Every decisin made by the NCBA s Marching Band Cmmiiee when establishing a unifrm methd f cri3que was centered n helping students and directrs grw and learn. Marching band cmpe33n can be used as a psi3ve educa3nal tl fr the develpment f beier musicianship, strnger discipline, selfm3va3n, and character. Since cmpe33ve marching band can cnsume much 3me and mney in prepara3n, extreme care must be taken t keep the ac3vity in perspec3ve with the respnsibility t educate. When these bjec3ves are nt the primary gals f a prgram, marching band ceases t be educa3nally valid fr students. Prfessinalism is the ul3mate expecta3n. As members f the NCBA, each directr is charged with ac3ng respnsibly and demanding the same f his/her en3re prfessinal rganiza3n.! 3

The judges jb is t supprt the educa3nal experience f the students. The judge is a teamteacher, reinfrcing the tenets f quality music and mvement. Judging must be abut helping the students t grw, and abut apprecia3ng their learning effrts. Yu are judging a NCBA Marching Band Cntests. Help the bands wrk within the framewrk f what they have. This des nt preclude iden3fying prblems within the shw, nr des it alter hw yu rank and rate based n the design r perfrmance. Mdify yur terminlgy - please deliver yur bserva3ns in clear terms. Present yur cmmentary in a methd that can be played fr the students. Please scre the bands within the cntext f the NCBA paradigm. Please understand the use f Value f a Pint ; scring tw bands (using 20 pint cap3n as 20.0 = 200), understanding the spreads between bands as it applies within the tenths f pint differences. 11 Judge the cntest frm tp t bim in yur verall rankings. Remember that the size f a band can be a challenge whether very small r very large. The system acknwledges the jint effrts f designers, instructrs, and perfrmers thrugh understanding that excellence and ar3stry are displayed thrugh the design and that thse same designs are recgnized and credited thrugh the ar3stry f perfrmance. This system u3lizes a methd f subjec3ve evalua3n that rewards the achievement f psi3ve quali3es and ffers cn3nued encuragement t strive fr greater achievement. All cmpe3ng bands shuld be ranked with the excep3n f bands perfrming fr an MPA event GENERAL VOICE RECORDER COMMENTARY The cmmentary shuld prvide accuntability fr evalua3n, cnstruc3ve cri3cism, and useful infrma3n that addresses hw t imprve. Addi3nally, the tenr f the cmmentary shuld be genuine helpfulness and geared fr student listening. Typically, sme staff members make judgments abut the input quality based n ne disagreeable cmment and then ignre the substance f the remainder f the cmmentary. Many issues arise ut f the percep3n f altude n the input. Be careful with terminlgy: Realize that band directrs listen t all the cmmentary and sme f the terminlgy u3lized in ther arenas regarding visual evalua3n needs t put in mre laymen terms. Avid gelng stuck n ne issue and cn3nue t speak n it withut mving n t ther tpics cncerning the perfrmance. It is very frustra3ng fr the staff members and students when a judge ignres the numerus perfrmance quali3es f a shw because he/she is blinded by the ne element that is imprtant t him/her. Remember, a gd judge must nt linger n ne tpic nly (even if it is f majr cncern), and is nt t allw persnal preferences and pinins t sway his/her scre and evalua3n f the perfrmance. MAKE SURE THAT YOUR VOICE RECORDER IS TURNED OFF IF COMMENTS NOT INTENDED TO BE ON THE RECORDING ARE MADE BY YOU OR ANYONE STANDING NEARBY. Discussin between judges befre, aner r during perfrmances shuld nt be n the taped cmments given t the bands. BE PROFESSIONAL! 13

