4 Exhibit A Specificatins (Scpe f Services) 1.0 GENERAL The Flrida Department f Transprtatin, District Fur is seeking the services f a qualified Vendr whm will upgrade the existing SMART SunGuide RTMC Vide Wall Display (VWD) in accrdance with the requirements defined herein. The existing VWD is cnfigured as a digital vide wall manufactured by BARCO. These services will be prvided within the SMART SunGuide RTMC lcated at 2300 W Cmmercial Blvd, Frt Lauderdale, FL and Traffic Incident Management Supprt Office (TIMSO) Cntrl Center, lcated at 3601 Oleander Ave, Ft. Pierce, FL SERVICES TO BE PROVIDED BY THE VENDOR The Vendr shall disassemble the existing system and design, cnstruct, and install all new hardware and sftware equipment vide wall cmpnents fr the FDOT District Fur RTMC. The Vendr shall prduce a fully functinal vide wall system fr FDOT District Fur RTMC as well as limited repair wrk fr the existing TIMSO vide wall. The Vendr will nt be respnsible fr replacing any f the existing LCD Displays at TIMSO. The Vendr shall prvide sftware applicatin packages installed n tp f Vendr prvided hardware develped by the manufacturer natively r natively by design. It shall be capable f displaying applicatin windws thrugh receivership f netwrk based cntent. It shall have the ability t save pre-designed layuts in a layut stack. The applicatin shall als have the capability t be launched via keybard/muse set f cntrls thrugh the use f sftware installed n tp f existing FDOT hardware. The vide wall system shall meet the minimum requirements fr each f the fllwing categries described in sectin 4.0: 4.4: Display Technlgy, 4.5: Display Chassis, 4.8: Vide Wall Management System and 4.9: Auxiliary Specificatins and Equipment List. The Vendr shall supply a remte cntrl applicatin sftware package t cntrl the Vide Display Assembly ( VDA) via a keybard/muse ver the LAN. The Vendr shall add, change, and/r relcate pwer utlets and cmmunicatin cnnectrs in the RTMC building as necessary t tie the equipment installed by the Vendr t the crrespnding cnnectrs. The cnnectins shall be made in such a manner t avid the use f extensin crds and/r cabling in additin t the nes nrmally prvided by the equipment manufacturer. Hwever, where specific cabling requirements are listed within Exhibit A, the Vendr may nt deviate frm said requirements. The Vendr shall design a custm brder that acts as a veneer which shall cmpletely surrund the utside f the VWD system. The Vendr shall submit t the FDOT, fr review and apprval, the final custm veneer brder. The brder shall be seamless with n visible gap between the brder and the edge f the VWD system. N visible gap shall be defined as n visible light escaping between the brder and the edge f the VWD system when the lights in the cntrl center are turned ff and the lights in the equipment rm are turned n. Only the highest standards f craftsmanship and wrkmanship shall be emplyed in the creatin and cnstructin f the VWD system brder veneer. The Vendr shall ensure the vide display cubes are installed flush and square with ne anther and n visible gaps exist between cubes. A 4

5 Exhibit A Specificatins (Scpe f Services) The final VWD system upgrade and recnstructin phases shall be subject t the FDOT s review and apprval prir t cnstructin. The Vendr shall submit t the FDOT a migratin plan with an assciated detailed schedule which shall be separate frm the verall prject schedule. This shall detail the phased recnstructin and upgrade f the VWD system. The migratin plan and assciated schedule shall be subject t review and apprval by the FDOT at n additinal cst. The Vendr shall be cmpletely respnsible fr the design, prcurement, installatin, recnfiguratin f existing vide wall cmpnents t include assciated Advanced Traffic Management System (ATMS)/Intelligent Transprtatin Systems (ITS) cntrl sftware, cnfiguratin f new cmpnents, and final cmplete integratin f new and existing int ne cmpletely seamless functinal VWD system. The Vendr shall make design and financial cntingencies fr pssible sftware upgrades that may be required f existing equipment t render a fully functinal VWD system. Fr Example n sftware, if the Vendr is prviding a sftware platfrm that is running versin 1.0, and versin 2.0 fr the same sftware platfrm is released during the middle f the cnstructin prcess within the Scpe f Services, the vendr must implement versin 2.0, and nt versin 1.0. The Vendr shall nt be permitted t claim a pint f demarcatin fr respnsibility f the new VWD system. 