The resolution, which ws proosed by George Chndler nd 'conded by F. H. Elphicke, re- )ectively, of CJOR nd CKWX, ncouver, ws phrsed: "Wheres the free ccess to innnntion which includes ccess newsppers nd rdio brodists, is fundmentl freedom id the right of every Cndin tizen; And Wheres the lw resently requires the pyment license nd registrtion 'in Itiv before Cndins cn leg - listen to rdio brodcsts, 'us constituting n bridgement fundmentl freedom of every ndin; Therefore, be it re- solved, tht the Western Assocition of Brodcsters urge the directors of Cndin Assocition of Brodcsters to tke such steps s they see fit to request Prliment to bolish the present rdio receiver license." The Assocition re-elected its executive for fourth one-yer term. E. A. Rwlinson, CKBI, Prince Albert, ws re-elected president. Rwlinson, who is lso director of the CAB, ws re-elected Ssktchewn representtive on the WAB Bord. F. H. Elphicke, CKWX, Vncouver, CAB vice-chirmn, ws re-elected British Columbi representtive on WAB Bord. Other directors re: Gordon Love, CFCN, Clgry (Albert) ; Bill Speers, CKRC, Winnipeg (Mnitob). Two other resolutions concerned progrmming nd rose from lengthy nd vigorous dis- cussion. WAB members felt tht progrmming techniques could best be shped nd devised for listeners of given re by brodcsters who live nd work in tht re nd pprecite the tstes nd needs of their neighbors, rther thn by self-ppointed experts with centrlizing tendencies operting from lrge but remote centres. It ws lso pointed out tht privte rdio hs long succeeded in stisfying the wishes of the gret silent mjority, but tht greter ttention might in future be pid to tse desires of highly vocl minorities. Severl members pointed out tht ll progrmming service is cpble of constnt improvement nd felt tht the best progrmming ides of ll brodcsters should be periodiclly pooled for mutul benefit. As result, resolution ws unnimously endorsed which uthorized the WAB Bord to set up clinic for progrm directors nd other progrm news nd production personnel. These clinics will lso be open to sttion mngers. They will study methods for constnt improvement of ll progrm services. It ws lso strongly felt tht those responsible for progrm production would benefit from the BMI progrm clinics - nd the success of these in the U:S. ws mentioned. The second unnimous resolution on progrmming instructed the- WAB Bord to try nd complete rrngements for bringing the BMI clinics s quickly s possible to ech of the four western provinces. The four centres suggested for BMI clinics were Winnipeg, Regin, Clgry nd Vncouver. Hrold Moon of BMI Cnd Ltd. ddressed the meeting on BMI services nd copyright lw in U.S. nd Cnd. He urged WAB members to complete indexing of their music librries in order tht they my know wht BMI recordings they contin. in Mnger Jim Allrd,nd sles director Pt Freemn of the CAB both reported extensively on the ctivities of the prent Assocition. Freemn told the westerners the BBM reserch nd development committee is now nlyzing nd ssessing the entire Cndin scene in terms of providing progrm populrity studies with the view tht BBM might enter such field, if only in formul creting or supervisory cpcity. George Chndler reported in gret detil on types of plns currently being evolved for the full use of brodcst fcilities during emergency. The meeting, held for obvious resons in cmer, urged tht the Federl Government nnounce definite selection of pln, nd this expression of opinion will be conveyed to the proper officils through the CAB. In his ddress to the nnul dinner, Dick Lewis, of this pper (see pge 7), offered to revive the Bever Awrds for progrm production if the industry indicted tht it felt they would stimulte locl progrm production nd publicity. Over hundred people, representing 42 western rdio sttions, ttended the convention. Among these were Dr. E. A. McCusker, M.P., prlimentry ssistnt to the Minister of Ntionl Helth nd Welfre, president of CKRM, Regin nd Murice Finnerty, British Columbi MLA nd president of sttion CKOK, Penticton. When ntionl dvertiser or his dvertising gency wnts to buy n dvertisement in newspper or other publiction, he buys specific spce; sys wht he wnts to sy in it; nd leves the rest of the pge to the highly -trined crftsmen from the editoril deprtments. When the sme dvertiser wnts to buy time on rdio sttion, he dicttes wht kind of mteril shll occupy the rest of the period. The result of this is, in word, tht wheres newspper dicttes the policy nd the nture of the mteril in its editoril columns, the rdio sttion hs blndly turned over this importnt function to the dvertiser. The defence sttions will offer is tht the dvertiser is eger to ttrct listeners so tht they will buy his product, nd tht cnnot rect ny wy but fvorbly to the sttion which is obviously trying to build up listeners too. This, however, is