While in the Press Bx r at a judge s meal, a student, parent, vlunteer, r band staff member is prbably watching and hearing what yu d and say. Vice Recrder Cmmentary PririCes: Cmments shuld assist thse parts f the shw that are imprtant t the scring prcess. Cmments shuld assist the understanding f the ranking/ra3ng prcess. Cmments shuld assist the instructr in imprving the structure f the prgram r perfrmance. Cmments shuld reflect an educa3nal apprach that will reward achievement and encurage greater effrts. Avid terminlgy that is irrelevant t the principles we are reinfrcing. Clear, specific dialg is apprpriate. All grups will be cmfrtable with terms used n the NCBA scre sheets. Avid the recita3n f terms that are nt easily related t what yu are bserving. Be specific in yur bserva3n f weak areas and be clear as t the prblem. Be enthusias3c abut training, grwth and achievement. Offer pa3ence and supprt in the develpment prcess f skills, ideas and wrks in prgress. Share enthusiasm fr the ac3vity. Stay cnsistent thrughut the day regardless f level f band. Expand awareness, par3cularly f electrnic cntribu3n and value. Sugges3ns fr changes shuld be manageable. Balance the psi3ve and cnstruc3ve. Imprtance f the cri3c t the art. Greatest impact will be n the middle 50% f bands. Be pen-minded t new cncepts which yu may nt have experienced befre. Discuss these cncepts and learn abut them in rder t adjudicate them. The cnsistency f judges bserva3ns is essen3al fr the assured grwth f all perfrmers. Be infrmed and current with yur cap3n philsphy and with the levels f learning within each class criteria. Offer supprt and reinfrce. Vice Recrders will run cn3nuusly thrughut the unit s presenta3n. The judge s cmments shuld include basic impressin as well as an analysis f prblem areas. Pssible sugges3ns t imprve certain aspects f the prgram/perfrmance are encuraged. Bth the band directr and students shuld benefit frm the cmmentary. Demeaning r rude cmments are unacceptable. Judges shuld mdulate the vlume f their vices s as nt t interfere with ther judges r with patrns viewing the shw. While it is nt necessary that a tape be cmpletely filled with cmments, the judge shuld knw that the absence f any cmments is nt acceptable. Vice Recrder Guidelines: Cmmentary shuld be student riented React t the perfrmance with substan3ve cmments Iden3fy strengths and weaknesses with reasns fr the reac3n.! 14

15 Use the descriptrs in the criteria reference bxes in the cmmentary. Prvide specific help fr imprvement. Recgnize and credit achievement. D nt dwell n just ne r tw aspects f the perfrmance, even if that is the majr issue. There must nt nly be a balance f cmmentary based n what is t be evaluated n the sheet, but als a balance f the what and hw. Use the PQP methd f cri3cism Praise, Ques3n, Plish. Bands must meet all f the criteria in Bx 5 befre they receive a number in that bx. Determine which 3 rd f the bx the band is perfrming. Rank Achievement recgnizes the simultaneus ccurrence f the What & Hw. That is t say, that is the sum f the wriien prgram and the perfrmance. Rank the band rela3ve t thers in the event. Use Pint spread criteria listed later in bk and n judging sheet fr guide. Use the tte sheet. It is imprtant that tlerances between judges within the bxes are similar, par3cularly in Music Effect. This des nt mean they must be the same, hwever. Develp anchr pints. These are bands that fr that perfrmance define a certain standard. Operate with the understanding that credit cannt be given t perfrmers if the pprtunity des nt exist in the cntent f the prgram. Ra3ng is an imprtant aspect f prper scring. Spreads are sme3mes apprpriate in rder t rank within each sub-cap3n. Avid sub-cap3n 3es when pssible. Please avid using Tenths in yur cap3n r sub-cap3ns THE PROCESS OF ASSIGNING A NUMBER TO A PERFORMANCE The rder f judging pririty fr cap3ns that d nt have a what and hw subcap3n (Music Perfrmance Ensemble and Music Perfrmance Individual) is t rank then rate each perfrmance within the sub-cap3ns that generate a cap3n scre. Determine which neighbrhd a perfrmance shuld be within a sub-cap3n by cmparing it t the criteria system n the back f the sheet. Numbers management is maintained by adhering t the cnsidera3n f a value f a pint, which is printed n the bim f yur sheet.! 15

Keep in mind the value f a pint is applied t the sub-cap3n and nt the bim line scre. There shuld be n 3es in final scres in a given cap3n. There can be 3es in sub-cap3ns, hwever, really cnsider if a 3e is required. If nt, make a decisin, and award the greater scre t the band that achieved at the higher level in that sub-cap3n. If a 3e ccurs in the final scre, yu shuld re-evaluate yur sub-cap3n scres t break the 3e. On the frnt f the sheet, bxes 2, 3, and 4 are brken dwn int thirds. The number in each third refers t lwest number within that third. If a band meets all the criteria f a bx, the number that they shuld be given is in the TOP third f that bx. Scres frm separate percussin adjudicatrs, auxiliary adjudicatrs, r drum majr adjudicatrs will nt be used in determining the raw r final scre, as this wuld reward thse areas twice (percussin cntribu3n is cnsidered in bth music perfrmance and music effect, drum majr cntribu3n is cnsidered in bth music perfrmance and music effect, and auxiliary cntribu3n is cnsidered in bth music effect and visual effect).! 19

