(39) (08) 9 FBI report tate that during 90, Matthew wa employed a a "bouncer" at the New Orlean Room, owned by Joe Slatin.(0) The informant believed, however, that Matthew would not actually work in the Orlean Room but had arranged an agreement with Slatin o he could be downtown without being arreted for vagrancy. () Treatment by the Warren Commion (0) The FBI interviewed both Matthew and h ex-wife, Elizabeth nn Matthew, nee Elizabeth nn Hedlund, a Dalla protitute. (3) The Warren Commion conducted no further invetigation of Matthew.

(8) He indicated he had no information that Ruby wa involved with anyone ele in the killing of Lee Harvey Owald.(9) (0) The FBI quetioned Elizabeth nn Matthew regarding a 3-minute telephone call made on October 3, 93, from the Carouel Club to a phone lted in her name. (.0) She tated that he did not know Ruby and could not recall having received a long dtance telephone call from Dalla on or about October 3, 93. () She did tate, however, "it could have poibly been a call from ome 'character' or ome buineman with whom he acquainted at Dalla." () (0) R. D. Matthew wa mentioned in two other FBI report a being an aociate of Ruby. Charle Duarte tated that Matthew wa well acquainted with Ruby. (3) Robert Donald Lawrence lted Matthew among a group of individual whom he conidered to be friend and aociate of Ruby'. () He decribed Matthew a a "trong arm man." () (0) The FBI interview of Matt-hew and h ex-wife are very brief. They never clearly acertained the extent of Ruby' aociation with Matthew. There no evidence that Matthew wa quetioned about h criminal activitie and aociation or the phone call made to h ex-wife. (07) Matthew tated in h committee depoition that he had never heard of th phone call. () He alo tated that, although he remembered being interviewed by the FBI, he did not remember being aked when he firt met Ruby. (7) When he wa hown the FBI interview of December, 93, he indicated he did not remember ayin~ he had known Ruby for year. He tated, "Twelve year ; I don t remember aying that. No. ir, I don't remember aying that I'd known him year and I don't think I had." (8) (08) There alo nothing to indicate that the FBI quetioned Elizabeth nn Matthew regarding any knowledge of Ruby' aociation with her ex-huband or of h involvement in criminal activity. Matthew tated in h depoition that he could not remember exactly when he wa divorced, but it wa right about the time of the aaination or in the late 90'.(9) Elizabeth nn Matthew preumably may have had additional information regarding Matthew' activitie in Dalla and Cuba during the 90'. Legal ctivitie (09) Matthew' only apparent legitimate vocation and ource of income wa the management of bar, club and retaurant. He alo wa allegedly involved in the bail bond buine. 4 7 (070) Matthew only known law-enforcement connection wa with Sheriff J. E. Decker of Dalla County. In an FBI interview on September 9, 99, Decker tated he had known Matthew all of h adult life. (7) There no information to determine exactly the nature of Matthew' relationhip to Decker. One FBI report tate, "Matthew ha alway been known to be very `cloed mouth' and known to have a deep dlike for all law-enforcement agencie." (73) Illegal ctivitie (07) Matthew had been actively engaged in criminal activity ince the 90'. He wa decribed in one FBI report a a burglar, armed robber, narcotic puher and murderer. (7) mong other violation, Matthew wa arreted in 99 in Cleburne, Tex., for burglary ; he wa arreted and convicted in 90 for violating the Federal Narcotic ct ; in 9 he wa arreted in Oklahoma City for poeion of a concealed weapon ; and he wa arreted in 97 in Garland, Tex., for bookmaking ; in 97, he pled guilty in La Vega to a violation of the Wagering ct. (7) (07) Holl de Lo Green gang.-n FBI report tated that ubequent to World War II in 98, Matthew joined up with urviving member of the Holl de Lo Green gang. Th gang pecialized in burglarie of pharmaceutical houe and large drugtore for narcotic and cah. (77) (073) In 99, Sheriff Decker reported that pat aociate of Matthew are "underworld character" Holl de Lo Green, Jettie Ba, Nick Cacio, Jame Robert Todd and ngelo Thoma Caten. (78) In h depoition, Matthew admitted knowing Jame Robert Todd. (79) He decribed Todd a an acquaintance from year ago who, to h knowledge, wa not involved in gambling activitie or afecracking. (83) Matthew wa decribed by three informant a "a trongarm man for the collection of gambling debt, hired by Dalla bookmaker John Eli Stone and Iadore Max Miller."(8) The ame report(8) lt three eparate group of bookmaker who could be conidered the major operation in the Dalla area. (8) One wa compoed of John Eli Stone, Iadore Max Miller and Jame Woodrow Stone.