CKLB men were surprised to find tht everyone interviewed spoke English, so tht there ws New Westminster.-Children t Vncouver's School for the Def, Dumb nd Blind were experiencing new senstion this week when they rode, 50 t time, on the beutiful "Ocen Wve" circulr swing donted by CKNW, New Westminster. Seprte Regultory Body Fvored In Commission's Minority Report Ottw. Differing with the views of his four collegues on the Royl Commission on Ntionl Development in the Arts, Letters nd Sciences, the Montrel civil engineer, Dr. Arthur Surveyer, recommended for Cndin Brodcsting nd Telecsting Control Bord, consisting of five members ppointed by the Governor in Council, with uthority nd jurisdiction over the ctivities of both privtely nd publicly owned brodcsting nd telecsting sttions. This recommendtion ppered in his "Reservtions nd Observtions" ppended to, the Commission's Report, tbled here in the House of Commons erly this month. Dr. Surveyer felt tht the Control Bord he proposed should be given the regulting uthority now held by the CBC Bord of Governors, with the ltter reorgnized into four -member bord of directors chrged with the brodcsting opertions of the CBC only. The Control Bord would be responsible to the Minister of Trnsport, but could be finnced from trnsmitters' nnul license fees, pid by ll brodcsting nd telecsting sttions, he thought. The bord "would be helped in its tsk of insuring dequte progrms nd well-blnced schedule of progrms for Cnd, by Regionl Advisory Councils..." he sid. Of the bord's membership, Surveyer recommended tht it be chirmned by " mn with judicil mind nd brod generl culture to enble him to pprise the qulity of the progrms brodcst or telecst in Cnd," nd tht of the four members under him, three should be suggested to the Governor in Council by the Deprtment of Trnsport, the Cndin Assocition of Brodcsters nd the Cndin Brodcsting Corportion. The fourth, to be selected t rndom, should be n eductor with "prcticl knowledge of pedgogy nd of psychology." The recommendtions in the mjority report of the Commission, covering the right of ppel from decisions of the CBC to the courts by privte sttions nd five-yer period of license tenure insted of the present three. were pproved by Surveyer, with the difference tht in the cse of ppel rights, it would be decisions of the Control Bord which would be contested. The bord would lso hve the power to suspend the license of ny brodcsting sttion for the violtion of regul- tions or orders, fter due wrning hd been given, Surveyer recommended, but discretion should be used by the bord in exercising this. In his 17 -pge minority report on rdio, Surveyer felt tht the demnd for n independent regultory body by the privte sttions ws the min point t issue between them nd the CBC. He sid tht, in ddition to the sttions' representtions to the Commission, the principle of regultory body ws bcked by ssocitions representing the businessmen of the country, while those opposed to it "do not relize ll the implictions of the Brodcsting Act" but fer tht ny chnge might dmge the CBC's progrms. "These voluntry ssocitions," he pointed out, "lso fer Americn progrms nd their dvertising, not relizing tht the CBC is the sole importer, prcticlly, of Americn progrms which re brought into Cnd... It ws Surveyer's opinion tht retining the present system in which regultory powers re vested in the CBC Bord of Governors, but extending to the privte sttions the right of ppel from its decisions, s recommended in the mjority report, would merely chnge the Bord of Governors from "Court of lst instnce" to "Court of first instnce" nd the Court of Ap- pel would inevitbly be prejudiced, hving been clled upon to settle n issue lredy decided upon by the Bord of Governors. "Furthermore," he sid, "the mjority of the questions submitted for ppel would require quick decisions, which no court of justice could be expected to render in time, on ccount of the cumbersome process of lw." In drwing ttention to the pioneering work of the privte sttions in developing rdio in this country before the pssge of the Brodcsting Act, Surveyer emphsized the present importnce of the privte sttions in the ntionl system. "It is not contemplted tht the Control Bord would exercise its powers over progrms in n utocrtic mnner," he sid, "but rther tht it should, by persusion nd by discussion with representtives of the brodcsting sttions, rise the generl stndrd of the progrms brodcst in Cnd, for the purpose of fostering ntionl unity, cultivting the rtistic tste of the people, supplying well-blnced entertinment, nd encourging the study of rts, letters nd sciences in generl, nd more prticulrly of the economic nd socil problems which fce the ntion." In nswering the chrge tht the Control Bord he dvocted would "destroy, divide nd duplicte" the ntionl system of the CBC, Surveyer pointed out tht it could not destroy it since "the only difference with present conditions would be tht the Control Bord would tke the plce of the Corportion's Bord of Governors," nor would there be dupliction s "ech body... would hve definite nd seprte functions to fulfil." Divide it would, contended Surveyer, but this would men tht the