20 Awards fr NCBA Cap3ns shuld be given as fllws: The Music Awards shuld be given by cnsidering the rankings within each class f the average f the scre frm the Music Perfrmance Ensemble and Music Perfrmance Individual cap3ns. The Visual Awards shuld be given by cnsidering the rankings within each class f the scre frm the Visual Perfrmance cap3n. Nte: Because all visual elements shuld be cnsidered in this cap3n, this shuld nt be a Marching award. The Overall Effect Awards shuld be given by cnsidering the rankings within each class f the sum f the scres frm the tw Music Effect cap3ns and the Visual Effect cap3n. Awards fr Auxiliary cap3ns are nt gverned by the NCBA System ADJUSTED SCORING SYSTEM In an effrt t create a psi3ve atmsphere fr all students cmpe3ng, the NCBA system will u3lize an adjusted scring system. The adjusted scring system maintains the crrect placement f bands, while preven3ng yunger grups frm receiving scres that culd be cnsidered detrimental t the students. The raw scre and adjusted scre will be printed n the recap sheet given t directrs. Only the adjusted scre will be published in the fficial results psted n the NCBA website. T determine a band s adjusted scre, divide the raw scre by 2 and add 50 pints. This effec3vely creates a range f scres frm 50 t 100 fr all bands. I.E.: Band Raw Scre Adjusted Scre Placement Band # st Band # nd Band # rd Band # th SecCn IV: Criteria Reference System 4.01 INTRODUCTION Adjudicatrs cme frm varius backgrunds and gegraphic lca3ns. These factrs, alng with reginal style differences and individual pinins and preferences, will bring a brad range f experiences t the cntest. While these varied experiences are imprtant t par3cipants, it is als imprtant t prmte cnsistency in the adjudica3n prcess. At all 3mes, judges shuld simultaneusly evaluate the cntent (what is being perfrmed) and the perfrmance (hw it is being perfrmed) CRITERIA REFERENCE SYSTEM The Criteria Reference System develped by the Marching Band Cmmiiee f the NCBA is similar t systems used thrughut the cuntry t evaluate band perfrmances, regardless f style, with the purpse f maintaining unifrmity, bjec3vity, and cnsistency thrughut an en3re event. The criteria reference system f the NCBA, requires that ranking and ra3ng be dne n a sub-cap3n basis s that each sub-cap3n number is a ranking and ra3ng in and f itself. When the ttals f the sub-cap3ns indicate a 3e in the verall sheet, the judge shuld re-evaluate his/her sub-cap3n numbers t see if the 3e can be brken.! 20