not lwys fct, becuse we hve ll of us herd dvertisers dmit tht sometimes it is just s prcticl to nnoy people into buying their product s it is to plese them into it. There re some sttions tht hve dopted policy more similr to tht of the pub- lishers. These, of course, re the block progrmming sttions. We hd story from one of them just ltely bout sttion which is blocking drmtic period. But generlly speking, s the Mssey Report points out, these sttions concentrte on populr music punctuted with news. The surveys show tht people seem to like this kind of lzy listening with one er while he other one is sweeping the floor. Mybe he commercils penetrte this kind of lisener's sub -conscious. Who m I to sy? I think tht, insofr s their ntionl dvertising is concerned, mny sttions hve iold out to the gencies nd their clients. Most of the Mssey Commission's criticism of the progrms should rightfully be ieveled t the gencies for some of the.tihings they get wy with nd t the sttions or letting them get wy with them. The commercils they send re, in the min, ibly prepred to the point where they ictully mke good listening. I don't think, Hough-nd there re surveys to prove his point-tht people resent the commerils so much s wht goes on between hem. Mybe you will sy the gencies will ever let the sttions get progrmming out f their hnds. But the gencies don't write 1e editorils in the Clgry Herld or the Never dull moment, Edmonton Journl, but they still buy spce. This is not- slight to the bright minds in the gencies. There re innumerble gency people who hve helped build rdio nd whose vlue to the medium is beyond description. They re in gencies becuse they wnt to be in rdio production, nd the gency is the nerest pproch they cn find. I feel tht rdio needs them bck in its sttions. When I ws gthering my mteril for this tlk, I hd cht with friend of mine who holds n executive position on the dvertising side of one of Toronto's dily newsppers. Forgetting typesetters nd other technicins, he told me tht his pper employs 134 editoril people-full time, tht is-nd tht includes the editor, subeditors, reporters, columnists nd photogrphers. On the dvertising side, it hs 19 slesmen on ntionl nd locl disply. The rtio is bout three to 20. Some of the writers re big nmes, nd people request position close to their rticles nd columns nd py premium rte for the privilege. But it would never occur to them to tell these writers wht to sy. Rdio hs the sme sitution when people clmor for spot before or fter the news, nd py premium rte for it. And remember, this is one feture which is not supplied by the sponsors or their gencies. If, s the Mssey Commission sys, progrmming is wek, I submit tht it is not generlly becuse of the sttions' filure to do competent job. The trouble, in my opinion, lies in the fct tht the gencies hve undertken to relieve sttions of lrge shre of the responsibility of prt of their progrmming nd to py them for the privilege, nd they hve succumbed to the tempttion. September 5th, 1951 A rdio sttion cn be mighty London or New York Times, which prints its news nd its fetures with one objective-to ' interest its reders. Or it cn be throwwy shopping guide, which prints nything tht is hnded to it to print s long s it gets pid for printing it. I don't hve to elborte on the difference between the two; the difference in socil stnding; in public cceptnce; in finncil gin. A rdio sttion will ttin the highest stnding in is community, not by mking over its fcilities to dvertisers who my t times elect to ggrvte listeners into buying goods. It will ttin it by stffing its studios with competent newsmen snd entertiners, by selecting the best of progrms, be they live or trnscribed, nd by generlly mking of itself n even more importnt prt of the lives of the people in its community, in terms of entertinment, informtion nd eduction, s well s public service, thn it hs lredy become. An Importnt Conference Rdio reformers nd would-be reformers re lwys clmoring for the rights of the minorities. There is such lrge number of these minorities nd they re so much more vocl thn the rest, tht the mjority sometimes tends to get shouted down by the minorities. Something long the sme lines might be sid of the regions into which Cnd's privtely -owned brodcsting sttions re divided. It hs been our plesure to ttend nd to report locl or regionl brodcsting conventions in every re of Cnd except one, nd tht is our home re of Ontrio, or to give it its broder nme, Centrl Cnd. The nnouncement tht the Centrl Cnd Brodcsters Assocition will be holding two-dy convention in Toronto September 24 nd 25, nd tht this function will be n nnul ffir, is welcome news nd news tht is, in our opinion, much overdue. It is our hope tht this meeting of the Ontrio nd Quebec English sttions will be well ttended nd tht delegtes will show up with determintion to get things done for the good of the industry in generl, nd tht prt of it which is locted in this importnt re in prticulr. Besides its importnce to these sttions, this conference should be wtched with interest by ll prts of the country, becuse most ntionl business stems from either Toronto or Montrel nd rdio is judged by its performnce within ershot of those who buy the time.