CBC, "freed from its legisltive nd judicil functions, could concentrte on the opertion of its brodcsting sttions nd of its three networks nd on the production of better nd more vried progrms for rdio s well s television.. "There is gret mount of work to do," concluded Surveyer, "for both the CBC s opertor of n importnt brodcsting system nd for the suggested Control Bord s n rbitrtor between the CBC nd the privte brodcsters nd in inspiring both privtely nd publicly owned sttions in the mtter of developing dequte progrms. Obviously the new Control Bord would be bound to require higher stndrd of progrms from the publicly owned sttions thn from the privtely owned sttions, since the lst nmed hve to ern sufficient revenue to cover expenses while the CBC does not hve to worry bout mking both ends meet... I believe tht the Control Bord suggested would gretly improve the present sitution, not only from the prmount necessity of meting out justice to the competing prties, but lso from the eqully importnt problem of incresing the vriety of progrms, s well s rising their stndrd throughout Cnd." The sprk ws touched off when Toronto clergymn, Rev. E. J. Tucker, expressed embrrssment over this. Referring to brodcst in the CBL Morning Devotions series, he mentioned one minister who "pryed for crinkly hir for stright-hired girl." Another cleric, Dr. B. R. English, chirmn of the Synod's rdio bord, commented: "I don't think I or ny other member of the Church is very much concerned whether hir is crinkly, curled, rtificil or dyed." Don Wright, former brodcster nd newsmn, who opertes Metropolitn Brodcst Sles nd cts s public reltions dvisor to the Synod, sid so little thought ws being put behind religious brodcsts of most estblished Protestnt Churches tht sttions were beginning to wonder "whether it ws prcticl or desirble to ccept such brodcsts." "I personlly feel shmed the Church hs not done wht it should hve done in this regrd," he sid. "It seems to me the Church is not interested in bringing bout the right type of progress through brodcsting - the type to interest the people nd bring more people into the Church. You cn't get up in front of microphone nd rttle off chpter of the Bible. People re bored with tht stereotyped stuff nd quickly turn to something else. Comments wxed hot nd hevy, with the entire meeting bcking Tucker nd Wright. C. J. Frnk, of Holy Trinity Church, urged the meeting to "eliminte the prechiness in i wht goes out over the ir," nd dded: "Our congregtions hve to suffer it, perhps, but we cn't inflict it on the public." RESEARCH Combine French -English Toronto. - The Penn McLeod reserch office, climing tht it is extremely difficult to determine whether respondents to telephone surveys in Montrel re Frenchspeking, English-speking or bilingul, is now treting the entire Montrel udience s one for rt- ing purposes. Previous prctice hs been to brek it down into English nd French. In further justifiction of the move, McLeod expresses the belief tht French-speking people listen to English progrms nd English-speking people listen to French shows, just s French people go to English movies. McLeod sys tht the result of this new technique is to divide the listening udience firly evenly between French lnguge nd English lnguge sttions. Lst month, the sme reserch office nnounced tht it is now conducting progrm surveys every month in 12 bsic centres: Victori, Vncouver, Clgry, Edmonton, Regin, Ssktoon, Winnipeg, Hmilton, Toronto, Hull, Montrel nd Hlifx. Four of the five members of the Mssey Commission went on record, in their mjority report, with the view tht government control of rdio in Cnd should be mintined s in the pst. These four commissioners re ll predominntly eductionlists, ech being connected with the dministrtion of university in some cpcity. The fifth member is Dr. Arthur Surveyer, civil engineer, nd he, in his minority report, fvored relxing the CBC's hold on the privte sttions with the estblishment of body to operte independently of the CBC nd the privte sttions in regulting ll rdio. It is rther significnt tht this importnt decision ws subscribed to by four of the five members of the Commission, while the fifth opposed it. Since the mjority group ll cme under the clssifiction of eductors, though the chirmn hs lso been prominent in diplomtic ctivities, it might be sid tht they jointly expressed the view of one segment of society, while the opinion of the fifth, Dr. Surveyer, crried just s much weight s the other four, seeing tht he spoke s civil engineer, or, even more brodly, mn of business. Obviously these people, who hve devoted gret prt of their lives-whether s voction or n voction-to mtters concerning eduction, re well qulified to ssess the country's ssets nd libilities in things culturl. They plced Cnd's culture on tril nd found it wnting. Few, if ny, will disgree tht the people of Cnd hve regrettble lck of interest in better literture, better drm, better music, better pinting. The Rt. Honorble Vincent Mssey, chirmn of the Commission, referred poignntly, in his ddress to the Montrel Cndin Club lst week, to the fct tht this country hs "most of the world's nickel nd, s yet, no ntionl librry." The