Bartlett, Jr. On behalf of the Ocean County Board of Chosen Freeholders, I welcome you to the Summer 2017 issue of Out & About Ocean County, A Free Newsguide to Arts & Heritage Events. Each summer we have the opportunity to enjoy art and heritage events as well as the treasures of our beaches and natural resources. Ocean County s arts and history organizations provide a rich tapestry of programs, events and classes for your summer enjoyment. Many of our towns and boroughs provide wonderful outdoor concerts including the Ocean County Department of Parks and Recreation s The Carousel of Music Concert Series to be held at various locations throughout the summer. The New Jersey Teen Arts Festival will be held at the Ocean County College on May 31 and June 1 and 2. We are all grateful to the Jay and Linda Grunin Foundation for their support of this important showcase of student talent from throughout New Jersey right here at our Ocean County College. I am happy to report continued progress on repairing damage caused by Superstorm Sandy to Ocean County Parks: Cattus Island County Park in Toms River is open and Berkeley Island County Park in Berkeley Township is under construction. Renovations to the Cedar Bridge Tavern in Barnegat Township are also progressing. The pages of this 2017 summer issue are graced with artwork received in response to a call for contributions from the Toms River Artist Community. This is the sixth summer that we have showcased art in our summer issue from one of our Ocean County artist organizations on a rotating basis. I note with sadness the passing of Barbara Bolton, the longtime historian of Tuckerton Borough. 5 Ocean County Commemorates the Great War By: C&H Staff T he United States entered World War I on April 6, Ocean County played a significant part in that conflict. The Ocean County Board of Chosen Freeholders is commemorating the 100th anniversary of World War I and the impact on Ocean County. First, Freeholder John C. Bartlett, Jr. designed commemorative decorations on the façade of the historic Ocean County Court House. Both ends contain 26 foot pull downs that have 48 stars (Alaska and Hawaii do not become states until 1959). Two large fans frame the center space where a large replica of the Ocean County service flag contains a blue star for all 2,358 soldiers who served and returned. Freeholder Bartlett commented, these numbers are particularly impressive when one realizes that nearly 50% of eligible males served in a 1920 population of 22,155. People may recall that the Court House façade was decorated between 2011 and 2015 to commemorate the 150th anniversary of Ocean County in the American Civil War ( ). Those decorations were based on a surviving black and white photo showing the buntings from that era. As Freeholder Bartlett explained, we do not have any photos from 1917; therefore we have to use our informed judgement on what would be appropriate. But we do know that the court house played a significant part in Ocean County. Ocean County consciously emulated in 1917 the send-off of our troops in Thousands lined Washington Street in 1917 to send off our boys and Civil War veterans rode in the parade to make the connection even more explicit. American Legion Post #129 of Toms River supplied an actual 1917 restored cannon to underscore the solemn remembrance. The post is named after George P. Vanderveer ( ), the first native son of Ocean County to perish in WWI. The cannon has been renamed Phenia the mother of Vanderveer and a benefactor in the construction of their building on Main Street in Toms River. The members of Post #129 supplied the honor guard for the April 6 event and have cooperated in all the county events. Second, on April 6, Ocean County Freeholder John C. Bartlett, Jr. led a formal ceremony commemorating the US entry into WWI that included student readings of historic writings from Ocean County at the time, music supplied by the Garden State Philharmonic, a dramatic reading of In Flanders Fields, informational talks Continued on page 3

Freeholder Bartlett commented, this was a solemn ceremony that helped the students to understand their history and many of the factors that shape the world they will inherit. Third, on April 28, Ocean County Cultural & Heritage Commission hosted the first statewide NJ World War I Road Show at the Ocean County Library in Toms River. A group of experts from Joint Base McGuire-Dix- Lakehurst evaluated World War I era artifacts for participants. Representatives of the NJ Museum, the NJ Archives and Rutgers University were on hand to give advice on the care and preservation of these items. Various historical societies and state agencies set up displays in Mancini Hall and helped share NJ related information and research opportunities. The honor guard of Joint Base M-D-L posted the colors. Various officials spoke including Mayor Thomas F. Kelaher and Freeholder John C. Bartlett, Jr. who also gave a talk based on observations from the 87 out of a planned goal of 100 major books about World War 1. As a retired history teacher and professor with a master s degree and all course work for a PhD, Freeholder Bartlett was able to put the war and its causes into a unique perspective. The event was created by and sponsored in part by the NJ Historical Commission. One high point of the day was the production of a staged reading of A Year in the Trenches by the East Lynne Theatre Company based on NJ residents in World War 1. The play was commissioned by the NJ Historical Commission and the NJ State Council on the Arts. The play with musical interludes will also be performed at Ocean County College in October for Ocean County schools (limited bus subsidies are available). Another high point of the day was the unfurling and display of a giant 20 foot by 30 foot