The fculty members cn return the contents pges indicting rticles they would like photocopied, nd librry stff mils the copies directly to the fculty member's office. In ddition, through federl grnt, the librry hs worked to provide economic development informtion directly to the community. Mry Jenny, the librry's economic development librrin, hs provided workshops, ssisted locl business people with reference informtion, nd worked with the tte of Oregon Deprtment of Economic Development to provide informtion to locl businesses throughout the stte. The collection now stnds t 1,162,943 volumes vlued t more thn $30 million. In ddition, the librry holds 328,629 unctloged government documents, 1,457,518 microfiche nd tte nd Privte Funding ought The budget for the librry expnsion will be nerly $30 million. Two-thirds will come from stte sources, nd the niversity nd the Friends of the Librry re developing progrms to ssure tht the legislture understnds the need. The building is the number 35,965 microfilm reels. More thn 776,000 users visited Kerr Librry, nd more thn 300,000 items were circulted outside the librry. Within the librry, reders nd reserchers used more thn 1.3 million volumes tht hd to be reshelved. Although we serve Oregonins in ll wlks of life, the lons mde to out-of-stte nd foreign librries re primrily in support of cdemic studies nd reserch. Interdependence of librries is becoming incresingly importnt. There is no doubt tht the O Librries re mking significnt contribution to the cdemic world in generl, nd the needs of Oregonins in prticulr. Preliminry forecsts predict.. journl prices will increse 12 to 14 percent during the next yer. Those published brod will increse 14 to 23 percent. The effect of such price increses on librry's mterils budget cn be devstting if the librry subscribes to lrge number of scientific, technicl, nd medicl journls, nd if the librry's mterils budget does not increse in direct reltion to the rte of price increses. Both of these conditions pply to O Librries. (The mterils budget hs incresed only 4 percent nnully for current nd preceding yers.) tormy wters, indeed! ince journl subscription is n ongoing cost, the totl for ll subscriptions, pius n estimted infltionry mount, is set side t the beginning of ech budget yer. Those for whom supportive reserch librry t O is priority should be prepred to mke their views known s prt of the politicl process tht determines where money goes. Consumer Awreness: Consumer eduction is necessry for cdemic librrins nd for fculty nd student users. The dy hs pssed when librries cn redily honor most journl requests from fculty. With technologicl improvements for shring resources, librries re forced to consider borrowing seldom used, specilized journls. Fculty members need to be wre of publisher pricing prctices nd be willing to explore lternte journls when journl's history is one of lrge price increses. Fculty members need to know tht pressure to crete new journls in sub-specilties, in order to provide forum for specilist reserch, will result in inflted prices for other journls s the publisher ttempts to finnce production costs for new titles. Finlly, fculty members need to recognize tht pying lrge mounts of money to journl editors will increse subscription costs. An cdemic librry hs n obligtion to keep its fculty informed bout publishers' costs. Fculty nd librry need to work together to ddress the issues of rising costs nd steer cler of the "us-versus-them" ttitude tht often previls during hrd times. Cnceling ubscriptions: One obvious wy to control costs is to cncel existing subscriptions. Cnceling subscriptions is rrely, if ever, pinless project, since pst cncelltion projects hve usully eliminted mrginl subscriptions leving only core titles necessry for instruction nd reserch, nd there is stedy demnd for desirble new journls. Resource hring: The components of n effective resource shring pln mong librries include 1) mens for identifying which librry subscribes to which titles, 2) policy nd procedures for borrowing nd lending requested items, 3) n effective mens for trnsporting mterils from one librry to nother in timely mnner, nd 4) coopertive collection development progrm dedicted to n elimintion of duplicte purchsing in specilized mterils so tht money cn be freed up to increse the number of unique items tht prticipting librries hold in toto. We hve done some work in ll of these res in Oregon, but lot of work remins, especilly in the re of coopertive collection development. Resource shring cn be n effective lterntive to locl ownership. Efforts to explore other workble solutions should be mde. Librries re n integrl prt of the eductionl nd reserch progrms of ny university, s well s locl, regionl, nd stte economic development efforts. A gift to the O Librries improves ccess to informtion nd provides support for reserch nd teching for the whole niversity. The Donld N. nd Delph M. Cmpbell Librry Fund, estblished s n endowment of $1,607,974.91, will benefit the niversity for yers to come. These new endowment funds nd those received by the Mrilyn Potts Gum Fund, combined with the niversity commitment to expnsion of librry support in generl nd the expnsion of the centrl librry fcility, will hve mjor impct on the growth of librry collections nd services t O. In response to $600,000 chl- lenge pledge from Bob nd Betty Lundeen for the Librry Expnsion Project, the Friends of the O Librries Bord pledged to rise $390,000 over the next four yers. ince mking the pledge, the Friends hve trnsferred $55,000 towrd the Librry Expnsion Project. The Friends rised over $54,000 this yer from lmost 1,700 donors. Almost $10,000 of this resulted from chllenge to the employees of CH2M Hill. As result of the hrd work of our Volunteer Fund Rising teering Committee heded by Bob Lundeen, our Friends nd other donors, including the stte legislture; the plnning process for the Librry Expnsion Project is under wy. ski Assocites, Inc., from n Frncisco hs been hired s rchitects for the project.