3.0 PERMITTING / CERTIFICATIONS The Vendr shall be respnsible fr all engineering reprts, testing inspectins and make available any inspectin certificates during the prgress f wrk. The Vendr shall pull all required permits as applicable by state r lcal law if any mdificatins t the existing building wiring and the vide wall electrical wiring plans are required. The Vendr must have certified vendr reseller/installatin certificatin fr the prduct lines included in their prpsal if such certificatins exist fr a particular prduct. 4.0 EQUIPMENT / SERVICE SPECIFICATIONS 4.1 VWD Manufacturer Qualificatins The Vendr shall be required t prvide the FDOT with a list f VWD prject references. The reference list shall prvide cntacts fr a minimum f Five (5) cntrl rm prjects with at least three installatins invlving cntrl rms with a VWD f similar prject magnitude and functinality t the ne specified herein within the USA. Integratr must have certified vendr reseller/installatin integratr certificatins fr the prduct lines included in their prpsal if such certificatins exist fr a particular prduct. 4.2 Vide Display Assembly (VDA) The Vendr shall design, furnish, install, and integrate with the new vide wall system cnsisting f frty fur (44) vide display assemblies. The vide display assemblies shall cnsist f clr vide display cubes cnfigured int ne large vide wall display area t frm ne cntinuus image. Each f the 44 vide VDA units shall be designed and cnfigured t display separate NTSC images r ne seamless single image with the use f supprting Vide Wall Management System described within Sectin 4.0: 4.8 (Vide Wall Management System). The custm chassis shall hld (and munt) in each clumn a 16 Prt Cat6a rated patch panel based n the specificatins listed in Sectin 11.0 (Smart Sunguide RTMC Cntrl Rm Equipment). The custm chassis shall hld a single desktp persnal cmputer n larger than 9.0 x 9.0 x Vide Wall Electrical Requirement All f the equipment t be prvided and installed by the Vendr, including the clr vide wall cubes fr the VWD system, assciated peripheral cntrllers and switches, and accessries, shall perate under the fllwing electrical pwer specificatins: Vltage VAC Frequency 60 Hz In additin, the Vendr shall cnduct RTMC field reviews t examine the existing electrical distributin panels and panel schedules. The Vendr shall make any changes, additins r crrectins t the electrical panels, wiring, utlets, cabinets and cnnectrs that they may deem necessary t adequately pwer all f the equipment prpsed fr this prject. All prpsed lcatins are subject fr apprval by the FDOT. The Vendr shall have as part f their staff an electrical engineer registered t wrk in the State f Flrida. Any changes t the electrical building wiring shall meet and be in accrdance with any applicable lcal cdes/permits and cmply with the latest versin f the NEC. 4.7 Structural Characteristics fr the VDA, Their Frames, and Platfrms The Vendr shall furnish and install a VDA aluminum, steel (r hybrid f the tw) frame platfrm capable f supprting the clr vide cubes displays munted and stacked in the final FDOT apprved matrix cnfiguratin. A 7

8 Exhibit A Specificatins (Scpe f Services) The Vendr shall prepare and submit cnstructin plans fr the VDA frame and platfrm. The VDA aluminum r steel frame shp drawings and assciated cnstructin plans shall be in agreement with the vide clr cube manufacturers specificatins and recmmendatins. All f these items shall be submitted t the FDOT fr review and apprval. The VDA shall be designed s that it can be delivered int the existing RTMC and assembled in-place withut making mdificatins t existing drways, walls, flrs, r ceilings. The nly wall mdificatins allwed will be the main cntrl center wall facing the peratrs. The cmpnents f the individual vide cubes shall be serviceable and shall be replaced withut disturbing the integrity f the entire wall. The rear prjectin cubes shall facilitate parts replacement withut the need fr readjusting the image being prjected n the screen. The prpsed VDA shall include a structural frame in which the cubes are t be installed. This structure shall maintain a maximum hrizntal screen gap f 2.0mm and a maximum vertical screen gap f 1.5mm between adjacent vide cubes. The Vendr shall ensure a prfessinal quality installatin subject t apprval by the FDOT. The supprt structure shall be specifically fabricated t ensure that a cntinuus accurate image is prjected n the screens withut any distrtin and unused screen space. The supprt structure shall include stackable LED prjectin cubes delivering a ne-t-ne relatinship between the number f LED prjectrs and the number f screens. N bservable vibratins shall be present in the installed VDA due t nrmal vibratin in an ffice-building envirnment. The VWD, the VDA and any f its cmpnents shall cmply with the physical