American flag that is traveling around the United States as an official centennial flag f o r t h e S a v i n g H a l l o w e d G r o u n d non-profit: savinghallowedground.org. The event took place under the bunting of the historic Court House and next to the 1917 cannon from American Legion Post #129 on the court house lawn. The Seaport Stitchers were on hand to display their replica service flags. They diligently worked on completing the remaining parts of the 28 flags they are producing to honor Ocean County s World War 1 participants. Finally, future events are planned to commemorate Ocean County and World War 1 over the next two years culminating in a ceremony planned for Lakewood anticipated in June of 2019 to mark the return of the majority of Ocean County soldiers from Europe. Grants are offered in Special Project Support and General Operating Support. These grants are competitively awarded based on project/program merit and other criteria. A fter two years spent sitting, unt o u c h e d, w h i l e many negotiated its fate, Long Beach Island s beloved Surflight Theatre bursts back onto the scene with the celebrated movieb a s e d m u s i c a l F o o t l o o s e o n June 23, with a full season of musicals Complete with metaphorical allusions to the phoenix, the theatre complex at Engleside Avenue in the heart of Beach Haven is set to reopen under the day-today operation of Steve Steiner in his Producing Artistic Director capacity, with his leading lady Gail by his side as Production Manager and Associate Artistic Director. The entire complex (including The Show Place Ice Cream Parlour, scenery/tech shop, cast housing, a residential home, offices and other living quarters) is owned by real estate investor and Broadway producer Al Parinello, who acts as landlord to the tenant, the nonprofit Ocean Professional Theatre Company. As of mid-april, Steiner is close to being finished with casting and near fully staffed; $65,000 in tickets had already been sold and 45 groups booked, representing another $50,000 a promising start. He was still seeking volunteers for Joe s Place, ushers, and an army of volunteers for cleanup and fixup. Volunteers are needed on an ongoing basis. For more information, contact volunteer@surflight.org. Amidst a flurry of media interviews and phone calls tying up loose ends, Steiner chatted about the arduous road that has led to the new season. Surflight Theatre ran successfully for 65 seasons, survived Superstorm Sandy, but then, after a failed restructuring, which involved the Board of Trustees decision to fire the Steiners. The theater closed in early In the interim, Steiner created and ran his Ocean Professional Theatre Company. As soon as Surflight closed, Steiner said his focus was clear: We ve got to find a solution. I used to be very vocal about what I was doing, to try and muster support, he said. But he found that was not always the most effective way to get things done. So, for the last 14 months or so he has stayed very quiet. When the people at OceanFirst Foundation decided they were interested in backing the theatre, they wanted an investor at a minimum of 25 percent equity. Enter Parinello. 9 Surflight Theatre from page 5 Steiner and Parinello go back more than a decade, Steiner said, to 2004 when they worked together on Broadway at the Boardwalk at Trump Plaza in Atlantic City and down in Florida. So they had a longstanding relationship and mutual respect. Parinello, who owns homes in Bergen County and Brigantine, owned radio station WJSE in Somers Point, produced concerts at Taj Mahal and Trump Marina, and for the last 10 years has produced The Fantasticks in New York, is well positioned to take on the project. Steiner pitched it to Parinello in December, and once he got a comfort level about it, the deal was struck in February with the lien holder, TD Bank. While the sale price has not been disclosed, Steiner said it s very close to the $2 million auction bid from last August that fell through. As of the real estate closing, which was set for April 27, Surflight would be 58 days from opening, which, from Steiner s viewpoint, was Steve Steiner Opening Up the Theatre. Photo credit: Victoria Ford daunting but do-able. As he was speaking, he seemed to be taking a quick mental inventory of lists upon lists of needed repairs, replacements and housekeeping tasks. Dressing rooms would get new carpeting, the [450] house seats would be steamcleaned and HEPA vacuumed, a new sound system and lighting would be installed, tables and glassware at Show Place would be replaced and a new washer, dryer and dumpsters would be purchased. The shop would need to be cleaned out and re-equipped so it can start fresh. Overall, Steiner said, he is feeling very positive. The buildings are in better shape than anticipated, he said, just needing a lot of cleaning and sprucing. Steiner has reached out to a lot of former colleagues, in trying to reassemble people with previous experience in order to minimize the learning curve, and is confident in the great people coming in in terms of music directors, choreographers and longtime actors (he mentioned Andrew Foote by name). A former Showplace manager will train the new staff. Reconnecting has been an emotional process, he said. The last couple months in general have played out like a whirlwind as he endeavored to keep this thing on its trajectory while concluding other projects, including his role as Caiaphas in Jesus Christ Superstar at Bucks County s Bristol Riverside Theatre. For the sake of simplifying and streamlining, the theatre will revert to the ticketing system it used in 2010, according to Steiner. We have to be very careful about money in the first year, he said. Surflight ran into some problems with debt beginning in 2008, and by 2011 was $4 million in the hole, and the Board of Trustees filed for Chapter 11 bankruptcy. The bad luck continued when a fire at a neighboring business on Easter Sunday 2012 damaged the complex. Superstorm Sandy struck six months later, flooding the theatre with 4 feet of water. The organization floundered for a couple more Continued on page 7