Allrd, who is generl mnger of the Cndin Assocition of Brodcsters, sid tht since "the ordinry lws of the lnd re deemed sufficient to protect the public from licence or improper prctice in the cse of ll other mens of mss communiction," they should be sufficient for rdio. Brodcsting is twentieth century extension of the Press, he contended, nd it lone should not be singled out for control. (Erlier lst month, Allrd lshed out t the CBC's control over brodcst news in letter to the Deprtment of Externl Affirs commenting on the United Ntions' drft convention on freedom of informtion. As long s the CBC's regultions re in force, Allrd declred, "we feel tht Cnd would scrcely seem to be in very strong position to urge upon others n enlightened nd progressive policy on freedom of informtion." This need for regultion, he sid, should not be permitted to serve ny longer s n excuse for control. Allrd held tht the chief service of the Mssey Commission to brodcsting is tht it clrifies the issues nd enbles brodcsters to pproch single trget with unity nd concentrtion, tht trget being freedom. He suggested tht the CBC should be eqully s interested in seeing rdio's struggle for freedom won s re the privte brodcsters, since the CBC's key men "must, in their herts, relize tht n independent regultory Bord is the best thing for brodcsting s n industry, rt nd science, nd for the public welfre." In discussing rdio's role in civil defence, Allrd sid tht in the event of n emergency, "brodcsting will hve tremendously importnt prt to ply in providing informtion, mintining civilin morle nd giving instructions to the civil populce." Allthough the CAB ws one of the first groups to become interested in defence nd the first to suggest prcticl pln of ction. wht is still needed, he sid, is n nnouncement by the Federl Government of cler-cut policy for the guidnce of brodcsting in defence efforts. B. & T., showed definitely tht rdio continuity writers, especilly those who write commercils for their bred nd butter, welcomed the opportunity to bsk in the light of new recognition. For ll too long, the verge writing Joe nd Josephine in most rdio sttions hs been considered s necessry, but not overly importnt member of the stff. Now, however, new concept in thinking, s fr s commercil continuity writers re concerned, seems to be in order. The importnce of good rdio copy hs been stressed time nd time gin by men who re prominent in ll fields of dvertising. Most rdio sttions mke presenttions of commercils to the vrious sponsors before they re ired. So, with so much ttention now being focused on the commercil, it seems resonble to hope for n end of the old order where commercil writer could be nyone from the office boy to the chief engineer. Not everyone cn write good commercil. The mn or womn who cn hs in ll probbility hd extensive experience in rdio writing; keeps constnt check on the commercils writen by others; follows the chnging trend in dvertising methods; studies new techniques; nd is constntly striving for improvement. He, or she, will listen regulrly to the different nnouncers, noting their style nd presenttion, nd where possible, will write commercils especilly for the mn who will red them, knowing tht the more clerly nd believbly they re red, the more effective they will be, nd the greter will be the results obtined by the sponsor. And this, fter ll, is the sole purpose of the rdio commercil. Obviously the mn or womn who fulfils these requirements is specilist, nd should be considered s such. They should be ble to mintin close contct with their sponsors ( difficult tsk when writer is hndling more ccounts thn cn efficiently be looked fter), nd, wht I feel to be very importnt, their opinions nd ides should be crefully considered by the ccount executive or rdio time slesmn. In too mny cses re the ides nd suggestions of the writer ignored becuse the ccount executive or time slesmn feels tht "this isn't wht the sponsor wnts." If the sponsor is fully cogniznt of rdio techniques, then he knows, nd rightly so, exctly wht he wnts. I feel tht here, the slesmn hndling the ccount should point out this fct nd show tht the locl writer is ppeling specificlly to the locl udience. The preprtion of good commercil must necessrily be bsed on co-opertion, co-opertion between the sponsor, slesmn, nd writer. After ll, ech of these individuls is working towrd the sme end-to increse sles of the goods or services to be dvertised. Yet, in so mny cses, the