dimensins, characteristics and requirements stipulated in this dcument. The Vendr shall prvide all fully cnnected cabling required with adequate lengths t intercnnect the varius cmpnents and devices f the VWD. 4.8 Vide Wall Management System The Vendr shall re-integrate the existing Barc Transfrm A vide wall cntrller wned by FDOT that currently is attached t the legacy Vide Wall and insure functinality t the new Display Technlgy. The vendr must be certified by Barc t perfrm integratin and peratinal changes n the Barc Transfrm a vide wall cntrller. The Vendr shall reintegrate the existing individual persnal cmputers that cntrl the legacy Vide Wall that FDOT wns t the remaining LED Display Cubes t ensure functinality. The Vendr shall ensure the installatin f a centralized cntrl system that utilizes RS-232 prts n the 44 Rear Prjectin LED Cubes t allw centralized system cntrl. FDOT als will have 10 existing HD Prjectrs that will require interface with this same centralized cntrl slutin. The centralized cntrl system shuld be accessible thrugh the netwrk via a RJ45 LAN interface. Vendr must prcure and install all necessary hardware and sftware t achieve this gal. A 8

9 Exhibit A Specificatins (Scpe f Services) The Vendr shall nly use Cat6a rated cable fr all cpper cable runs used fr Ethernet r IP based cmmunicatins. The Vendr will be required t run and terminate all Cat6a cables frm each 16-prt patch panel installed within the VDA t a designated patch panel f chice by FDOT under fllwing specificatins (Vendr will prvide patch panel fr the terminatin pint rated at Cat6a r higher). All cpper cable runs must adhere t the fllwing clrs nly: 10 Yellw 4 Dark Green 2 Blue All cabling used by the Vendr that is cnnected t the patch panels shall use the same clr scheme as the backbne cable terminated n the patch panel. N deviatin frm this clr scheme is allwed. All cabling must use cable management equipment at all times pssible. All cable ties must be reusable. All cabling must be prperly rated fr use in its envirnment, including but nt limited t all standards fr fire, electrical, and cnduits requirements. 4.9 Vide Wall Auxiliary Specificatins and Equipment List The Vendr shall prvide the fllwing auxiliary specificatins (including manufacturer make and mdel) equipment, unless specifically mentined. The minimum requirements fr each are: 25 DVI single prt standard alne encder. Encder must allw pass thrugh access fr a PC t cnnect t encder and a mnitr t display cntent. Must be rated fr full mtin vide at 1080p. Remvable SD Card Redundant 1000Base-T RJ45 Shared audi 4 External USB prts Single-link DVI-D ut 3 year riginal manufacture warranty 11 x 16 Prt Cat6a rated patch panel 4 x 48 Prt Black Cat6a rated patch panel 4.10 Vide Display Assembly (VDA) Replacement Executins The Vendr shall furnish and install the equipment in accrdance with the Technical Special Prvisins, the equipment supplier recmmendatins, and the Vendr submitted design plans and specificatins that will be reviewed and apprved by the FDOT. 10 Exhibit A Specificatins (Scpe f Services) The VWD equipment items furnished and installed hereunder shall be cnnected, terminated, and intercnnected with the existing vide display system and the existing ATMS/ITS cntrl system sftware. All VDA cmpnents shall be demnstrated t be functinal, peratinal and cmpatible with the existing SMART Sunguide RTMC systems and subject t apprval by the FDOT. The Vendr shall prvide all cabling f adequate length, cmpatible cnnectrs, and ancillary equipment necessary t fully intercnnect the Vide Wall Supprting Infrastructure Servers (SIS), if applicable, with the VDA vide cubes, t achieve the functinality required herein. The Vendr shall use cable management straps and bundling equipment that is reusable in nature. FDOT defines reusable as being able t remve the cable management equipment and reattaching it as needed. N single use zip ties will be allwed. All intercnnecting cables that either directly attaches t a patch panel r t a NPDU must have a minimal 12 Slack cabling. The Vendr shall minimize the impact f cnstructin t the existing cntrl rm peratins. N dry wall wrk shall be allwed during the rush hurs and all dusts shall be cntained within the wrk area. The rush hurs are defined as 7:00 am t 9:00 am and 5:00 pm t 7:00 pm during the week days Design Services The Vendr shall design the vide wall display in cnjunctin with the existing RTMC vide wall display and within the space available inside the cntrl center. The drawings shall depict the different viewing angles frm the peratr eye perspective while statined at the existing Cnsle Desk Furniture based n the existing cntrl