Photo credit: Victoria Ford Continued on page 8 years before declaring Chapter 7 in February 2015, its total debt of $3.78 million exceeding its property value $2 million owed to TD Bank, and $1.5 million owed to Show Place Inc. According to reports by local newsmagazine The SandPaper, the theatre also owed $10,000 in back taxes and $5,800 in water and sewer bills, as well as more than a quarter-million dollars to claimants such as Suzy Yengo, the president and CEO of the Catch a Rising Star comedy club circuit, several theatrical rights organizations, Atlantic City Electric, New Jersey Natural Gas, Xerox and Staples. The winning bid at the public auction was later rejected by John M. Mc- Donnell, the Red Bank attorney assigned as trustee in the action by the U.S. Bankruptcy Court District of New Jersey, who determined the amount was not enough to satisfy Surflight s creditors and then filed a Notice of Abandonment. A second auction took place in December, where TD Bank bought it for $100. With regard to lessons he has learned from the financial troubles, Steiner said during the time he was running OPTC, we learned how to do things less expensively. He intends to bring a more frugal, resourceful sensibility to the theatre this time around, minimizing expenses wherever possible. Steiner believes in Surflight s sustainability, based on its success during his tenure from 1998 to 2010, and blames the troubles of the past on the Board of Trustees misguided business decisions after he was terminated. The Steiners have lived in Beach Haven 19 years this year would have marked their 20th Surflight season if they hadn t been let go, he noted. Looking ahead, Steiner said he aims to create something that will outlive all of us. In the span of the next 10 years, he wants to establish institutional memory and design a succession plan that ensures a smooth transition after his retirement. The vision is to make Surflight as good as it was at its best; for its longtime loyal patrons to come back to something they ve known and missed and for newcomers to experience a level of professional theatre that belies its small-town beach location. The official announcement declares: The theatre will reopen with the original mission of its founder, Joseph P. Hayes: to serve as a training ground for young artists in a supportive summer stock environment and to provide quality entertainment to the residents and vacationers of Long Beach Island. Following Footloose, which closes July 9, will be Joseph and the Amazing Technicolor Dreamcoat, July 11-23; Disney s Newsies (a first-time show for Surflight), July 25-Aug. 13; Hairspray, Aug ; Million Dollar Quartet (another new one), Aug. 29-Sept. 10; and Home for the Holidays: A Surflight Celebration, Dec Summer 2017

11 Surflight Theatre from page 7 Concerts are still being booked but will include John Davidson on July 31; the Coasters, Drifters and Platters, Aug. 7; and the New Millenium Jazz Band Plays the Sinatra Songbook, Nov. 25. A Brief History: The Engleside Avenue address has been home to Surflight since Its earliest seasons, from 1950 to 1953, took place inside a huge tent that could seat 2,200, then an old meat market, then one garage and then another where it finally settled the former mechanic s garage (with a tin roof and a seating capacity of just over 300) that it would rent for a dozen years and eventually purchase. The theatre building that stands today was built in 1987, and the original building, tucked behind it, serves as the set construction and costume shops. Founding Producer Joseph P. Hayes introduced the Children s Theatre in Show Place opened next door in The following year, Hayes died of a heart attack. A new corporation, HML Productions, was formed with Show Place owner Scott Henderson as President. In 1977, a former boarding house with 16 bedrooms and nine bathrooms at the corner of Dolphin and Bay Avenues in Beach Haven was purchased for cast housing. The nonprofit organization that bears Hayes name was formed in 1980 as a fundraising vehicle for the Intern and Apprentice Program and for the eventual purchase of Surflight from Henderson. In 1986 a neighboring residential house was bought for staff housing. Plans were developed to build a new, larger, codecompliant theatre for $1.9 million. HML Productions and Show Place are merged to formally unite the enterprises and to raise capital for the new building. The theatre itself achieved not-for-profit status in In the 90s, Surflight housed the Our Gang Players, got an $11,000 minimakeover, streamlined its season to 16 weeks to cater to the summer vacationers and partnered with Morisson s Restaurant on the bay to entertain guests there with Surfy the Dancing Surflight Dog and select other characters. In 1999, Surflight became an Actors Equity theatre, joined the New Jersey Theatre Alliance, and began to build a reputation throughout Ocean County and beyond as a year-round center for the arts offering weekday matinees, holiday shows and the Surflight Theatre Arts Resource School (STARS). In April 2003, at the Governor s Conference on Tourism, Surflight Theatre received the prestigious Governor s Tourism Arts Award. Total attendance at Surflight performances that year was 62,587, compared to 37,000 in Over the next several years the theatre continued to grow, expand and widen its appeal, make capital improvements, beef up marketing efforts and nurture partnerships with local businesses. By 2008 annual attendance exceeded 78,000.