writer is expected to turn out scintillting, effective copy on the scntiest of "knowledge. He my never even meet the sponsor, never see for himself wht he's writing bout, hve little or no previous knowledge of the product. Yet he is expected to sit down nd dsh off five or six commercils tht literlly drip with selling phrses nd imply thorough knowledge nd firsthnd experience with his topic. And, he my hve to do this on moment's notice, so tht the sponsor cn get on the ir immeditely. In one sense, this is most flttering to the writer, for obviously he is considered to be n extremely verstile fellow, blessed with n innte nd inordinte mount of knowledge covering ll existing fields of business. But if he's tht good, think how much better he would be if he did hve comprehensive understnding of his sponsor's product. When you come right down to it, the ttitude towrd the commercil writer is most peculir one (grnted there re cses where the ttitude is not mis- plced). The writer, s fr s mny sttions re concerned, is guy or gl who knows everything CHECK The '0V Apple mn bout every business, except how to write good commercil, cn come up with originl, imgintive nd selling copy in minute or two nd is mechnicl perfection t its best, ble to roll commercils out of the typewriter one fter nother without single error. So with ll these ttributes, it's rther surprising tht the writer still receives secondry considertion round so_ mny rdio stllions. The time hs come when the commercil writer should be recognized for wht he is, specilist; highly skilled individul with the unique bility to write selling messge in 15, 30, or 60 seconds. Utilized to the fullest extent, his bilities cn be most profitble to his employer. If he cn't fill ll these qulifictions, he rtes-the xe. So why not tke commercil writing out of the bck room? Mke the preprtion of good commercils worth -while job. As long s writers re more tolerted thn rted, they'll never be content with writing s creer. Insted, they'll be continully looking for other positions tht offer greter opportunity. To pr- phrse populr song, " good writer is hrd to find," nd if you hve one, you wnt to hold on to him or her. While it goes without sying tht slry is n importnt considertion in ny position, I believe tht the mjority of presentdy commercil writers re more intent on doing good job for the rdio sttion nd its sponsors thn they re on furthering their own ends. But ultimtely the time comes when they discover there re more lucrtive fields in rdio thn tht of writing commercils. So, the sttion loses good writer, nd one on whom they've possibly spent considerble time nd money. A new writer must then be broken in with subsequent drop in efficiency, only for time, but s nyone in rdio knows, time mens money, nd wste of time is ctully sttion loss. To hold nyone in position, you must keep him hppy. Selfstisfction in job well done will not sustin nyone for too long. This pplies prticulrly well to the commercil writer. The progrms logs of 81 of this ntion's 107 TV sttions were exmined in this study, which ws under the direction of NARTB's reserch deprtment hed, Dr. Kenneth Bker, nd they Showed the verge sttion is on the ir 82 hours nd 25 minutes weekly. Time -on-the-ir rnged from low of 35.5 hours to high of 122 hours weekly. The sttions, which represent 56 of the' 63 mrkets presently served by TV sttions, lso disclosed tht those linked to network by coxil cble received 50', of their progrmming over the wire, while kinescope nd film ccounted for 12% nd 18%, respectively, nd 17% ws devoted to live locl productions. Of the 81 sttions in the survey, 55 were in this group. The rest of the sttions, unble to get network progrms from the cble, trnsmit 46% of the time from kinescope recordings. Locl live productions crried by this clss of sttion ccount for n verge of 29% of ir time, while `films re shown 28% of the time, the report mentioned. The progrms logs of 81 of this ntion's 107 TV Sttions were exmined in this study, which ws under the direction of NARTB's reserch deprtment hed, Dr. Kenneith Bker, nd they Showed the verge sttion is on the ir 82 hours nd 25 minutes weekly. Time -on-the-ir rnged from low of 35.5 hours to high of 122 hours weekly. The sttions, which represent 56 of the' 63 mrkets presently served by TV sttions, lso disclosed tht those linked to network by coxil cble received 50% of their progrmming over the wire, while kinescope nd film ccounted for 12% nd 18%, respectively, nd 17% ws devoted to live locl productions. Of the 81 sttions in the survey, 55 were in this group. The rest of the sttions, unble to get network progrms from the cble, trnsmit 46% of the time from kinescope recordings. Locl live productions crried by this clss of sttion ccount for n verge of 29% of ir time, while films re shown 28% of the time, the report mentioned.