center layut. In this manner, the vide wall images shall be visible and recgnizable by the Cntrl Center peratrs in its entirety while sitting at their existing lcatins. Under n circumstances shall any part f the prcurement, cnstructin r installatin f the VDA cmmence prir t apprval f the cnstructin plans by the FDOT. Only stamped signed and sealed plans are valid and all wrk that the Vendr perfrms in advance f FDOT s release f Plans will be at the Vendr s risk Design Submittals The Vendr shall submit detailed cnstructin plans fr the entire vide wall space. The FDOT will review and apprve all plans befre cnstructin. The architect shall take int cnsideratin equipment prvisins, installatin, and layut in rder t ensure an aesthetic appearance is attained. This includes paying clse attentin t installatin details and cver/blend/clr-match any gaps between the cntrl rm wall pening and the VWD system. The Vendr shall prvide Design Dcumentatin t FDOT with each submittal cnsisting f design calculatins and ther supprting dcumentatin develped during the develpment f the plans. The design calculatins submitted shall adequately address the cmplete design f all elements. The final design calculatins shall be signed and sealed by a Flrida Registered Prfessinal Engineer. A cver sheet indexing the cntents f the calculatins shall be included and the Engineer shall sign and seal that sheet. All cmputer prgrams and parameters used in the design calculatins shall include sufficient backup infrmatin t facilitate the review task. A 10

Cmpnent submittals must be accmpanied by sufficient infrmatin fr adjining cmpnents r areas f wrk t allw fr prper evaluatin f the cmpnent submitted fr review. The Vendr s schedule shall allw fr a furteen (14) calendar days review time fr FDOT s review f each design cmpnent submittal r re-submittal. The review time will begin upn receipt f a cmplete submittal r re-submittal and terminates upn the transmittal f the submittal back t the Vendr. The Vendr shall prvide satisfactry written respnses t all review cmments fr each submittal r re-submittal, within furteen (14) calendar days f the date FDOT s Review Cmments are prvided t the Vendr. Any delays t prgress n the prject due t incmplete submittals r re-submittals r due t clarificatins r crrectins in respnse t Review Cmments, shall be the respnsibility f the Vendr, and will nt be cnsidered sufficient reasn fr time extensins. Final signed and sealed plans will be delivered t FDOT s Prject Manager a minimum f five (5) wrking days prir t cmmencement f wrk f that cmpnent. FDOT s review is nt meant t be a cmplete and detailed review. Only stamped signed and sealed plans are valid and all wrk that the Vendr perfrms in advance f FDOT s release f Plans will be at the Vendr s risk. The Vendr shall prvide cpies f the required dcuments as listed belw fr each review as fllwing: % Design Submittals 5 sets f design plans, 1/8 =1 Scale Final Plans Submittals 5 sets f design plans, 1/8 =1 Scale, and 5 cpies f reprducible CD/DVD in native frmat (DGN and VSD fr CADD) frmat and als pdf frmat versins f all dcuments, including but nt limited t: Signed and Sealed Plans (DGN, VSD and PDF) Signed and Sealed Structural Analysis (PDF) (if applicable) Apprved Test Prcedures (PDF) Specificatin Package As Built Plans Submittals The Vendr shall submit as-built plans per FDOT s Prcedures. The Vendr shall furnish t FDOT, upn prject cmpletin, the fllwing: One (1) set f signed and sealed as-built plans Five (5) sets f cpies f the signed and sealed as-built plans A 11

The prfessinal endrsement shall be perfrmed in accrdance with FDOT s Plans Preparatin Manual. As-built plans must be submitted prir t final acceptance f the prject. All changes t the final plans, design dcumentatin and reprts shall be signed and sealed by the Engineer and/r Architect f Recrd (EOR) and submitted t FDOT n less than five (5) days. 5.0 COMMUMICATIONS INTERCONNECT BLOCK DIAGRAM The Vendr shall submit t the FDOT fr review and apprval a cmmunicatins intercnnect blck diagram design. This design shall depict the vide wall display equipment cnfiguratin and intercnnectins by identifying all f the cnnectins t and between the different vide wall assemblies. The cmmunicatins diagram shall als clearly shw the existing system cmpnents, as well as the upgraded and re-cnfigured system. At a minimum, this detailed blck diagram shall identify the fllwing new and existing subsystem cmpnents: Vide Wall Display Individual Vide Prcessrs Supprting Infrastructure Servers (If Applicable) Vide Windwing Prcessrs Operatr Wrk Statin Mnitrs and Wrkstatins Vide Wall Display Cntrl System Vide Wall Management System The Vendr shall clearly identify all cable quantities, lengths and cmmunicatin signal types at each cable cnnectr end and n all crrespnding patch panels. 6.0 SHOP DRAWINGS The Vendr shall submit t the FDOT, fr review and apprval, shp drawings and manufacturer's prduct specificatin sheets fr all subsystems and cmpnents. The Vendr shall submit the manufacturer s prduct specificatin sheets and a line-by-line descriptin f the item s functinality, cnfirming that it meets r exceeds the specificatin requirements fr the VWD. The FDOT will review and apprve all submittals. N prducts may be fabricated r prcured prir t review and acceptance f the subsystem r cmpnent shp drawing. A 12