12 Ocean County Researches the Great War By: Victoria Ford and C&H Staff O cean County has long been proud of its veterans and has actively promoted itself as a place for service members of all stripes to retire. In fact, Ocean County is home to more veterans than any other county in the United States. The Ocean County Board of Chosen Freeholder has held a April Presentation. Photo credit: Thomas Spader series of formal observances honoring those from Ocean County who have served during the milestone anniversaries of past conflicts. The commemoration of the 150th anniversary of the Civil War took place from 2011 to 2015 and continues today through commemoration of the 100th anniversary of Ocean County roll in World War 1 ( ). Ocean County contributed 2,433 soldiers to the Great War, of which 75 died in the service of their country. Ocean County will be sponsoring a number of occasions to commemorate the roll of Ocean County in World War 1 or the Great War. But another and equally important goal of the centennial activity has been to substantially increase the quality and quantity of the collected sum total of research grade information from authoritative sources for the future. We now have a significant legacy of World War 1 related research to leave to our county on a chapter of our history that has been largely ignored, Timothy Hart, Ocean County Cultural & Heritage Division Director explained. Since last June, the Commission s Program Development Specialist Nicholas Wood has made four separate trips and spent a total of four weeks at the National Archives in College Park, Maryland, collecting and scanning over 14,000 of pages of material and thousands of photographs relating to people and activities in Ocean County between 1917 and Wood is organizing those materials, as well as thousands of newspaper clippings from libraries and materials from local historical societies, with the help of tenacious researcher Sam Stokes and Cultural and Heritage General Hospital #9 Records. 13 World War I Research from page 9 There are 14 National Archives in the nationwide network of facilities in the U.S.; 15 presidential libraries and museums; 16 federal records centers; two personnel records centers (military, civilian) and one Federal Register. The main archive, and the one where Wood spent his time, was in College Park, Maryland. The 1.8 million square foot facility holds records from almost every branch of the federal government and was opened in 1994 to house the nearly 3 billion paper records held by the Federal government at the time in the greater Washington D.C. area. So how do you approach such a big subject in a seemingly bottomless pool of resources? By asking pointed questions! What are the ways in which records relate to people s lives? What sorts of life events leave paper trails? You re trying to get to the story of people, not just institutions they interact with on a daily basis, Wood explained. The Commission has diligently worked to identify other such institutions from the Great War and is honing in on specific topics that encapsulate wartime in Ocean County vis-à-vis Lakewood s General Hospital No. 9, Lakehurst Proving Grounds, Camp Dix, Tuckerton Wireless and Remembrance Activities. Freeholder John C. Bartlett, Jr. oversees the Ocean County Department of Parks & Recreation and the Cultural & Heritage Commission, a division within that department. Freeholder Bartlett planted the seed for the subsequent World War I research project with his story of his maternal grandparents, Bernard Snyder and Bertha Finch, who met at the Lakewood Hospital. Evidence of his grandparents meeting at the hospital, according to Bartlett, comes in the form of her pay stubs (she may have been a hospital waitress), and a record of her having been treated there, possibly for the Spanish flu, also referred to as the Influenza Pandemic of 1918 and 1919, which killed 50 million people throughout the world. His grandfather, Bartlett knows, fought in Europe, in the Meuse-Argonne Offensive, among other battles. This story highlighted the importance of the largely forgotten hospital on both a national level and a personal level. This story helps to humanize the World War s impact on Ocean County through a relatable story of family connection and human experience such as love and marriage. Gallagher Seaside Tracey Petroski-Arancio Barnegat Bronte and Friends Yvonne Yaar The Toms River Artist Community exists to strengthen the artist community by creating an affordable, active and vibrant environment where local artist can work, teach, and exhibit their art thus enriching the culture and the arts in our local community. It also serves as a catalyst for the revitalization of Downtown Toms River through the arts. The organization was founded in 2009 and rapidly expanded to the point that it became necessary to reorganize as a in Membership is comprised of forty-five local artists and counting, ages ranging from early 20s to senior citizens, all from the Ocean County area. TRAC holds regular meetings in the Toms River Business Improvement District s boardroom, located above the Shops at 53 Main. Committee meetings are held at the Toms River Branch of the Ocean County Library. Their major festival, Art in the Park, is held in Huddy Park on Water Street. They sponsor art exhibits throughout local businesses and are responsible for larger mural works as well. 19 Summer 2017