(87) It wa reported that on March 9, 9, John Eli Stone and Matthew left Dalla together, via Delta irline, for La Vega. (88) Th report alo tate that Matthew wa conidered a one of the le ignificant Dalla bookmaker. (89) 97 FBI report tate that Matthew wa currently operating a bookmaking operation in Garland, Tex. (9) 973 application for a wiretap lted Iadore Dlax Miller and John Eii Stone, along with R. D. Matthew, a allegedly being involved in illegal gambling activitie. (9) (077) 9 FBI report tate that Jame Henry Dolan and R. D. Matthew were "notoriou hoodlum."(97) Dolan wa decribed by an informant a a trong-arm man who had been employed by Santo Trafficante, Jr., a leading Florida organized crime leader. (98) Dolan wa alo decribed a a trong-arm man employed by John Eli Stone and Iadore Max Miller to collect gambling debt. (99) 9 FBI report tate that Matthew wa a Dalla hoodlum who vited Dolan regularly. In h depoition, Matthew admitted knowing Dolan, but aid it wa only a caual relationhip. (800) (078) The FBI file indicate that Matthew had been the ubject of invetigation by the Dalla FBI office over a period of year, going back to 93 for poible violation of the antiracketeering tatute and more recently the Federal gambling tatute. They probably at leat contributed to Matthew' arret in 9 for failure to pay for a gambling tax tamp and h guilty plea in 97 for violation of title 8, U.S.C. ection 08 (ITWI). (80) (079) In 973, an FBI airtel from Dalla reported that an application had been made for an order authorizing a wiretap of Matthew, along with everal other. (803) Th application tated that there wa probable caue to believe Matthew wa involved in illegal gambling buine. gain, it wa not clear whether the wiretap led to an arret or conviction, although Matthew wa arreted in 97 and 97 on gambling charge. (80) (080) On December 3, 90, Matthew wa oberved by the Dalla criminal intelligence ection. He wa een at the New Orlean Room, 3 Commerce Street, Dalla, in converation with it owner and operator, Joe Slatin. Th report alo tate that Matthew wa then employed at the New Orlean Room a a "bouncer." (80) (08) On January 9, 9, Matthew wa arreted on a vagrancy charge at the Parkering Motel in Dalla. The police acertained that Jame Robert Todd had been at the motel with Matthew jut prior to the arret. (80) In March 90, Matthew wa een in the company of Jack Todd at Fitzgerald' Bar in Dalla. (807) Organized Crime Connection (08) 97 Drug Enforcement dmintration (DE) report tate that in 9 cr 97, Joe and Sam Campi bought the Idle Hour Bar in Dalla and were known to be aociated with Joe Civello and Ruell Matthew. (09) n FBI report, dated June 3, 99, tate that Matthew wa "hanging out" in the Egyptian Lounge with Sam and Joe Campi. (0) nother FBI report tate that Matthew may have had ome contact and connection with Joe Campi, ince Matthew frequented the Egyptian Lounge. () (083) While in La Vega to depoe Matthew in early pril 978, two committee taff attorney oberved Matthew in the company of an individual they believed to be Joe Campi. On pril, 978, Dalla intelligence reported to the two taff invetigator that Matthew and Joe Campi had been oberved together at an excluive retaurant in Dalla. (08) In h depoition, Matthew admitted knowing both Joe and Sam Campi. () He aid he had known Sam Campi all h life, but that they had never had any buine dealing. (3) He had alo known Joe Campi for a long time. () Matthew tated, however, that he did not know Joe Civello, though he had heard the name. () (08) In 90, Sheriff Decker reported that in 98 Matthew vited a gambling caino operated by Nick Cammata. () Cammata wa allegedly being invetigated by the Dtrict ttorney' Office in New York City. In h depoition, however, Matthew tated he did not know Nick Cammata. () (08) 99 FBI report tate Matthew had vited Cuba prior to the revolution, for Santo Trafficante. (8) In h depoition, Matthew tated he did not know Trafficante, but he had heard the name. (087) Three FBI report tate that Matthew wa aociated with Salvador marena, aka Sammy Paxton. () February 93 New Orlean Crime Commion report tate that Matthew and George Lew (or Lou), both of Dalla, vited Sammy Paxton at the Black Magic Lounge. The informant tated that it appeared Matthew had come to New Orlean epecially to ee Paxton, to offer him an opportunity to open a buine in Dalla. ccording to th report, Matthew told Paxton he could pick h own place and type of operation and he would not have to worry about "heat" becaue Matthew had Dalla all wrapped up (according to Matthew, "It my town."). () The informant alo indicated that they talked a lot about gambling and racketeer in variou citie and their cloe affiliation with them. ($3) (088) The ame report indicate that on Monday, December, 9, two uniformed police officer came into the Black Magic Lounge. Paxton introduced Matthew and Lew to them calling them "friend from Dalla." () The informant gathered from the converation that Matthew and Paxton had worked for Santo Trafficante in the Ember Club in Havana. The San Souci wa alo mentioned. Matthew aid the name Raoul Gonzale and indicated Gonzale had been in Cuba and wa then in La Vega. Matthew alo mentioned Tommy Ranzoni (phonetic pelling) a being an aociate of "Chile"

