This decision was made on he behalf of SCEPP and ne Academic Wing. The proposal was made by Dr. Engbreson in June bu since faculy and he sudens grumbled we will go on wih he eigh week sessions bu more ime will be spen in he classroom in direcive learning aciviies. Therefore, afer careful consideraion and some pressure from Norh Cenral Accrediaion, he adminisraion has changed he GSU schedule. This decision came abou as a resul of he eigh week calendar no giving a semeser's worh of work io eigh week's ime. The faculy, filling ou a quesionnaire were 60% agreeable o he fac ha no enough work was done in eigh weeks. This new policy will be given exensive sudy in April 1975", said Dr. Endres. She also remarked ha GSU could sill go ino rimesers if he findings of heir sudy did no saisfy he Norh Cenral Assn. nor he adminisraion. She did say, however, ha he new policy will be given sufficien ime o be examined. Some of he problems associaed wih he eigh week calendar were of wo general ypes-educaional and logisical. On he educaional side, here is much concern among some faculy and adminisraors abou he relaionaship beween_ he calendar and academic qualiy. Furhermore, logisical problems have conribued o he lack for flexibiliy in he lengh of offerings. Where here should be flexibiliy for offering and aking modules, GSU appears a his lime o be srapped ino a sysem of locksep eigh - week sessions following all oo quickly afer one anoher. SCEPP conends ha he major logisical problem is ha of ime faculy spends on prerecording of compeency saemens, preparaion and revision of learning modules, compleion of saff repors, ec. As a resul SCEPP has promped he following policy; The minimum conac ime beween he coordinaor and suden shall be 15 hours per uni in direced learning aciviies oher han reading assignmens. The normaj definiion of a credi uni a GSU shall be 15 hours of conac learning aciviies. Every module descripion shall presen a schedule of conac ime beween sudens and coordinaors in such forms as suden designed seminar presenaions, lab experimens, observaion of media maerials, suden workshees, projecs, uoring and lecuring. The norm for direc in-class conac ime beween he Coordinaor and suden shall be 15 hours per uni. Because of various modes of delivery of insrucion employed a GSU, he conac ime may vary from module o module. However, modules in which he deviaion from he norm leads o less han 15 hours per uni of direc in-class conac ime shall have in he module syllabus, or as separae wrien saemen, an explanaion of he insrucional aciviies accouning for he deviaion from he norm. The second poin is uiion assisance of $720 per year on a cos sharing basis wih he veeran suden. The WW II bill paid up o $500 per year in uiion, wih no sharing of he cos on he veeran. The WWII Bill paid single veerans 78 per monh wih (a ha ime) unlimied uiion, even Harvard wasn' higher han he bill allowed for. Today he single veeran is expeced o pay uiion and subsis on $220 per monh. Many people are under he impression ha he GI Bill is a give away program. Well in a way ha is rue. Now he ime has come when a very serious sae of affairs has been moved ino a crises sae!! The SAC needs new suden inpu. We need i oday! The uilizaion of programs wihin he universiy Office of Financial Aids ( Federal work / sudy, graduae assisanships, Illinois Sae Scholarships, and universiy waivers, ec.) are crucial o hese sudens who lierally have no income. Rising in expense are books, ravel, and suden paricipaion in universiy and communiy aciviies. Transporaion o and from each insiuion is a major and essenial issue for MSU residens in pursui of academic work a Governors Sae. Do lawmakers and adminisraors of he criminal jusice sysem have rehabiliaion confused wih some oudaed and meaningless acics ha were used hundreds of year's in he pas? I refer o he fac ha basically he American criminal jusice sysem sill relies on punishmen for reribuion and.deerrence for crime. I would appear ha when you're alking abou and purporing o pracice rehabiliaion, ha you need o be aking posiive seps o resore ha which is unserviceable or non-funcioning, o a serviceable, funcioning sae. Punishing for he sake of reribuion and deerrence appears o be incompaible wih rehabiliaion. Ye, "punishmen" is he name of he game in our criminal jusice sysem. ' The erms Correcional Deparmens, Ceners, and Rehabiliaion programs are misleading. Since in hese places here exiss aciviies which alienae, damage, demoralize, ana anger offenders. Changing iles or using new progressive w~ o d!sguise wha really goes on inside he insiuions is really meaningless, when in all acualiy he insiuions are sill operaing on he radiional punishmen concep of prisons. For example, changing he ile of a Dep. of Public Safey o Dep. of Correcions means nohing if no firm and lasing commimen is made by he deparmen adminisraors o change he aciviies of he deparmen. My aim is no o single ou any paricular sysem, I refer o he overwhelming majoriy of criminal jusice sysem's in his counry. Ask yourself hls quesion... Why remove an offender from his family, frie_nds, and communiy o a siuaion ha dehumanizes and alienaes ha individual from he sociey o which he mus reurn? Why reurn he individual o sociey wihou giving Mm he opporuniy o learn wha he mus do in order o be producive, or o change wha is disrupive in his behavior? I sands o reason ha an offender reurning o sociey wihou being involveain any fonn of Change and growh program while incarci!raed, is very likely o remain in a coninuing cycle of imprisonmen-socieyimprisonmen. As i sands now, he real job of rehabiliaing an offender is dumped in he-laps of he communiy, he family, and employers of ex-qffenders afer be is released from prison. ~ Today prison is ofen a siuaion where people canno change he hings ha brough hem here, or really learn (no jus ge a cerificae) ha which needs o be learned, in order o be producive ciizens, or someimes jus o be safe. Federal, Sae, and local axes are being paid by sociey o have he ask of rehabiliaing, reinegraion, or socializaion o be perfonned by ~rspecive governmenal agencies. Bu, in he insiuions oday _ his job is no being done. This causes he ax payer o be burdened wice. Firs when he job is no done in prison, and second when hey (he axpayer) haveodohe_job hemselves afer he offender is released from he insiuion. I seems more han reasonable for he correcional adminisraors o give he ax payer an even break, by performing heir job proyerly. If he job is no going o be performed properly, hen sop misleading he ax payers. If punishmen is needed for reribuion and a deerrence for offender, hen devoe all he energy ha is used in deceiving he axpayer o creae secure places ha specialize in punishmen. The penal sysem is ruly unjus and cruel when you look. a he many unforunae prisoners ha are incarc~aed, and no really criminally inclined. Incarceraed for some foolish misake hey made, probably a misake ha an unhealhy social environmen manifesed. This individual may come ino he insiuion wih he aiude of serving his ime and causing no probl~- for hemselves or he insiuion. They ofen come o he insiuion wih he misconcepion ha hey will reurn o sociey a producive and responsible ciizen. The misconcepion comes from he hough he individual has of coming o a "correcional cener", insead of he radiional penieniary. Unforunaely due o he lack of change and growh, and oher guidance programs he individual is very likely o become desponden wih' he insiuions poor and someimes non-aisen programs. This lack of aciviy in m06 cases causes he individual o implemen his own form of aciviy, or ge involved in aciviies ha ohers have implemened.