drmtic disclosure of this lck ws strtling reveltion, but it must lso hve stirred up in mny minds the question of how it cme bout tht renowned leders in eduction nd culturemen nd women like Mr. Mssey nd his confreres on the Commission-hd not used their considerble influence to hve steps tken to fill this void long yers go. It lso gives rise to the question whether these so ble dignosticins of our culturl shortcomings re eqully s competent to prescribe for their remedy. Or, to be pointed, though in no sense lcking in respect for their brillint minds nd dogged devotion to the ntionl wel, is it reson - ;ble to ssume tht continued control ( RAM "And now Miss Beuregrd will sing tht populr hill -billy number 'Ace In The Hole'." over ll rdio should be exercised by deprtment of government - or publicly - owned corportion - becuse tht is the recommendtion of the Chncellor of the University of Toronto, the Acting Hed of the History Deprtment of the University of Ssktchewn, the Den of Socil Sciences of Lvl University nd the President of the University of British Columbi? It is no kind of discourtesy to these eminent nd public-spirited citizens to point out tht the very nture of their interests is theoreticl rther thn prcticl. It cn be firly mentioned lso tht the dissenting voice of Dr. Surveyer, the very nture of whose clling, in the field of engineering, points him up essentilly s prcticl person, nd tht he is, in consequence, perhps most fitted to offer logicl nd effective prescription to implement the dignoses of his ssocites. The Mssey Commission spent nerly two yers hering nd exmining 1,200 witnesses. They red 462 briefs from 13 Federl Government institutions, 7 Provincil Governments, 97 ntionl orgniztions, 262 locl bodies nd 35 privte commercil rdio sttions. They conducted 224 meetings. This ws noble effort to perform the prodigious tsk of feeling the pulse of the Cndin public, presumbly to guge their opinion, mong other things, on the future opertions of the CBC. The Commission herd, mong others, from rdio sttions, which wnted the CBC's control strings loosened; from the CBC, which wnted them kept tied; from e performers' unions, which wnted more work t higher fees; from innumerble bodies, ech of which felt its own cuse could be dvnced by some chnge (or no chnge) in the rdio set-up. Yet the Commission is the first to dmit, in its own report, tht "we herd little from the citizen who represented no one but himself." The prmount problem of privte enterprise rdio sttions hs lwys been to get their messge over, not to people who hve personl xe to grind, but to the fourteen million Cndins who re prtners in Cnd, in her government, nd in the vrious ctivities (such s the CBC) which tht government hs creted in their nme. And tht is precisely where we cme in. l Religious Rdio Serious considertion of the qulity (or lck of it) of religious brodcsts ws given by the Anglicn clergy of the Diocese of Toronto t their Synod meeting here this month. As hs been reported elsewhere in this issue, the clergymen were extremely criticl of themselves, nd seemed determined to do something bout the sitution. This stte of ffirs is by no mens confined to the Anglicns or to the Toronto re. Actully it obtins in the cse of most Protestnt religious groups cross the country. For some reson or other, the Ctholics seem more dept t prepring nd presenting cceptble progrms on religious subjects. is in This commendble concern over question which hs lwys been number one problem should be of considerble interest to the conscientious sttion which wnts to perform service to its community by mking time vilble to religious orgniztions, nd still wnts to hold the interest of its listeners. Whether some ssistnce in the preprtion nd presenttion of such brodcsts should be offered by the individul sttions or whether it should be undertken by the sttions' Assocition, the Cndin Assocition of Brodcsters, the desirbility of such id is pprent. Doubtless there re sttions which do mterilly help groups with their progrmming. This pper believes tht ny experience long these lines or even dormnt ides should be pooled for the benefit of the industry. To this end, our news deprtment will be sending out questionnire to try nd determine wht is being done nd wht else might be done to improve this importnt side of brodcsting.

RCA Is "Down But Not Out" followed by RCA nd Color Television Inc., developed mechnicl scnning system which, while it could not be received on ordinry sets either in blck -nd-white or color without certin dditions to the sets, it did offer, in the opinion of the FCC, better color reproduction thn ny of the others. The two competing systems, especilly tht of RCA, offered color without involving expense on the prt of set owner, termed n ll -electronic comptible system, but the FCC considered the color inferior. Lst fll, the FCC nnounced tht it hd finlly decided tht the system of CBS would be ccepted s stndrd, RCA hving filed t lst-minute representtions to chnge the Commissioners' minds. This decision, contested by RCA in lower district courts nd finlly in the Supreme Court, remins unchnged. However, the cse for color TV hs not been closed.