The informant tated that it wa apparent Matthew and Lew were partner or affiliated in the Dalla racket, and that Matthew had worked a big-time gambling houe in Havana. () (089) In h depoition, Matthew admitted knowing Sam Paxton and decribed him a an acquaintance. () He did not know if Paxton wa aociated with Trafficante. (090) In 978, Matthew wa employed by Be.nny Binion, who operated the Benny Binion Horehoe Club in La Vega. During the late 930' and the 90', Binion had been involved in illegal gambling activitie in the Dalla area. He had admitted killing two individual during th period. (7) Matthew tated that he had known Binion for 0 or year, (8) but that he had never had any buine dealing with hire aide from h current employment. (9) (09) Matthew admitted knowing Lew J. McWillie prior to h trip to Cuba. McWillie had been aociated with a club in Dalla prior to going there. In Cuba, McWillie wa employed a a pit bo at the Tropicana Caino. In 978, McWillie wa living in La Vega. Matthew originally tated he had never met IvleWillie in Cuba, but later indicated he might have "jut run into him."(30) He claimed he had not maintained contact with McWillie and had lead no buine dealing with him. (3) (09) When aked if there had been a crackdown on gambling activitie in 97 in Dalla, Matthew reponded I uppoe there mig'it have been. I wan't involved in it o I don't know, but I have heard th, ye, that they had an election and there might have been omething going on before that that wa no longer allowed. I have heard th, ye. (3) (093) When Matthew wa quetioned about gambling in Dalla from 90 to 93, lie reponded that he wa not aware of any gambling or drug trafficking in Dalla in that period. (33) He alo tated he wa not aware of any gun muggling or narcotic trade with Cuba or Mexico. (3) Relationhip With, Ruby (09) In interview of Ruby aociate after the Owald hooting, Matthew wa cited a a friend and aociate of Ruby. (3) In an FBI interview, dated December, 93, Matthew tated he had known Ruby for about year and probably met him through Ruby' operation of the Vega Club. (3) He characterized Ruby a a "paing acquaintance." (37) On October 3, 93, a long-dtance telephone call of 3 minute wa made from the Carouel Club to Matthew' ex-wife. (38) Elizabeth nn Matthew could not recall receivina the call. (.9) (09) When aked when he firt met Ruby, Matthew replied I can't really tell you that. I don't know him that well. I don't really know how to anwer that. I can't anwer that. I don't know. How I really met him, I don't know.(0) Matthew later gueed that he met Ruby in the late 90'.() He did not recall ever meeting with Ruby. () He tated, "I knew

On Friday, November 9, 93, Campi wa adved that Ruby wanted to ee liim.(7) Campi vited Ruby in jail on November 30, 93.(8) He tated that h lat contact with Ruby had been the Thurday before Thankgiving, when Ruby came into the Egyptian Lounge. (0) Matthew alo allegedly frequented the Egyptian Lounge. (0) (099) Matthew alo admitted knowing McWillie. Ruby, too, wa aociated with McWillie. In 99, McWillie had invited Ruby to vit him in Cuba. () Other Infonnation (0) On June, 9, Earl Mancheter, an employee in the Service Department for Braniff irway, Newark irport, dcovered a letter in a Braniff plane. It wa typewritten, dated May, 9, to "Don Janen" from "S. Martin." Within the letter, the following paage, attributed olely to a "Texa reporter," appeared in quotation :

Hunt aid we could have all the cah we needed, the other were in it, too, on a cah ba. We were going to get Catro ometime when he (Catro) went to Mexico. Undertand now, we dropped it. R. D. didn't go for it. Meanwhile, we undertood there wa a group in Florida with the ame idea. lo, the Govermnent knew all about it. () (0) Lonnie IIudkin, a reporter for the Houton Pot in 93, allegedly told Shirley Martin, a Warren Report critic, that while he wa employed a a public relation man for Hunt Oil Co., Hunt peronally approached him about going to Mexico to help kill either Catro or Cheddi Jagan, former Prime Minter of Guyana.
