine. It s eally geat that I was fotunate enough to have a mento because not eveybody gets that oppotunity. s Leo will tell you, thee was a peiod of time whee we had seven diffeent Pincipal Offices. So, evey tem thee was a diffeent peson. nd that s when you lose gound because the inexpeienced come in. They don t have the knowledge and skills, the histoy o expeience so it is easy to make mistakes. Leo adds, I lived up to my wod. If I said I m going to do something, I did it. nd then Management had to espect you. When you have advesaies, you get thei espect, not only the Membes but also Management. To me, that means a lot - but you wod is moe impotant than anything else. I was lucky to be hee a long time and I m thankful fo that.