13 Exhibit A Specificatins (Scpe f Services) 7.0 PROJECT SCHEDULE The Vendr shall submit a prject schedule as part f the Bid Package t establish cntract duratin as part f the Bid. 8.0 ACCEPTANCE TEST PLAN The Vendr shall submit a detailed system acceptance test plan t the FDOT fr review and apprval. The Vendr s system acceptance test plan shall at a minimum cnsider the fllwing: Standalne Vide Wall Test Plan Testing after integratin between the existing vide wall and the new vide wall, and existing ATMS/ITS cntrl systems. The Vendr s test plans shall test all areas f system functinality described herein and shall be in accrdance with the varius equipment manufacturer recmmendatins. The testing shall, at a minimum, include the fllwing functins: 1. Demnstratin f the startup, shutdwn f single, multiple, and cmplete vide wall and auxiliary devices thrugh use f serial based centralized cntrl system. Prvide dcumentatin n instructins and demnstrate thrugh dcumentatin. 2. Demnstrate existing Barc Transfrm A system is perating as befre cnnected t legacy Vide Wall. 9.0 TRAINING The Vendr shall cnduct training classes fr the systems installed. The Vendr shall submit t the FDOT, fr review and apprval, the training curses in accrdance with these requirements and the manufacturer s recmmendatins. Prvide tw training curses cvering peratin and maintenance f the vide wall and assciated subsystems. One f the curses will train the FDOT persnnel t prperly perate the vide wall and assciated subsystems described in the Scpe f Services. A 13

The manufacturer's representatives, and/r persnnel apprved by the FDOT, will cnduct the training curses. Each curse will be presented twice, s that half the intended audience can attend ne sessin and half in the ther sessin. At least 30 days prir t cmmencement f the training curses, the Vendr shall submit detailed curse curriculums, draft handuts, and resumes f the instructrs. Training curses shall nt exceed mre than six hurs f training in any day (i.e., 12 hurs f training wuld be cnducted ver at least a tw-day perid). The curses will be cnducted at a FDOT prvided lcatin, and at a time agreed upn by the FDOT. The training material generated fr each curse shall cntain manuals and ther handuts fr each attendee, which will serve nt nly as subject guidance, but as quick reference material fr future use by the students. All curse material, in reprducible frm, will be delivered t the FDOT immediately fllwing curse cmpletin. Each training curse shall be vide recrded, using DVD media t run natively n a standard DVD player, as well as a separate DVD that cntains individual vide MP4 and AVI files referencing the same vide cntent. The DVD shall be delivered t the FDOT at the cnclusin f the training. The DVD media cntents shall be separated by specific tpics cvered. 9.1 Technician Training The technician-training curse shall be designed t train technician-level persnnel in the detectin and crrectin f malfunctins in the vide wall system and assciated subsystems. It shall als cver the preventive maintenance recmmended by the manufacturer. The curse shall be a minimum f three (3) hurs in duratin. The curse cntent shall range frm basic equipment peratin thery t identificatin f malfunctins in the equipment thrugh use f diagnstic prgrams inherent in the maintenance sftware. The curse shall include bard level trubleshting. The curse shall cnsist f a classrm presentatin f the cntrl and mnitring f the signs, fllwed by a "hands-n" wrkshp. A secnd classrm presentatin shall cver rutine maintenance and trubleshting prcedures. This shall be fllwed by a "hands-n" wrkshp wherein persnnel trublesht simulated faults t the bard level. These curses shall cver prper installatin f all missin critical spare parts prvided under this Cntract. 9.2 Curse Materials The Vendr shall furnish thirty (30) sets f apprved training curse materials. All materials, including any figures and drawings, shall als be submitted in electrnic frmat n CD-ROM.