21 A maximum scre in any sub-cap3n is inapprpriate in any cntest prir t the last band t take the field in cmpe33n. It is par3cularly inapprpriate when assigned early in any cntest. It might ccur in rare ccasins when the judge s number discipline frces a scre t escalate in the prgressin f a cntest, but it negates cmpletely the cncept f ranking when it is applied prematurely. It is imprtant t restate that the five categries specify levels f achievement fr each sub-cap3n. The numerical ra3ng f each perfrmance falls within the bx that best describes the level f achievement MOST OF THE TIME. Only the tp categry with the highest numbers requires the perfrmance t meet utstanding achievement fr EVERY ONE f the criteria listed. The achievement level displayed by the perfrmers is the fcus f the adjudica3n system and criteria fr entrance int each bx n the scre sheet is printed n the back f that par3cular sheet. All judges will judge the en3re shw frm bvius start t bvius cnclusin APPLICATION OF THE CRITERIA REFERENCE SYSTEM It is the intent f this system that a number grade be assigned frm whichever level f achievement describes the unit s quali3es mst f the 3me. Only bx 5 requires the unit t display ALL quali3es described t earn the scres available at that level f achievement. The criteria reference system describes five levels f achievement, which are applied t Impressin, Analysis, and Cmparisn. These levels f achievement are described specifically in the sec3n SCORING SYSTEM. In rder t prvide unifrm numerical treatment fr subjec3ve judging, judges cnvert subjec3ve impressin int a numerical categry and ul3mately refine that categry t a specific scre. Bx 1 Bx 2 Bx 3 Bx 4 Bx 5 Never Discvers Seldm Experiences Smetimes Knws Frequently Understands Cnsistently Applies Impressin is best described as the judge s subjec3ve reac3n. Numerically, the func3n f the impressin is t determine a categry fr any par3cular sub-cap3n. Unifrmity f impressin frm judge t judge is nt easily accmplished. The criteria reference system aiempts t standardize this prcess. Analysis is the bjec3ve aspect f the evalua3n that seeks ut reasns t supprt r mdify ini3al impressins. Numerically the analysis cnverts the impressin categry t a specific scre within each sub-cap3n. Cmparisn requires the judge t lk at the number given and cmpare it t ther marks he/she has given in that categry nt nly in that cntest but als in earlier cntests. Thus, when a judge assigns a number t an aspect f the unit s prgram, he/she is telling that unit hw it stands n a state level APPLYING DERIVED ACHIEVEMENT IN EXCELLENCE Just as each grade level enhances a curriculum that challenges the student t grw and learn new material, s t, similar challenges are placed n students in the area f marching music. Marching band is a unique learning experience which invlves a demnstra3n f musicianship, athle3cism and ar3stry, and must be judged with thse unique quali3es in mind. The judge must cnsider all the respnsibili3es in the curriculum when discussing the rela3ve achievement level f the students. The judge, therefre, cnsiders tw cmpnents in the evalua3n f the musical/visual perfrmance in every scring area. They are:! 21

22 WHAT is being asked f the student (the prgram, the musical/visual cmpsi3n, the variety/range f the musical r visual vcabulary f the music r the mvement.) HOW these aspects are being accmplished (methd, technique, training, sensi3vity, cmmunica3n, etc.) Unless we recgnize WHAT is ccurring, we are apt t be inadequate in recgnizing HOW the skills are being demnstrated. In ther wrds, we cnsider the curriculum and the cmprehensin/achievement f the curriculum as simultaneus partners. In this manner, the judge cnsiders ALL f what is being asked f the student. As the excellence/achievement is being assessed, Music judges will cnsider, amng ther things: The depth and range f the musical repertire The cmplexity and variety f rhythms, meters, temps The range f expressive sensi3vi3es The mvement requirements placed n the musicians The prximity f ne player t anther The prximity t the center f the pulse The physics f sund as it relates t the listening skills required f the students in rder t bring fcused sund t the audience and judge. As the excellence/achievement is being assessed, Visual judges will cnsider, amng ther things: The range and variety f the vcabulary/cmpsi3n/repertire Layered respnsibility f musical delivery cmbined with m3n Layered respnsibili3es f equipment, dance, rle, etc. Expressive cmpnents crea3ng visual dynamics The judge must pssess sund recgni3n skills with full cmprehensin f all that is being asked f the student. This requires the judge t start by iden3fying what is being dne, then evaluate hw well it is being dne as he/she respnds t training, technique and expressin. Care must be exercised that judges d nt cnfuse the curriculum with the idea f demand fr the sake f demand. It s abut tasteful educa3nal challenges, which will help the students t grw. Cnversely, care must be taken nt t verlk the depth f the challenges placed n the student. The WHAT and HOW must be a simultaneus cnsidera3n in the judge s mind. The judge must als be familiar with the unique arena in which these musicians perfrm. Weather and field cndi3ns will vary, and the judge s tlerance shuld adjust fr these situa3ns GENERAL INFORMATION REGARDING THE JUDGING OF EFFECT The primary premise f general effect judging is that the judge must be prepared mentally t be entertained! Effect judges are a widely experienced and cri3cal part f the audience, and are there t enjy and react t the perfrmance. Each adjudicatr will have preferences, whether they are in chice f music, manner f presenta3n, r style f interpreta3n. The effect judge in this cap3n will allw themselves t appreciate what is gd abut a given prduc3n based n what is being presented. In rder t d this, effect judges must! 22
